Minutes of the LPC Committee Meeting on 11th July 2016

Open Section of the Minutes

Present: Pete Szczepanski (PS), Dan Attry (DA), Stephen Noble (SN), Lynn Rees (LR), Matthew Cox (MC), Scot Taylor (ST), Thomas Thomik (TT), Mohammed Mahroof (MM), Abul Kashem (AK), Amjid Iqbal (AI), Diane Walker (DW), Vijay Lad (VL) and Dinesh Patel (DP).

In attendance: Michelle Dyoss; Dudley CPDO, Jag Sangha (Medicines Management/ Officer of Public Health), Joe Parkes (Dudley Stop Smoking Service).

1.  Welcome

DA welcomed the members and guests and opened the meeting at 2pm.

2.  Apologies

MOK sent his apologies.

3.  Declaration of Interest

There were no declarations of interest for this meeting.

4.  Smoking Cessation – Joe Parkes

JP gave a brief update on the smoking service.

Last year the quit rate remained the same with a slight increase in access. There was an excellent 52% quit rate in pharmacies so some positive news. However, on the negative side, JP commented that he is not sure what is happening to the service come next April as Dudley Stop Smoking will cease to exist and become part of wellbeing services along with weight management etc.

JP advised the committee just to continue with what is being done as they will be telling commissioners that it is a successful service via pharmacies. He commented that the service had been decommissioned in other areas and Dudley was likely to follow suit. He thanked contractors and the LPC for all their support over the years and the great relationship built up over this time and that he hopes the service will continue through pharmacies even though he will no longer be involved.

JP asked if anyone had any questions. DA requested JP send the figures for the service. VL commented that the service provided via pharmacies is exceptional and that customers comment on the support and access compared to GPs. DA suggested that if the LPC send a representative from LPC to the marketing event. MD said she will send the details to see what if anything is on offer.

DA thanked JP for the heads up, wished him good luck for the future and thanked him for his work with the LPC and contractors.

Finally, JP commented on recording 4 week follow ups on pharmoutcomes; to remind contractors to ensure this is being done even if only one weeks supply was given as this was a problem at the end of last financial year.

ACTION: Members to use buddy groups to highlight importance of recording 4 week follow ups via pharmoutcomes.

5.  PHP–P Report – Michelle Dyoss

MD briefly outlined her report that had been forwarded to committee members prior to the meeting.

HLP

·  Only had 3 pharmacy staff enrol on to the HC training – have about 20 places left 7-8 hours learning on line (can dip in and out) RSPH to become health champion

·  Leadership training in Autumn

·  Roadshows in Autumn – went to matrix groups budget cut by approx. one third however found really valuable so agreed that we can continue

·  Programme of re-accreditation to take place

o  Many of our L1 HLPS will become L2 HLPs

o  New framework for L1 – target of 70% pharmacies HLP L1 by end of year MD working with CH

Think Pharmacy

·  Website updated

o  Pharmacy details updated

o  NHS logos taken off

o  Dudley H & WB logo added

o  Comments sent straight to MD email

·  Campaign planned Sep – Nov

o  Roadshows

o  Freshers Fayres

o  Training venues

Healthy Start Vitamins

·  31 pharmacies are inactive (have shown no activity since scheme began)

·  An email and message on Pharmoutcomes will state that pharmacies have 2 months to show activity or they will be deactivated and will no longer be eligible to order stock

·  If stock goes out of date or is sold – please record on PO

·  All pharmacies received promotional material back in February, only Boots Merry Hill is displaying

Alcohol going to come under adult wellbeing

·  Still low numbers with follow-ups

o  Need to increase to prove IBA is having an effect

o  Training after summer to concentrate on importance of follow-ups and referrals

·  Resources – looking at whether pharmacies purchase own (poss up to £200 per pharmacy, depending on previous years activity)

·  Budget of £30k this year for IBA

·  Would like to see more outreach activity – let MD know if interested

DA asked if members had any comments. VL commented that out of date healthy start vitamins need to be put through pharmoutcomes as the system doesn’t register expired stock automatically. PS suggested that buddy groups are used to ensure inactive contractors have seen emails.

