POSITION DESCRIPTION

Job Title:Plant Construction Manager

Job Summary:

Organizes, coordinates and supervises all field engineering, inspection and administration related to construction of wastewater and conveyance facilities and performs related duties as required.

Essential Functions:

Responsible for all administration, supervision and inspection of construction work by all engineering disciplines on all construction projects.

Reviews schedules for construction projects.

Reviews preliminary and final design plans for constructionability and conflicts. Participates in value engineering.

Responsible for coordinating work with contractors and subcontractors and plant personnel.

Evaluates quality of construction based on contract requirements and construction industry practices.

Utilizes expertise to define and solve construction problems including claims negotiations and resolutions. Advises Executive Director, Director of Engineering and Construction and Board of Trustees. Serve as a resource, within specific area of expertise to staff, other District departments and outside organizations.

Communicates with public officials, the public, utilities, regulatory agencies, organizations, and the media.

Attends public meetings.

Plan, layout and assign work. Evaluate and develop professional skills of subordinates. Provide developmental opportunities and coaching.

Maintain discipline morale and harmonious personnel relationships, interview, evaluation and make recommendation for hires, evaluate personnel for promotions, transfers, and terminations.

Plans short and long-term objectives for the department. Prepares financial budget. Sets priorities for utilizing resources.

Prepares reports, correspondence, memos.

Manages construction of major public improvement contracts.

Provide guidance and leadership regarding District policies, practices and procedures and make decisions regarding same.

Performs other duties as assigned.

Minimum Job Requirements:

Education:Bachelor’s degree in Civil Engineering or closely related engineering field.

Experience:Twelve (12) years of progressively responsible experience in a variety of different construction settings with two (2) years in a supervisory capacity.

Specific Skills:Ability to read and interpret plans and specifications; establish effective working relationships; and communicate orally and in writing, maintain records and manage people.

Specialized Knowledge, Licenses, etc:

Possession of a current State of Ohio Professional Engineer’s License.

Valid Ohio Driver License and a driving record in accordance with the District’s insurance carrier.

Knowledge of engineering applications, methods and practices.

Knowledge of engineering theories and principles.

Knowledge of construction techniques used for tunneling and

trenching.

Supervisory Responsibilities:

Construction Supervisors I, II, III and IV

Construction Clerk

Working Conditions:

Time spent between field office and construction sites.

Physical Demands:

A majority of time spent out of doors on construction sites, in tunnels and confined spaces that can be contaminated, dirty and/or restricted. Occasional time spent at extremely high and low temperature in restricted spaces or wearing breathing apparatus. No facial hair that would impede the use of breathing apparatus. Must not have tendencies toward claustrophobia or acrophobia.
