Mayor Bruce T. Lyon at Village Hall called this Special Meeting of the Dolgeville Village Board of Trustees to order at 4:00 p.m.

Appointment – Substitute

Election Inspector By Trustee Puznowski

Motion to approve Esther Ellis as Substitute Election Inspector. Sec. Trustee Herringshaw. Ayes all.

Water/Sewer

Department Water Plant Operator Neal Winkler and Edward Scharpou WWTP Operator came before the Board on the following:

Water/Sewer Rent

Increase Ed Scharpou read a statement. The last water rent increase was 2007 and the sewer rent was 2006. The rents should have increased a little each year to coincide with the Water Rate Study done by C. T. Male Associates in 2006. In 2006 they proposed a 30% increase for water. It should be known that sewer rents be proportionately higher.

The suggested increase to water at this time is 4%. Sewer should increase 10%, but not until we restructure our classifications. Water meters should be installed on all industrial and commercial water users and approximately 10 meters installed in the residential sector to give us a benchmark. In my opinion, overall sewer rates should be 34% higher on average than water.

Board will submit a proposal at the next regular Board meeting March 21st to increase rates.

Spillway Project and

Water Meters Board is requesting Treasurer to get rates on a BAN/Bond for a water spillway project and water meters for approximately $ 120,000.00.

NYSEFC Funding The Board will not apply for Round 2 funding due to low scoring results from Round 1.

Water/Sewer Budgets Ed and Neal would like to sit down with budget officers before the tentative budget is submitted to the Board.

Coordinated SEQRA

Review Joint Fire District

Town of Manheim

Resolution # 22-2016 The following resolution was offered by Trustee Reynolds and sec. by Trustee Herringshaw. Ayes all.

WHEREAS, the Town of Manheim, along with the Village of Dolgeville and the Town of Oppenheim, is proposing the creation of a Joint Fire District that would include the Town of Manheim, and the Village of Dolgeville, including the portion of Dolgeville in the Town of Oppenheim, and

WHEREAS, the Town of Manheim has completed Part One of the long-form Environmental Assessment Form, as one of the Project Sponsors for the proposed Joint Fire District, and

WHEREAS, pursuant to SEQRA the Project sponsor must submit a long-form EAF to each involved agency. Since the Town of Manheim is the largest geographic location affected by the joint fire district, the Town of Manheim Board has determined that it should serve as Lead Agency for the purposes of the coordinated SEQRA review of the Project.

NOW, THEREFORE BE IT RESOLVED that the Village of Dolgeville agree that the Town of Manheim shall serve as Lead Agency for the purposes of the coordinated SEQRA review of this Project.