6.  Medicines Management/Office of Public Health Report

JS gave a brief update on current issues.

Firstly, JS commented on the ‘Be clear on cancer campaign”. He said that the CCG plan to work with NHS England to get this as one of the public health campaigns forming part of the 6 contractual campaigns. He said that data needs to be easy to collate and evaluate e.g. number of contacts. He commented that contractors can go on to public health website and look at the campaign and resources.

Secondly, he stated that the PNA supplementary statement was approved on 30th June; although generated a little more discussion than anticipated around Pharmacy First. He commented that it had been said that some of the information on the LPC website is still from the pilot and that is used as a link and therefore, needs updating.

Next, JS commented that he had mentioned out of pocket expense claims at the previous LPC meeting and that it is on the agenda at the prescribing subcommittee meeting on 12th July. JS said he had been made aware that the NHSBSA are also looking at this in the wider area. He said that pharmacies in Dudley have been ranked; not necessarily taking account of dispensing items and they are sending letters if claims seem high compared to contractors around the borough. JS said he was not sure what NHS England actually require i.e. invoices etc. but he has data that can be manipulated for individual pharmacies if needed and contractors can email him. He commented that Dudley CCG didn’t have any impact on the letter NHS England sent out and that the letters from the CCG are more to educate contractors to do the right thing for tax payers. He said the letter will also be at the prescribing subcommittee meeting on 12th July and LPC are represented.

DA mentioned the letter about Metolazone and that the LPC would provide a response ready for the ACE meeting on 14th July. JS commented that there are one or two outliers that had extortionist costs causing the problem.

AI suggested that the LPC advice contractors on cost effective procurement of medicines. TT said that there had been some comment at a previous meeting about epos being repatriated so this wouldn’t be a problem then. AI suggested supplying specials through Russell Hall Hospital. JS commented there was a time when this nearly happened but then drug tariff tariffed specials so it didn’t seem so urgent as they were comfortable with the projected spend. TT suggested practice based pharmacists look at specials data. JS said this has been done since 2010.

ACTION: PS to forward email to contractors regarding work with specials and out of pocket expense claims. SN to update Pharmacy First link on LPC website.

7.  Committee Meetings:

a.  Area Clinical Effectiveness Committee

The next meeting is to be held on Thursday 14th July.

b.  Prescribing Subcommittee Meeting

The next meeting is to be held on Tuesday 12th July.

c. Primary Care Development Committee

TT attended the meeting on 17th June at Brierley Hill Health and Social Care Centre and forwarded his report to committee members prior to the meeting. He briefly covered the main points:

The Coombswood Road branch surgery of Halesowen Medical Practice was issued a forfeiture of lease notice by the bailiffs on 31st May 2016. This prevented the staff from entering the premises. The action is in relation to non-payment of rent for April and May which was noted as an administrative error by the practice. Approximately 2000 patients are affected and at present, services are being provided from the other site of the practice. The CCG is in the process of trying to resolve the dispute by working with both parties with the aim of finding a resolution as soon as possible.

There was a report on the evaluation of the Winter pressures scheme. 70% of practices had provided weekday access 8.30am – 6.30pm. 28% of practices had provided weekend access although there was no demonstrable reduction or impact on A&E and Urgent Care activity. 54% of practices had provided advanced care planning for nursing homes. A reduction in admissions from care homes was noted from the participating practices.

There were updates on CGQ inspections:

Ridgeway Surgery, Northway Surgery – Good overall.

Quincey Rise – inadequate overall.

Bath Street – received previous inadequate inspection received a good mock inspection after support from CCG.

The next meeting is on Friday 15th July and TT will attend.

d. Dudley Community Pharmacy Development Group

The next meeting is being held on Tuesday 19th July and PS will attend.
