Dual League End of Season Tournament

2014 TOURNAMENT RULES

The rules of this tournament shall be in accordance with USYSA and FYSA except as modified and approved herein as established by the Dual League Committee:

1. TEAM ELIGIBILITY – This Dual League Tournament shall be open to North Florida Youth Soccer League , BYSL and GCF U13-U19 Boys and Girls Competitive Teams provided such team entering are in good standing with their state youth association (as defined by USYSA) It shall be the responsibility of each club Registrar to verify all rostered players.

Guest Players – each team may roster up to one (1) guest players provided that:

•  They are properly rostered and certified by Club Registrar.

•  The guest player shall have played Premier in the fall 2013 Season or Spring of 2014. In addition, dual registered players must have been rostered to a team at the club for the entire fall and spring seasons. NO EXCEPTIONS.

•  TEAM SIZE (number of rostered players) does not exceed number of rostered players as stated on Host Application which is:

U13-14 18 players Maximum Playing 11 v 11

U15-U19 22 players Maximum (Only 18 can dress and play)*

2.  PLAYER ELIGIBILITY – USYSA players must be legally registered with Florida Youth Soccer Association or Georgia Youth Soccer. Player passes and roster will be required for all teams. A FYSA/GYSA State Official roster verified by the Registrar will be acceptable.

3.  PRE-GAME PROCEDURE – The Dual League Officials or game referee shall conduct all credentials checks at the field prior to each game to insure that all players are registered with a FYSA/GYSA Soccer Club, and are properly rostered with their team. The coach or an assistant must be present at team check-in.

The referees will conduct the pre-game check-in. Players’ uniforms and equipment will be checked and any conflict resolved. Pre-game check-in will be conducted as follows:

The referee or assistant will check player equipment in accordance with Dual League rules and USYSA/FYSA rules concerning player equipment. Only at this pre-game procedure may a player be challenged by an opposing manager/coach. Challenged players will be noted by the referee on the referee game report, but will be allowed to participate in the game so long as they are listed on the validated roster.

A player who arrives at the playing field after the pre-game procedure, may enter the game once the game officials verify the player is eligible and with the permission of the center referee. This player may be challenged at the time he is allowed to participate by the head official.

Each manager/coach or assistant must be listed on the roster. If a manager/coach is ejected, his assistant may conduct the team. If the assistant is also ejected or if there is no assistant, the game will be forfeited. In no case will the team be allowed to participate without a properly registered coach or assistant.

Referee Fees – per game

U17/18/19 - $76 per team. Each team brings the following bills: 2-$20, 2-$10, 2-$5, 6-$1

U15/16 - $66 per team. Each team brings the following bills: 2-$20, 2-$10, 6-$1

U13/14 - $56 per team. Each team brings the following bills: 2-$20, 2-$5, 6-$1

Prior to the game one team will pay the center ref, the other team will pay the AR’s .

4. LAWS OF THE GAME – Except where modified herein, rules of play shall be F.I.F.A. “Laws of the Game”. Competition sanctioned by this Association shall abide by the “Laws of the Game,” along with any modifications or regulations of the Association.

LAW I – THE FIELD OF PLAY – the field of play may be reduced to the following minimum dimensions:

Under 13-19 - in accordance with FIFA

LAW II – THE BALL – The size of the ball will be as follows:

Under 13–19 - Size #5, 17-28 circum., 18 oz

LAW III – NUMBER OF PLAYERS

U–13 thru U-19 will play 11 players on the field per side.

Substitutions – Substitutions shall be unlimited and may be made only with the Referee’s permission at any stoppage of play. Substitutes should be waiting at the halfway line, 3 yards behind the touchline and may enter field of play only after receiving permission from the referee.

LAW IV – PLAYERS EQUIPMENT – Players Equipment shall meet these additional requirements.

a.  All players shall be required to wear protective shin guards (to be worn beneath their game socks) at all times while actively participating in the game.

b.  Teams will wear uniforms of matching design and color with numbers on the backs. Players’ uniform numbers are to be affixed to the back of the uniform shirt with no two players from one team having an identical uniform number while both are playing on the field at the same time. Where colors of competing teams are identical or similar, the designated home team must effect a change designated by the head referee.

c.  Goalkeeper’s Uniform: The uniform or jersey of a goalkeeper must be distinctly different in color from the basic colors of either competing team.

d.  Illegal Equipment: In accordance with the Laws of the Game, the referee shall be responsible to insure that no player wears anything which may cause injury to himself or another player. Thus, an article which deemed by the referee as dangerous will be prohibited.

e.  Casts and Braces: Players wearing a permanent orthopedic cast shall not be eligible to participate in any game. Orthopedic braces may be allowed if: 1- The player has a written statement from a Physician stating that he feels the brace is necessary and that no further injury is likely to occur to the joint which is supported by the brace and 2- the parent has signed a waiver to free FYSA, the tournament, Dual League committee, officials, hosting club of any claim against the above mentioned or their insurance company in case of further injury to the joint protected by the brace.

f.  No player will be allowed to wear any jewelry while participating in any match in accordance with FYSA rule 402.3. (The taping of any earring shall not be permitted under any circumstances).

LAW V – REFEREES – All referees will be U.S.S.F. and FYSA currently certified. Referees are required to turn in an official game report as directed by the Dual League Committee and are required to submit an Incident Report of the names and teams of all players issued red and yellow cards including details of any other matters involving the improper or unsportsmanlike conduct of a team, its players, coaches or supporters.

