The August 27, 2012 Regular Meeting of the Elgin Board of Education was called to order at 7:00 pm by Board President Carson Wasserbeck at the Elgin High School.

· Kathy Triplett would like the students to edit items and compare articles for the Board of Education and for The Communicator.
· Teri Benson spoke to the Board about the student dress code and her concern about finding clothes that fit within the guidelines.
· Debbie Good stated there is enough funds left from the Safe Route to Schools grant for 2 hours of safety patrol a day for this school year.
Kristin Dyer discussed the LASAP Program in LaRue. This is a free after school program at Elgin West through the Ohio Department of Job & Family Services. This program currently serves 25 to 30 students. Mrs. Dyer informed the Board that this program is in need of funds to continue and would like to look into some fundraising activities.
Resolution No. 152-12 Special Board Meeting Minutes
Mrs. Hafer moved and Mrs. Lauer Furlong seconded the motion to approve the minutes of the July 12, 2012 Special Board Meeting of the Elgin Board of Education. The line about receiving a demolition schedule will be deleted.

Resolution No. 153-12 STRS Tax-Deferral
Mrs. Lauer Furlong moved and Mr. Metcalf seconded the motion to approve the tax- deferred payroll deduction plan for purchase of credit through STRS.

Resolution No.154-12 Transfer
Mrs. Buchanan moved and Mrs. Lauer Furlong seconded the motion to approve the transfer of $294,678.00 from fund 010 to fund 004 due to the Project Agreement Amendment #1.

Resolution No.155-12 Contract
Mr. Metcalf moved and Mrs. Hafer seconded the motion to approve the contract with TRECA for the provision of support services. Treca will pay the district up to 1,000.00 a year for each student identified by TRECA for which the district provides support services.

Mrs. Lauer Furlong moved and Mrs. Buchanan seconded the motion to approve the proposal from Kahoe Air Balancing Company for HVAC testing and balancing at the new building in the amount of $50,720.00.

Mrs. Hafer moved and Mrs. Lauer Furlong seconded the motion to approve Logan County ESC for Vision Impaired Services for the 2012-2013 school year. The total amount will be $9,220.00 for 2 students.

Discussion Items
· The 2012 Capital Conference is November 11th – 14th.
· The “Topping Off” ceremony for the K-12 building is scheduled for the 3rd week of September. Staff and High School students are taking tours of the building.
· There will be a “Walk Through” by the Board of Education on 9/18/12 for each existing building and the new K-12 building. This tour will begin at Elgin South at 9:00 am. The village of Prospect would like the modular buildings and land where they are located at Elgin South Elementary and possibly the playground equipment. The village of Green Camp is interested in the land where the Junior High is along with the ball fields. Don Davis, Realtor, appraised the Administration Office, Bus Garage and the 18.8 acres of land. The appraisal amount is not known at this time. Mr. Gast will be sending a formal letter to all the district villages to meet with them.
· There is a book study for graduate credit on “The Leader in Me” before or after school, depending on the building. A fundraiser committee is being formed around the 1st of September to help with the expense of “The Leader in Me” program.
· Evaluation of Superintendent will be Monday, September 10th at the Administration Office.
· Principal Update
o Mr. Cunningham stated this has been the best start of a school year in his 13 years. The BLT did a fantastic job putting the programs together.
o Mr. Malcom stated the Junior High opening was fairly smooth with all the changes happening. The new staff are doing a terrific job. The first round of NWEA testing is finished.
o Mrs. Dyer stated that Elgin West had a very smooth opening. Having the open house before the opening of school helped to smooth the process of the 1st day.
· Mr. David Heff from the Marion Public Library shared about the extension of hours for the libraries in the villages.
· Mr. Gast is interested to get the “Fellowship of Christian Athletes” (FCA) back at the high school.
