Colts League (2016)

  1. Definitions

SGJH – Southern Gauteng Junior Hockey for Clubs

Colts league – SGJHA Colts League

  1. Responsible Body

The SGJH is the body responsible for the organisation of the Colts leagues and has established a League committee to run the Colts leagues for the 2016 season.

The contact details of the League Committee are set out in Annexure A.

The League Committee will be responsible for all areas of administration of the league and will be responsible for maintaining discipline within the league and for ruling on any disputes which may arise.

  1. League Structure

The Colts League will be split on the basis of gender and age groups as follows:

Boys U15 (A and B)

Boys U17 (A and B)

Girls U15 (A and B)

Girls U17

  1. Age Group Cut Off

A scholar will be eligible to play in the respective leagues if they were born in the following calendar years (or in a following year):

2001/2 – U15

2000/1999 – U17

Therefore, anyone born in 1998 or earlier will be 17 or older at the start of the calendar year and will not be eligible to play in the Colts League.

  1. League Structure

Each league (e.g. Boys U15A) will be organised on a points basis with the winner being determined by the team finishing top of the log (on points) at the end of the league season.

Points will be awarded as follows:

The league winner will be the team that finishes on top of the log at the end of the league season.

If two or more teams are tied on points then the league winners will be decided on the basis of goal difference and if the teams cannot be separated on goal difference then the winner of the game/games between the two teams shall be declared the league winner. If the winner still cannot be determined, the winner will be determined by an 8-second penalty shoot-out (3 players per team).

  1. Fixture Scheduling

The fixtures have been scheduled on the following basis:

  • Government and private school holidays will be ignored.
  • Public holidays will be taken into account (no games will be scheduled over public holiday long weekends).
  • All fixtures will be scheduled to take place at one of the Astroturf venues listed in Annexure B.
  • All games must start at the times allocated and each half will be of 25 minutes duration with a 5 minute half time. Regardless of whether games start late, the next game must start on time as per the fixtures’ schedule.
  • All games are scheduled on Friday nights.
  1. League Entry Fee

The cost for 2016will be R350 per team per game.

  1. Settlement of League Entry Fee

The league entry fee is not refundable. Payment for the first round of games is due and payable by the end June 2016 (the second round is due and payable by the end of August 2016).

  1. League Entries

League entries will only be considered from eligible clubs.

An eligible club is defined as:

“A hockey club which has entered teams into the winter leagues organised by SGHA is affiliated to SGHAand has satisfied the League Committee that they have a sustainable mini hockey program in place which participates in the SGJH Mini Hockey round robin program”

All participants in the Colts league must be paid up members of an eligible club.

New Clubs entering the Colts League will be granted one year in which to get their mini hockey section (U5 – U13) up and running with teams participating in the SGJH round robins.

  1. Conditional Acceptance of League Entries

All league entries accepted by the league committee will be conditional on the receipt of the league entry fee by the date stipulated on the League entry form.

The Treasurer of the SGJHA will submit to the League Committee a schedule of all clubs that have paid the league entry fee by the due date and then the league committee will proceed to arrange fixtures for clubs that are fully paid up.

In special circumstances, clubs may approach the executive of the SGJHA for a partial waiver of the cost per team or for permission to pay the amount in instalments. If the executive agrees to allow a club to pay the amount in instalments, the failure to meet any of the instalment obligations will result in the suspension of the team/s until such amount is paid.

Once a team’s league entry has been accepted and the league entry fee has been deposited no refunds will be made to the club for fixtures not fulfilled or if a team is suspended or expelled from the league.

  1. Umpires

Clubs must arrange their own suitably qualified umpires.

  1. Match Ball

The team that appears first on the fixture list shall be responsible for providing the match ball.

  1. Confirmation of Fixtures

The Manager/ Coach of the team appearing first on the fixture list is responsible for contacting the Manager/Coach of the opposition team they are scheduled to play, to confirm the time of the fixture and the venue on the Monday preceding the fixture. Any discrepancies should be reported to the League Committee immediately.

  1. Team Failing to Fulfil a Fixture

Should a team fail to fulfil a fixture and the defaulting manager/coach has not advised the opposition manager/coach and the League Committee of his team’s inability to fulfil the fixture, a 10-0 walkover will be awarded to the non-defaulting team and the defaulting team will receive a written warning as to their conduct.

If the same team fails to fulfil a second fixture as outlined above they will be expelled from the league.

  1. Submission of Result Card

Both teams are required to submit a result card in electronic format to the LeagueCommittee by the close of business on the Tuesday following the scheduled fixture.

  1. Transfer of Players Between Teams Within a Club

Each club will be required on or before the first scheduled fixture date to supply the League Committee with a schedule of players in each team and league which includes their date of birth.

The loading of teams is not acceptable; the Colts League is intended to showcase the best that Gauteng Colts hockey has to offer, not only in terms of hockey skill and team work, but also in terms of conduct and sportsmanship. (‘B’ team players may sit bench for the ‘A’ team. ‘A’ team players may not play for the ‘B’ team).

No player will be permitted to play more than one game per evening.

  1. Responsibility to Playthe Game

If a team arrives with fewer than 8 players they may, by agreement with the other team, concede the game (5-0) and then pool the resources of both teams to provide an evenly matched social game for the benefit of the participants.

It is not anticipated that any team should refuse such a request as the Leagueis run for the benefit of the participants.

  1. Rules of Hockey

Normal FIH rules in conjunction with the SGHA disciplinary procedures relating to the issuing of cards will apply. These are:-

  • A green card during the course of a match earns the player 2 minutes in the ‘Sin Bin’.
  • One yellow card during the course of a match earns the player time in the ‘Sin Bin’ such as is deemed necessary by the umpire concerned. This must be reported on the result card.
  • Two yellow cards during the course of the same match earns the player a sending off for the rest of the game and a one-match suspension. This must also be reported on the result card.
  • Three yellow cards during the course of the season earns the player a one (1) match suspension. If the player incurs a further three yellow cards, a two (2) match suspension will be mandatory.
  • A red card will result in an immediate one game suspension. If a player incurs a second red card during the course of the season, the player concerned will have to appear before a disciplinary committee to evaluate the player’s future involvement in the league. The Disciplinary Committee will be selected and convened by the League Organisers.
  • All cards and disciplinary issues are to be reported on the result card and acknowledged by both umpires officiating in the match concerned. The names of the players receiving the cards must be stated on the result card.
  1. Intention of the ColtsLeague

TheColts leagueis intended to showcase the best that GautengColts hockey has to offer, not only in terms of hockey skill and team work, but also in terms of conduct and sportsmanship.

It is the responsibility of Team Management (Manager and Coach) to ensure that they maintain a high level of discipline, and that all those associated with the team, including parents and other supporters, refrain from making any negative comments to opposing players, coaches, etc.

Insulting remarks and aggressive behaviour, either on or off the field, will not be tolerated. Team Management is also reminded that any show of dissent at an umpire’s decision is unacceptable, nor may they or their players make comments to the umpire.

Only the captain of a team may address the umpire.

Umpires are requested to note any incidents of bad behaviour, dissent or poor sportsmanship on the result card.
