Draft Terms of Reference for the Air Traffic Management Standards Steering Group (ATMSSG)
1Objective
The Air Traffic Management Standards Steering Group (ATMSSG) is q a long-term bodygroup established as a strategic forum, with the participation of interested stakeholder organizations, to overview at a strategic level the preparation and subsequent execution of the standards work programme requested in EU/EFTA Mandate M/354 (European standards for interoperability of the European air traffic management network (EATMN).
2Tasks
The Group shall:
2.1consider drafts of the standards work programme being produced in relation to Phase 1 of the mandate, and provide a platform for co-ordinated comment on the proposals;
2.2act as a focal point provide guidance and support for the execution of the work under the mandate concerning any public comment process concerning the proposals;
2.3following acceptance of the work programme by the ESOs, consider general issues related to its implementation, monitor progress, and ensure effective co-ordination during subsequent phases of the mandated work;
2.4provide a coherent interface for the European Commission on standards-related ATM policy issues;
2.5act as a general, and longer-term,cross-fertilisation mechanism between the groups concerned.
3Membership
The following shall be invited to send up to two Group shall comprise designated representatives as follows:

For the work programme execution phase, a representative of each of the CEN, CENELEC or ETSI technical groups responsible shall be added to Group membership.
Representatives of additional interested parties may be added as required by agreement of the Group, either to the Group as such, or concerning specific issues under consideration.
4Management and Working Methods
The Group shall meet physically as required; full electronic working facilities in terms of an email exploder and/or ftp server shall be provided, and public material may be provided on an appropriate web-site.
Group decisions shall be by consensus. Decisions shall not be binding on member organizations, and their implementation shall be subject to the normal procedures in these organizations.
The Group shall work on a voluntary basis but may be supported by funded activities, for which one of the member organizations shall assume contractual responsibility.
The Group may publish and disseminate recommendations to its members, to the European Commission/EFTA and other stakeholders. These shall not be binding on the organizations concerned.
The Chair shall be appointed by the Group. The Secretariat shall be provided by the ETSI ERM/TG25 Secretariat.
5Timescales
The Group shall work initially within the timescale required by the relevant EU/EFTA contract concerning the standardization work programme. Subsequently, it shall endorse the target dates set for the production and publication of the standards, and monitor overall progress towards these target dates.
6Reporting
The Group shall prepare regular progress reports to the ICT Standards Board (ICTSB) as the co-ordination platform on ICT standards issues. It may publish and disseminate recommendations to its members, to the European Commission/EFTA and other stakeholders.
