Rabab Saab is a monitoring, evaluation, and research specialist with over 17 years of experience in international development, training, and database management. She has worked in the United States, the Middle East, Africa, and Asia. Ms. Saab is proficient in performance evaluation conducting quantitative and qualitative research. She has also collected and analyzed data, and wrote reports with findings, lessons learned and recommendations. Ms. Saab is effective in training staff and enumerators in data collection and data entry processes. Team Leader, Social Impact, Kabul, Afghanistan (November – December 2014)

  • Conducted the 2014 Data Quality Assessment (DQA) for USAID/Afghanistan by interviewing over 15organizations in how they capture, collect and report data on selected project and mission indicators.
  • Developed a Power Point presentation for the mission attended by CORs representing a large number of Implementing partners (IPs).
  • Led a trainingon data quality for some of the IPs who collaborated with the DQA.

Consultant, Social Fund for Development (SFD), Sana’a, Yemen (January – March 2014)

  • Reviewedthe SFD MIS and its capacity to meet the needs of each Social Fund for Development units. Prepared a Monitoring and Evaluation manual for SFD activities for 2014 through 2015 which includes SFD’s results framework with indicators for each unit.

  • Contributed to an evaluation of USA security assistance to Lebanon; specifically, IMET and FMF assistance

  • Conducted a Data Quality Assessment of 13 implementing partners in the USAID/Afghanistan mission.
  • Conducted interviews and completed USAID’s DQA checklist detailing processes and procedures that safeguard the quality of data.
  • Prepared a presentation for USAID/Afghanistan and wrote the final report.

Team Leader, International Development Law Organization (IDLO), Juba, South Sudan (September-October 2013)

  • Interviewedleadership of the judiciary of South Sudan, at the College of Law, and the Ministry of Justice.
  • Conducted focus groups with judges, teaching assistants and recent graduates of the College of Law to determine the extent to which the IDLO project achieved its goals.
  • Prepared aPower Point presentation and a final report.

Senior Monitoring and Evaluation Associate, The QED Group, LLC, Washington, D.C. (October 2010–May 2013)

  • Served as an evaluation expert and technical resource for QED’s Health, Democracy and Governance, Economic Growth, and other practices.
  • Contributed to the development of technical approaches and methodologies for projects; and conducted short-term technical assignments and responded to ad hoc requests for technical input on proposals.
  • Managed a health USAID project titled “Communication for Behavior Change: Expanding Access to Private Sector Health Products and Services (COMPRI-A)” in Afghanistan - a social marketing project targeting men and women of child-bearing age. Beneficiaries learn about family planning (child spacing) and family planning products, child survival and water treatment solutions.
  • Conducted a Data Quality Assessment (DQA) of all programs in USAID/Iraq where all F indicators were explored alongside three custom indicators from each program.
  • Finalized the PMP for the Trade Facilitation Project in Cairo, Egypt based on the project’s workplan and other planned activities by the COP and DCOP.
  • Managed the evaluation of the Marla project from the U.S., working with an evaluation team in Baghdad Iraq. Provided survey, enumerator training manuals, data entry information and responded to questions on procedures and issues relevant to the project. Analyzed survey data and wrote final report with methodology, findings, recommendations and lessons learned.

  • Evaluated a USAID out-of-country Voting (OCV) project.
  • Prepared and analyzed surveys to capture achievements and challenges in the Iraqi OCV elections.

Consultant, ACDI/VOCA, Mazar E-Sharif, Afghanistan (December 2009–February 2010)

  • Examined the monitoring and evaluation processes of a USAID agriculture project;evaluated project indicators, recommended changes in how data is collected; and conducted M&E training for staff.

  • Captured and analyzed survey data of a Gates Foundation WASH (Water, Sanitation, and Hygiene)project. Responsibilities included capturing data, data cleaning, and analysis.

  • Evaluated the RISE community rehabilitation project by meeting with Iraqi community groups in charge of school rehabilitation.
