16/31 Minutes of the last meeting having previously been circulated, were proposed by Mr Boothby, seconded Mr Tasker, agreed unanimously and signed by the Chairman.

  1. DECLARATIONS OF PERSONAL/PREJUDICIAL AND PECUNIARY INTEREST AND DISPENSATIONS FROM MEMBERS ON ANY ITEM TO BE DISCUSSED

16/32 Mr O’Shea declared an interest as Vice Chairman of the Planning Committee Hinckley & Bosworth Borough Council, in item 7 on the Agenda.

(d) Planning Committee - Mrs Joyce, Mrs O’Shea, Mr & Mrs Hunnybun, proposed Mr Boothby, seconded Mr Hancox agreed duly elected. (e) Quarterly financial checks.   1. PLANNING APPLICATIONS

16/34 (a) 16/00172/HOU Mr & Mrs A Lewin, 1 Gillbank Drive, Ratby – Two storey side extension – No objection (b) 16/00194/FUL Mr R Powell, 1-3 Station Road, Ratby-Change of use retail store (A1) to restaurant & hot food takeaway (A3 & A5) – Objections – Parking arrangements limited. Public car park unavailable after 5pm. Plans for additional Indian Restaurant not justified-similar premises approximately 75m away. This is also in the Conservation area. Comments made by member of public stating that parking big issue and too close to similar establishment. Both Borough Councillors informed meeting that due to totally inadequate parking and similar establishment in close proximity, this application would be refused.

(c) 16/00195/FUL Mr R Powell, 1-3 Station Road, Ratby – Display of 1 x illuminated sign & 1 x illuminated projecting sign- objection on same grounds as item (b).

(d) 16/00220/FUL Mr M Watts, Holywell Farm, Desford Lane, Ratby – Temporary siting of mobile home unit to be removed on first occupation of previously approved barn conversion – Objection – Parish Council has concerns as to whether mobile home will become permanent feature. Mr O’Shea informed Council that a Condition had been added to this application that the temporary mobile unit must be removed within 1 year.

6.REPORTS

16/35 (a) Borough Councillors’ Report – Verbal report given. Mr O’Shea informed Council that written report would be forwarded to Councillors in due course. New Leisure Centre in Hinckley opened on Saturday, fantastic facilities but some distance from Ratby. Free swimming for young children and over 50s.

Mr Boothby informed meeting that the abandoned car in Bevington Close had been removed and car parked in Bradgate Drive car park was taxed and insured.

(b) County Councillor’s Report - Verbal report given. Mr O’Shea informed Council that written report would follow shortly.

(i) Temporary Road closure – Station Road – 12th May Station Road will be closed from 9.30am until 12 noon to allow Severn Trent Water to replace inspection cover/frame in carriageway. (ii) Social Media Ticket Fraud- mainly to do with football ticket fraud. (iii) Wine Investment Fraud – fraudsters target public seeking to purchase their wine investment, transfer stock into their account and do not pay victim. (iv) HMRC Tax Rebate Scam -Texting/emailing public offering tax rebate.

Total scam, HMRC do not contact public in this manner.

16/36 4th Quarter’s Accounts having previously been circulated were proposed for adoption by Mr Tasker, seconded Mr O’Shea and unanimously agreed.

  1. ADOPTION OF ANNUAL AUDIT ACCOUNTS

16/37 Annual Audit documentation, having previously been circulated, were proposed for adoption by Mr Tasker, seconded Mr O’Shea and unanimously agreed

And signed by the Chairman. A vote of thanks was proposed to the Clerk.

  1. FERNDALE PARK – USE OF FOOTBALL PITCH

16/38 Mr Tasker informed meeting that there had been some controversy at the Sports Club regarding the younger players, 5 – 8 year olds, using facilities and wanted to encourage use of Ferndale Park. Clerk informed meeting that football pitch had not been used lately by Sports Club but they still retained the key. Mr Tasker informed meeting that the person who held the park key had stated that he would

allow the 5-8year olds to play on Ferndale Park. All agreed that as Council property it was not a third party’s prerogative to give permission to use Council land.

Council agreed that it was right that groups be encouraged to use the facilities on Ferndale Park.

Mr Boothby enquired why the gates to the park were closed over the Bank Holiday weekend. Meeting informed that information received from HBBC informing Council of emergency numbers to contact in light of any incursion, therefore decision taken to close gates. Travellers had encamped at Asda, Fosse Park so there was movement in close proximity to Ratby.

  1. CLERK’S REPORT

16/40 (a) Churchyard – Correspondence received from Mr Milner regarding Churchyard contribution. Accounts have been requested but Mr Milner unable to obtain until forthcoming Friday. On receipt etc., cheque will be issued. (b) Parish &

Community Initiative Fund – confirmation received that Parish Council has been

awarded the sum of £2,365 towards the cost of installing 3phase electricity supply at Ferndale Park. (c) Council already aware the wetpour surface underneath the overhead rotator needs replacing. Quotation obtained from County Council in sum of £7,774 for resurfacing existing surface whole area. As this was considerable sum, agreed to obtain further quotations. (d) Works to trees, hedge laying etc. Earlier today, Chairman and I accompanied Greg Thurlow, Council’s contractor, to walk the sites in village. (i) Brook Meadow –adjacent to old bakery site, lots of debris thrown over on to Council’s land and rubbish in brook. Some Ash trees dying - need work.

Fence broken in places which leads to a ‘no-man’s land’ area. Suggestion made that check be made with Land Registry as to official ownership. (ii) Taverner Drive adjacent to band Room. Dead tree needs felling (iii) BalancePond Field – Trees need attention, Elder tree needs to be cut down, works required to Field Maple. (iv) Ferndale Park – Flower bed- needs clearing, leaving shrubs. Hedge laying along side of car park and at rear of houses backing on to park. (v) Wagtail Close – no ruts observed. Discussion followed and Mr O’Shea pointed out that the ruts were behind Wagtail Close (vi) Community Garden – becoming overgrown, particularly paved area. Contractor pointed out that one shrub needs removing. Whole area needs renewing. (vii) Bottom left-hand corner of park people can gain access through area and can access motorway. Suggest hedge laying existing hawthorn etc., to prevent access. (viii) R54 – Dead Elm trees 3 large 2 small, need felling/removal.

Discussion followed and proposed by Mr Boothby, seconded Mr O’Shea and unanimously agreed that Clerk be given delegated powers to authorise action on trees,

hedges etc., which require immediate action.

(d) Annual Parish Conference will be taking place on 11th July 2016 at County Hall between 4 and 8pm.

Clerk expressed grateful thanks to Council for support and time allowed.

There being no further business the meeting closed at approximately 8.26pm
