Country Director Zambia

Main purpose of the role

The Country Director will provide overall leadership, strategic direction, operational and securitymanagement in-country, in line with African Revival’s vision and objectives. The Country Director will assume responsibility for the smooth running and development of African Revival programmes through analysis of the country context, needs assessments and appropriate responses. The Country Director will oversee the delivery of African Revival Zambia’s programme strategy, including ensuring infrastructure development projects meet the approval of the District Education Board and are built to appropriate levels of safety and longevity, within timescale and budget. The post also includes responsibility at country level for identifying and securing donor funding and anexpectation to increase African Revival’s profile through representation to external actors.

Location: Kalomo, Zambia, but may involve considerable travel around Zambia

Specific Responsibilities:

Leadership

  • Develop and maintain a coherent country programme strategy that contributes to African Revival'sglobal objectives
  • Coordinate and manage the overall planning and direction of African Revival's operations at countrylevel
  • Create a shared vision, among all staff, of African Revival's programmeaims and their role inachieving these

Programme Development andManagement

  • Develop new programmes based on researched and documented identified needs and co-ordinate with Head Office regarding securing funding
  • Manage multiple small building and infrastructure development contracts working with local communities and contractor
  • Ensure that projects remain within the remit of their initial design, budget and proposal and prepare any amendments when necessary
  • Ensure infrastructure development work is carried out safely and to a high standard; meeting Zambian guidelines, and providing value for money through ensuring durability of construction
  • Drive forward the pipeline of African Revival’s projects, and seek out new and feasible opportunities for growth of our programmes
  • Develop and maintain productive working relationships with donors and undertake all in-country negotiation related to programming and funding
  • Establish systems and standards for assessment and monitoring/evaluation of programmes against their strategic aims
  • Ensure that all programmes are delivered to a high standard

Security

  • Ensure that appropriate security guidelines and procedures are established, maintained/updated quarterly, and adhered to by the team
  • Manage security incidents and evacuations in cooperation with Head Office, ensuring that all incidents are reported using the African Revival Security Incident Report format
  • Maintain an overall understanding of the national security situation as well as analyses in African Revival areas of operation

Staff Management / HR

  • Manage staff effectively, including appropriate and systematic delegation
  • Co-ordinate and support/team build national and international staff teams, ensuring that the individuals work effectively together and achieve the programme objectives
  • Support the development of HR management toolse.g. organisational charts, job descriptions, salary scales, staff appraisals etc.
  • Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur
  • Develop and apply policies, guidelines, terms and conditions following both African Revival and donor policies and guidelines and national employment law.

Finance Management

  • Oversee budget preparation, setting the parameters and the process, ensuring compliance to African Revival, donor and national requirements
  • Ensure that country programmes are implemented within their budgets.
  • Oversee the completion and return to Head Office of the field accounts within the agreed deadlines

Representation

  • Represent African Revival to Local & National Authorities, international donors, & (I)NGOs
  • Decide which coordination networks African Revival should invest time in, and commit time to thosewhere participation will yield best results for African Revival

Administration and Logistics

  • Ensure that appropriate logistic, administrative and financial structures and procedures areestablished and / or maintained in accordance with African Revival, donor and nationalgovernment guidelines and policies
  • Maintain regular communications with HQ using established reporting procedures
  • Ensure that reports and articles for both internal and external distribution are produced as requested an in accordance with any funding agreements in place.

Other

  • Carry out any other responsibilities as requested by Executive Director

Person Specification

Experience in international development and/ or education development is a necessity, as is experience of managing construction projects within a remote rural setting.

The successful candidate will also possess strong skills in the following areas:

Administration, finance, team and personnel management and capacity-building

Cross-cultural communication (language and behaviour) and English language writing

Problem solving, development of appropriate systems and processes

Positive leadership, representation, coordination and donor management

Experience of working overseas in a remote indigenous environment previously highly desirable.
