There were no members of the public in attendance.

Apologies had been received from W Batty-Smith G Carr-Jones (North Dorset Dist. Cllrs) & Pauline Batstone (Dorset County Cllr.)

1.  Democratic period (For public comments).

No comments.

2.  To receive apologies.

None.

3.  Declarations of interest.

It was previously resolved at the meeting 21.09.2015 to grant the Dispensations for all Councillors to allow them to discuss and vote on the setting of the Precept to apply until May 2019.

4.  To approve the minutes of the meetings 23rd November 2015.

RESOLVED: The minutes of the meeting having previously been circulated to Councilors were approved and signed by the Chairman.

6.  To receive Parish Councillors views.

L Tuffin was glad to see the signage for the Hooper hall has been put up. There was further conversation regarding the appotunity of a brown tourism sign for the Hooper hall.

7.  To receive North Dorset District Councillors reports.

None.

8.  To receive the Dorset County Councillors report.

None.

9.  To receive a presentation on the new web site and give further instruction.

Members revised screen shots of various pages and the clerk committed to sending the link details so that the site could be viewed live. The objective is it have the site up and running by the 1st February pending available training dates.

10.  Review of annual risk assessment 15/16 and give further instruction.

The Clerk advised that the only area requiring attention was the procedure for monitoring grants in terms of the Post Office use. It was felt that this was reviewed at the annual parish meeting and there was further discussion with regard to publicity and the potential increase in Post Office banking use as Barclays bank in Sturminster Newton is closing.

RESOLVED: It was proposed and agreed to accept the annual risk assessment 15/16 as presented.

11.  To receive the provisional list of meeting dates for year 16/17.

Noted with some amendments.

Works under General permitted Development

2/2015/1268/PDE Erect single storey rear extension extending a maximum of 5.80 metres

beyond the rear wall of the original dwelling house, 3.80 metres maximum height and 2.20 metres high at the eaves. Oxbarton Farm Main Road Lydlinch Dorset

Non-material amendment to Planning Permission

2/2015/1702/NMA No. 2/2015/0794 to extend the detached dwelling by 0.225m (1 brick) and to replace the patio door with a bi-fold door. Hagsplay Ltd, Holwell Road, Kings Stag, Dorset, DT10 2BA

Members noted that works in conjunction with application 2/2015/0794/FUL appear to be in contravention of conditions 13, 15 & 16 in terms of Highways safety and condition 18 in terms of protection of reasonable amenity of nearby residential properties, as building works had taken place on Sunday 17th January.

RESOLVED: There was general agreement to instruct the Clerk to write to S Clark (Area Planning Team Leader (South)), regarding the breaches in planning conditions.

13.  Finance.

RESOLVED: Proposed by P Bovenizer seconded by J Worth and agreed that approval of the invoices as presented be made.

b)  To receive the financial report ending 31st December 2015

The unverified bank balance was noted, the next statement being due 31.03.16.

RESOLVED: Proposed by P Bovenizer seconded by C May J Worth and agreed that the financial report ending 31st December 2015 be accepted as presented.

c)  To resolve the level of the precept 2016/2017.

A draft precept had been considered at the November 2015 meeting. The band D equivalent figure was considered at an increase of 9 pence per month on the Parish Councils part of the council tax. It was agreed that only the possible addition in expenditure may be in conjunction with the Queens 90th birthday.

RESOLVED: Proposed by C May, seconded by P Bovenizer and agreed to make a precept demand of £5,700.00 for the financial year 16.17.

14.  Clerks report on matters arising.

DAPTC Annual subscriptions 16.17 is a 4.47% increase to £153.42 P/A

15.  To receive notice of the date of the next meeting and items for the next agenda.
