MINUTES OF AWLISCOMBE PARISH COUNCIL MEETING

Tuesday 16th February 2016

Councillors W. Furnival, C. Wright, R. Lawrence,T. Harvey,N. Boulton, P.Gillingham County Councillor P. Diviani,

6members of the public were present.

1.Apologies for absence: Cllr A. Summers, District Councillor P. Skinner.

2.Police Report:

A Police report had been received to say that there were two crimes to report in the parish – 26th Dec Interference with a badger sett and between 4th August and 1st January – Domestic harassment between male offender who breached restraining order.

3.Items from County/District Councillors:Cllr Diviani reported that finally the Local Plan had been adopted and they now have a 5 year land supply. There is still the Devolution to deal with which will see the possibility of boundaries moving but not sure how this will work at the moment. There could also be a joining of the District Council, Exeter City, Teignbridge and Mid Devon councils to share resources. Cllr Diviani said that he had been re-elected to Lead the District Council and the Chairman congratulated him. He also thanked him for attending the meeting. Cllr Boulton asked for confirmation from Cllr Diviani that if the council were to proceed with the Neighbourhood Plan would there be a link between the Local Plan and the Neighbourhood Plan. It was suggested that a meeting should be held with Paul Lowe to discuss the way forward and whether the Neighbourhood Plan would be of benefit to this community as it is still not clear.

4.Declarations of Interest: There were none.

5.The minutes of the meeting on 5th January 2015and 24th November 2015:The draft minutes of the January meeting had been changed since the publication of the Awliscombe and Weston Times to reflect a mistake regarding the flood water at the bottom of Greenway Lane. These were signed as a true and correct record and the minutes from the 24th November 2015 were also signed as a true and correct record.

6. Matters arising:The Clerk said that there are now 3 litter pickers which are kept with Steve Brownridge at Chinston with a supply of bags. Please contact Steve if you wish to use them whilst out for a walk.

7. Planning:

15/0184/CPE – Mr. D. Beer, Cherry Bridge Farm, Awliscombe – Certificate of Lawfulness, (existing) for use of structure as a dwelling. Awaiting decision.

15/2741/FUL – Mr A. Real, Cottarson Farm, Awlisconbe - Change of use of former farm buildings to monumental masons' workshop and store (use class B1/B8) – Permission granted

15/2801/FUL – Mr & Mrs M. Dalrymple – Egland House, Awliscombe - Two-storey rear extension, single storey orangery and family room extension, and alterations to access.– Council fully support, awaiting decision.

15/2802/LBC -Mr & Mrs M. Dalrymple – Egland House, Awliscombe - Two-storey rear extension, single storey orangery and family room extension and internal alterations. Council fully support, awaiting decision.

15/1786/FUL – Mr . M. Fordham, Crosshills Farm, Weston - Conversion and extension of barn to form a dwelling – Planning officer put forward for refusal but will go before Development Management Committee at EDDC.

8.Parishioners Questions:It was reported that one of the streetlights between Sunnyside and Weston Lane had been turned around and had not been working since the last thunder storm. Also there was one in the layby opposite the Vicarage which had been damaged. The Clerk would report to D.C.C. via the website. It was also reported that a manhole cover outside the Vicarage was damaged and the concrete around the grating was breaking up. The Clerk to find out which utility was responsible and to report. The culverts are blocked outside Sumerlands and Godford Farm. The Clerk would request the jetter through the village but was unsure how long it would take for them to do the work.

9. Highways:The issue with Greenway Lane was raised and it would appear that Highways had been dumping waste soil e.t.c along the top road and had failed to allow for drainage of road and field runoff which had caused more water to run down the road. The Chairman had been in contact with Highways and they had agreed to come and move the waste.

10.Discussion for the Parishes Together Fund:A quote had been received from AG Signs for the ‘Weston’ sign but following discussion with the Parish Council it was decided to try and get some sense from Highways to see if there is was anyway that they could fund the sign or if we could apply for the funding from the Parishes Together Fund and then pay Highways to put it up for insurance reasons and so that they are responsible for it. The Clerk to contact.

15. Any other Business: Cllr Gillingham reported that he would no longer be the Chairman of the village hall committee but were the council happy for him to stay on as representative. All agreed. He also reported that the sum of £5,000 had been granted to update the kitchen. It was suggested that the litter picking day would either be 10th April or 17th April depending on whether Streetscene could help out on either day. The Clerk to confirm.
