The Hart County Board of Assessors met Thursday,November 5, 2009 for a regular meeting at the GMASS office building. Those in attendance were Board of Assessor members: James McMullan, Chairman,Anne Thompson, Lloyd Cowart, Garner Peck & Ronda Starks. Also in attendance were Rebecca Duncan, Chief Appraiser, Bruce Grant, Associate Chief Appraiser, Missy Carter, Secretary, Terry McCormick of GMASS andmembers of the public.

Missy Carter took minutes for this meeting.

Mr. McMullan, Chairman, called the meeting to order at 9:00 A.M.

Mr. Cowart opened with prayer.

Motion was made by Mr. Cowart to approve agenda as amended to include public communications. Motion was seconded by Mrs. Starks. Motion was passed by unanimous consent.

Revaluation & Mapping Update

An update was received from ITOS consisting of the 416 parcels previously sent. Stan King of GMASS ran a report of parcels in Win Gap but not on the map which contained 776 parcels. 58 parcels are Corp of Engineer properties, 250 with ITOS comments and 468 unknown errors on the map not in Win Gap.There are 636 parcels in Win Gap that are not identified on the map; this number was down 274 from the previous report due to the most recent update from ITOS. There is a total of 1407 total mapping issues at this time. A total of 526 parcels have been delivered to ITOS since the most recent update (186 parcels on October 28th and 340 on November 4th).

Most of the mapping issues have been identified through field work and automated comparison reports. The automated comparison from the map to Win Gap would not have been possible with out the GIS information.

Mr. McCormick of GMASS indicated that we are in the normal process of a revaluation project and due to the acceleration of the project things are more difficult. GMASS is having difficulty creating accessibility and desirability tables for small and large acreage due to mapping issues. Mr. McCormick also gave a brief sales ratio presentation for the rural and urban areas.

Motion was made by Mr. Cowart to approve the $50,285 monthly GMASS invoice. Motion was seconded by Mrs. Thompson. Motion was passed by unanimous consent.

Walter Gordon delivered a copy of the petition for temporary collection order that he filed, the hearing date will be November 18th at 9:00 a.m.

Chief Appraiser’s Report

Mrs. Duncan informed the Board that there is zero postage on the Pittney Bowes machine and that we have approximately 125 conservation use properties expiring that require letters. Mrs. Duncan discussed the need for postage and plans to request funds for postage stamps rather than the funds for the postage machine. Mrs. Duncan notified the Board that she had packets of the information she received from the Department of Revenue representative Wayne Blackwelder.

Public Communications

Mr. Cowart discussed his meeting with Peggy Vickery of the Hartwell Sun and the cost for a full page ad ($820), the services they would offer and an alternative flyer insert.

The next meeting of the Board of Assessors will be Thursday, November 12th, at 9:00 A.M.

There being no further business, Mr.Cowart made a motion to adjourn the meeting. Motion was seconded byMr. Peck. Motion passed by unanimous consent.
