Executive summary
WRAP is a private sector organisation funded by UK and devolved Governments, which was established to accelerate resource efficiency by creating stable and efficient markets for recycled materials and products and removing barriers to waste minimisation, re-use and recycling. Zero Waste Scotland is a trading name of WRAP in Scotland.
This document constitutes an invitation to prepare and submit an offer to Zero Waste Scotland, to undertake work which Zero Waste Scotland wishes to commission, the scope and parameters of which are described below.
Purpose of the work
The purpose of the work is to recommend an approach for Zero Waste Scotland on the development of a Zero Waste skills academy.
Scope of work
The work will include areview of current, sector specific, skillsets, education and training provision (excluding Health and safety), for operatives (collection crew, drivers, HWRC and MRF sorting staff); supervisors and/or team leaders; service specific managerial and/or office staff and senior managers in local authorities, third and private sector resource management companies across Scotland. This will include an initial piece of work to define the parameters of the main review.

Section 1: Background
1.1Zero Waste Scotland wishes to undertake this work as part of the current Zero Waste Scotland Business Plan contributing to the development of a zero waste society in Scotland.
1.2The Zero Waste Scotland programmes will result in a change of mind-set in the way resources and waste are viewed in Scotland, through the provision of better information and education about resource management. The programmes will lead to a significant reduction in waste arising, an increased separation of waste into resource streams, and economic opportunities will result from improved reprocessing and treatment.
1.3The mission of the Zero Waste Scotland, Resource Management programme is to build a comprehensive and effective resource management industry where materials are collected, processed to produce a high quality and used to replace virgin materials wherever possible in a closed loop economy. In order to increase the closed-loop recycling of waste materials with the greatest carbon impact, and hence maximise the economic and environmental benefits for Scotland, a change in the management of waste is needed.
1.4Going forward there will be a need to increase the capacity of the workforce to bring about this change in the management of waste. Some skills required in the future will be different/ new while others will require updating. Education and training are an essential part of this capacity building and up skilling.
1.5Zero Waste Scotland wishes to review current and future generic and sector specific skillsets and to map these against education and training provision with a view to establishing a Zero Waste Skills Academy to ensure the appropriate generic and specific skills are available within the sector.
Section 2: Scope of work
2.1The aim of this work is to review the current, generic and sector specific, education and training provision for staff (operatives - collection crew, drivers, HWRC and MRF sorting staff; supervisors and/or team leaders; service specific managerial and/or office staff; and senior managers) in local authorities, third sector organisations and private sector resource management companiesin Scotland. These should then be mapped against the required generic skills and specific skillsets and an approach recommended for Zero Waste Scotland in the development of a Zero Waste Skills Academy.
2.2The work requires an initial study to clarify the precise scope of the work by defining the parameters of the study.
2.3This should be followed by a review of the knowledge and skills necessary for the following range of occupations/roles: operatives - collection crew, drivers, HWRC and MRF sorting staff; supervisors and/or team leaders; service specific managerial and/or office staff and senior managers. In particular the knowledge and skills required to make the changes necessary to the ways in which wastes are managed should be identified.
2.4The work includes reviewing the education and/or training provision available to a wide range of stakeholders from local authorities as clients and collection authorities, commercial resource management contractors, operators of materials reclamation facilities and those involved in the marketing of recovered materials to the wider reprocessing industry. This work will also include the third sector as service providers in terms of collection of materials and the promotion of a formal re-use network.
2.5This work should be undertaken with reference to, and not duplication of, ‘The UK Waste Management and Recycling Industry 2010 Labour Market Investigation’ conducted by EU Skills see

The work should be done in two phases:
2.6Phase 1
An initial study to clarify the precise scope of this work and to agree this with WRAP/ZWS. Parameters which require clear definition include:

2.7Phase 2
2.7.1Review the current and future, generic skills and sector specific skillsets needed by: operatives - collection crew, drivers, HWRC and MRF sorting staff; supervisors and/or team leaders; service specific managerial and/or office staff and senior managers in the Scotland Resource Management Sector, highlighting particular skills shortages.
2.7.2Review the education and/or training provision currently available to: operatives - collection crew, drivers, HWRC and MRF sorting staff; supervisors and/or team leaders; service specific managerial and/or office staff and senior managers in local authorities, third sector organisations and private sector resource management companies in Scotland.
This should include details of: the delivery organisation; delivery method e.g. in-house induction/ face to face/ distance learning etc.; the aim of the education and/or training programme; learning outcomes/content; the target audience; the level; qualification available, if any; the accrediting body if any; cost to the organisation/ individual.
2.7.3Review the current qualifications available in terms of their ability to meet current and future sector needs
2.7.4Organise a meeting of key players in education and/or training provision in Scotland to discuss the findings of the review. This may include but should not be restricted to: CoSLA; EU Skills; CIWM; relevant awarding bodies (WAMITAB; City and Guilds; Edexcel); APSE; SESA; Scottish Enterprise; University representative.
2.7.5Make recommendations for an approach for Zero Waste Scotland in the development of a Zero Waste Skills Academy.

2.9.3A map of current education and/or training provision in Scotland to include: delivery method e.g. in-house induction/ face to face/ distance learning; the delivery organisation; the aim of the training/education programme; learning outcomes/content; the target audience; the level; qualification available, if any; the accrediting body if any; cost to the organisation/ individual, against the identified skillsets.
2.9.4Identification of gaps in current education and/or training provision in Scotland

Terms and Conditions
2.10A sample copy of WRAP’s terms and conditions is included at appendix 1 to this document. As part of your tender submission you are required (as described within Section 3 of this document) to comment on the acceptability (or otherwise) of the terms and conditions. If you are unable to comply fully with the terms and conditions as stated it is important that you set out your objections at the tendering stage.