LAW VI – ASSISTANT REFEREES – Two assistant referees will be used. In the event the designated person fails to appear, the referee assignor will assign suitable alternates. The game will be played as scheduled and will be deemed official.

LAW VII – DURATION OF THE GAME – The duration of the game will be as follows:

MERCY RULE: THE GAME WILL BE TERMINATED AFTER ONE HALF IF THERE EXISTS A GOAL DIFFERENTIAL OF 6 OR MORE GOALS.

LAW VIII- NO CHANGE

LAW XI - OFFSIDE – Offside will be called for all age groups

LAW XII – XVII – NO CHANGES

7. CONTROL OF SIDELINE CONDUCT – Players, reserve players, managers, coaches, assistant coaches and fans are expected to conduct themselves with the letter and spirit of “THE LAWS OF THE GAME.” Site directors and field marshals have the authority and responsibility to remove any person (s) from the tournament for abuses to good conduct, in addition to any specific disciplinary action brought about by other authority. In addition to the rules of good manners, these rules will apply in this tournament:

a.  The Site Director will designate one sideline to be for the sole use of players listed on the game rosters, and up to three managers/coaches from each team, with one team occupying one side of midfield and one team the other. While the game is in progress, the manager/coach must remain in the technical area and reserve players must remain on their respective benches and not roam the sidelines.

b.  The site Director will designate the opposite sideline for spectators and fans.

c.  A restraining line shall be drawn 3 yards from the side touchline and all sideline viewers must remain outside of that line to protect Assistant Referees.

d.  Manager/coaches will be responsible for behavior of their fans.

8. TOURNAMENT RULES – BEHAVIOR – The Dual League Committee shall insure that the rules of the tournament and the behavior of teams, players, coaches and spectators on the sideline are appropriately controlled.

a.  The issuance of red and yellow cards will be reported on the game report along with an incident report and delivered to the Disciplinary Committee. Disciplinary action will be suspension from game or games.

b.  All disciplinary measures imposed by the Dual League Disciplinary Committee shall be limited to placing restrictions upon an individual’s or group’s participation in the tournament.

c.  The issuance of all red and yellow cards and other matters involving the conduct of a team, its players, coaches or supporters will be recorded and the information shall be reported immediately to Dual League Site Director. All matters involving a referee assault shall be handled in accordance with FYSA Rule 502.6.

9. POST GAME PROCEDURE – We ask that as a mutual courtesy, both teams congratulate each other for a game well played.

1.  The referee will accurately report the score to the Site Director.

2.  Manager/coach of both teams will insure that their sideline area is clean and that all trash is in containers in a timely manner.

3.  Referees will complete the Game Report and deliver it with any incident reports to the Dual League Site Director.

4.  Reports on all yellow and red cards and any other incidents must be reported to FYSA in the Post Dual League Report along with any forfeits.

10.  DISCIPLINE – The Disciplinary Committee will be comprised of at least 3 members from the Dual League Committee and will review and rule on all reports of unacceptable conduct by players, managers/coaches, referees, spectators, etc.

All decisions shall be in writing and included in the post tournament report. Depending upon the severity of the unacceptable conduct, the Disciplinary Committee may recommend suspension up to the duration of the Tournament. Further disciplinary action by the FYSA (as per Rule 501.6) or national association may be recommended.

11.  DELAY OF START – Any team delaying the start of a scheduled game by more than 15 minutes without authorization from the Dual League/site director or leaving the field of play prior to the completion of the match, shall forfeit the game to the opponent. Forfeits will be recorded with a score of 4 to 0.

12.  PROTEST – Protests will not be allowed. All disputes will be resolved immediately by the League Commissioner through the Site Director whose decisions will be final.

13.  DETERMINATION OF TEAM STANDINGS – There will be no overtime games. Standings in a group will be determined by the following game points: 3 points for win, 1 for tie, 0 for a loss. All forfeits will be scored as 4 – 0.

IF TEAMS ARE STILL TIED IN GAME POINTS:

1ST Tiebreaker - Head to Head result.

2nd Tiebreaker - Net goal differential with a maximum of four goals per game.

3rd Tiebreaker - Most goals scored up to 4 per game.

4th Tiebreaker - Least goals against

14.  EXTERNAL CONDITIONS, WEATHER, ETC. – In the event unusual conditions necessitate rescheduling, curtailment, or cancellation of games, the Dual League Committee shall have absolute authority to make these changes to best serve the interest of the tournament as a whole, keeping in mind the need to successfully identify winners by a certain time period. Games played to half time will be considered official (if stoppage occurs). Games cancelled due to weather will try to be rescheduled, but if time does not allow for reschedule, the League Commissioner and / or Dual League committee will not be held responsible and no refund will be issued.

15.  AWARDS CEREMONIES – Following the completion of final games, teams will present themselves to the awards area where individual awards will be presented to each team.


16.  GENERAL

1.  The Dual League Committee and FYSA will not be responsible for any expenses incurred by any team due to the cancellation in part or whole of this tournament.

2.  The Dual League Committee and the FYSA’s interpretation of the foregoing rules and regulations shall be final.

3.  The Dual League Committee reserves the right to decide on all tournament matters.

4.  The Dual League Committee has the responsibility to uphold any previous suspension imposed by FYSA/USYSA.

5.  The Dual League Committee will have a copy of tournament rules at all games sites.

FINES: If a team withdraws after the schedule is published they will be fined their ref fees for all games forfeited

Game times:

Scheduled game times will run approx. every hour and a half with

Games will start at 9:30 on Saturday, May 17th with the last game at approx. 5:30

Games will start at 9:30 on Sunday, May 18th with the last game at approx 12:30.
