A JOINT RESOLUTION designating a portion of Kentucky Route 420 in Franklin County in honor of C.M. "Hank" Hancock.

WHEREAS, C.M. "Hank" Hancock was born March 3, 1936, to Charles Wright and Dorothy Crutcher Lecompte Hancock; and

WHEREAS, C.M. "Hank" Hancock attended Bellarmine College and the University of Kentucky; and

WHEREAS, C.M. "Hank" Hancock married the former Ann Helburn and had four children, Chuck, Jack, Catherine, and Kimberly; and six grandchildren; and

WHEREAS, C.M. "Hank" Hancock served the people of the Commonwealth in the Kentucky General Assembly as a representative of the 57th House district from 1974 to 1994; and

WHEREAS, C.M. "Hank" Hancock became Chairman of the Highway and Traffic Committee in 1978; and

WHEREAS, C.M. "Hank" Hancock became Speaker Pro Tempore of the House of Representatives in 1980. This position also included membership on the Committee on Committees and the Rules Committee of the House; and

WHEREAS, C.M. "Hank" Hancock was again assigned to the Transportation Committee in 1982, and also served on the Appropriations and Revenue Committee; and

WHEREAS, as Chairman of the Subcommittee of Budget Review on Transportation, C.M. "Hank" Hancock had an overview of all transportation funding for Kentucky; and

WHEREAS, C.M. "Hank" Hancock was also Chairman of the Transportation Subcommittee on Oversight of Highway Construction; and

WHEREAS, C.M. "Hank" Hancock supported transportation during his entire legislative tenure and was at the front of the effort to ensure that road funds were spent for road-fund purposes; and

WHEREAS, to help determine Kentucky's highway needs, C.M. "Hank" Hancock chaired a Special Task Force to Study Highway Needs, from 1990 to 1992; and

WHEREAS, C.M. "Hank" Hancock was active in the Southern Legislative Conference and was Chairman of its Transportation Committee; and

WHEREAS, C.M. "Hank" Hancock was also active in the National Conference of State Legislatures, where he served as Vice Chairman of its Transportation and Communications Committee; and

WHEREAS, serving as the State Representative from Frankfort, C.M. "Hank" Hancock always fought for the rights of state employees and veterans; and

WHEREAS, the General Assembly honors the career and service of C.M. "Hank" Hancock by designating a portion of Kentucky Route 420 in Franklin County in his honor;

NOW, THEREFORE,

Be it resolved by the General Assembly of the Commonwealth of Kentucky:

âSection 1. The Transportation Cabinet is hereby directed to designate Kentucky Route 420, from Kentucky Route 676, the East West Connector Road, to East Todd Street in Franklin County, as the "Hank Hancock Highway," and shall, within 30 days of the effective date of this Resolution, erect appropriate signs denoting this designation.