Section 3: The tender submission - Information required
3.1Your tender submission should be printed double sided, submitted on recycled paper wherever possible and should be limited to no more than 20 pages (excluding appendices).
3.2Your tender submission must include the following information (preferably in order):
(1)An executive summary of no more than one side of A4 in length, outlining the proposed work and including the total cost of the proposed work, inclusive of Value Added Tax (“VAT”) and anticipated expenses
(2) Company/Organisation details
Zero Waste Scotland will need the following information:
- The name of the Company submitting the tender;
- The registered office name, address, VAT number (if applicable) and company or charity registration number;
- The name of the nominated contact person within the tenderer’s organisation;
- Contact details including: address (if different to the above), telephone number, fax number and e-mail address.
Zero Waste Scotland accepts tenders both from individual companies and from consortiums. Should you decide to tender as part of a consortium you will need to identify one member of the consortium (the “Lead Contractor”) to act as the contracting party. All other consortium members will be sub-contractors to the Lead Contractor.
(3) A description of your working methods
You will need to make clear how you intend to deliver the work and provide estimated timescales for delivery.
(4) A description of the project team who will manage and deliver the work
This should include a list of individuals, their respective roles within the organisation and, for the purposes of this work their relevant skills and experience including any relevant professional qualifications and their role within the project.
(5)An identification of any sub-contractors to be used
You should include a list of any sub-contractors you intend to use to fulfil the requirements of the work.
(6) The total cost of the work(inclusive of VAT) together with a full breakdown of costs. Expenses should be identified separately but must be included as part of the total cost of the work. You will also need to identify:
- Any lease or hire costs associated with the delivery of the work to be clearly identified and costed and justification provided to demonstrate the necessity of each item;
- Any capital expenditure associated with the delivery of the work to be clearly identified and costed and justification provided to demonstrate the necessity of each item.
Please note that capital expenditure can only be supported in exceptional circumstances. Zero Waste Scotland’s preference is to support projects through revenue expenditure. In cases where additional equipment is required, these should be leased, where possible. In the exceptional event that purchase of capital equipment is necessary, suitable terms and conditions will be negotiated. The contract will include details of equipment ownership/leasing, maintenance, insurance and disposal.
(7)Identification of any conflicts of interest which might arise if you were selected to undertake the work and if such a conflict were to arise, an indication of how this conflict would be addressed. Where you tender as part of a consortium, all members of the consortium should be considered.
(8)A copy of your Environmental Policy and evidence of any accredited Environmental Management System.

- A statement of any material litigation, pending or threatened, or other legal proceedings;

Ideally WRAP would prefer a statement confirming that you are happy to comply with WRAP’s terms and conditions should your tender be successful. However, if there are certain terms that you feel you will be unable to comply with you are asked to make any objections clear within your tender submission.

3.4All tender submissions will be treated on a confidential basis by Zero Waste Scotland, WRAP and its advisers, subject to the provisions of the Freedom of Information Act 2000.
Section 4: Evaluation criteria
4.1Zero Waste Scotland must be satisfied that each potential contractor has the appropriate capabilities and resources available to undertake the work to Zero Waste Scotland’s requirements and provide the necessary services. Accordingly Zero Waste Scotland will take account of the information provided in response to Section 3.2 (9)(a). This information will be assessed on a pass/fail basis. Only those bids which meet these minimum standards will be assessed in full in accordance with the evaluation criteria set out at section 4.3 below.
4.2Zero Waste Scotland may seek references from all short listed contractors’ existing clients and may wish to visit one or more sites intended for use in the contract. If the contractor currently works for Zero Waste Scotland, or has done so in the past, an internal reference will be taken into consideration.
4.3The process Zero Waste Scotland uses to select its contractors is a competitive one. Your tender submission should be written to address the key requirements and scope of the work and demonstrate how it meets the evaluation criteria below.
Criterion 1: Cost: Tenders will be assessed on the basis of deviation from the lowest bid. WRAP reserves the right to disqualify abnormally low bids. The lowest compliant bid will be awarded the maximum score under this criterion. Other compliant bids will be scored in proportion to their deviation from the lowest bid using the formula:
Lowest compliant bid price/bid price x maximum score available
The maximum score for this criterion will be 200 points (20% of the total available points)
Criterion 2: Resource: Tenders will be assessed on the basis of the number of days committed and the capability of the proposed personnel in relation to the tasks identified for them.
The maximum score for this criterion will be 200 points (20% of the total available points).
Criterion 3: Approach to Phase 1:Tenders will be assessed on the basis of the quality, clarity and detail evidenced in respect of the methodologies proposed for responding to the initial scoping phase
The maximum score for this criterion will be 250 points (25% of the total available points)
Criterion 4: Methodology: Tenders will be assessed on the basis of the quality, clarity and detail evidenced in respect of the methodologies proposed in responding to scoping the:
- skills needs of: operatives (collection crew, drivers, HWRC and MRF sorting staff); supervisors and/or team leaders; and managerial and/or office staff.
- training currently on offer to: local authority staff; third sector and private sector resource management companies.
- gaps in current training provision.
The maximum score for this criterion will be 250 points (25% of the total available points)
Criterion 5: Approach to recommendations:Tenders will be assessed on the basis of the quality, clarity and detail evidenced in respect of the methodologies proposed in recommending an approach for Zero Waste Scotland on the development of a Zero Waste skills academy.
The maximum score for this criterion will be 100 points (10% of the total available points)
