Jill LaVine convened the meeting at 1 p.m. Introductions were made.

Motion by Conny McCormack to approve October 6, 2006 minutes. Janice Atkinson seconds motion. Motion carried.

Legislation

2007 CACEO Legislative Proposals:

Item 1, Marsha Wharff described Supreme Court order to hold new Election regarding the County’s deceased District Attorney. Decision hinged on fact that EC 8026 does not apply to run-off elections. She will bring proposal to address this issue to next meeting.

Item 2, Submitted by Cathy Darling, Shasta County: Deletes EC 19380-19386 related to voting system posting requirements, etc.

Motion to accept concept as CACEO proposal 07-01 by Jill LaVine. Janice Atkinson seconds motion. Motion carried (11-4 vote).

Item 3, Submitted by Cathy Darling, Shasta County: Allows issuance of a second ballot concurrent with the required affidavit that the first ballot was lost or stolen.

Motion to accept concept as CACEO proposal 07-02 by Sandy Brockman. Jim McCauley seconds motion. Motion carried.

Item 4, Submitted by John Tuteur, Napa County: Allows permanent absentee voters to be deducted for purposes of consolidating precincts; increasrd the size of an all mail ballot precinct; creates vote centers..

This will be held over for discussion at next meeting. Candy Grubbs, Barbara Dunmore, Elaine Ginnold and John Tuteur will work on proposal regarding these issues.

Item 5, Submitted by Jill LaVine, Sacramento County: Restores Section 13001 of Election Code regarding reimbursement of costs for elections to fill vacancies.

Motion to accept as CACEO proposal 07-03 by Sandy Brockman. Jim McCauley seconds motion. Motion carried.

Item 6, Submitted by Alice Jarboe, Sacramento County: Ensures that EC 10551 does not conflict with EC 15372 regarding deadline for official canvass.

Item was not accepted for proposal. Suggestion that EC 10418 may address concerns.

Item 7, Submitted by Alice Jarboe, Sacramento County: Addresses security concerns regarding recipients of electronic election data.

Item was not accepted for proposal.

Deadline to submit new legislation is January 26.

HAVA/Voting System Subcommittee:

Chris Reynolds, Jana Lean, Lee Kercher, and Caren Daniels-Meade from SOS gave status reports and answered questions on VMB, Database, and Voting Systems. Counties related November Election experiences. Evan Goldberg with Secretary of State-elect Bowen addressed attendees.

HAVA in General (Chris Reynolds)

·  General and specific thanks expressed by attendees to Mr. Reynolds for work on HAVA since he has become coordinator.

·  Recap of accomplishments including completion of many phases of formal HAVA contract funding with counties, audit process by Federal Government, database implementation, voter education, etc.

·  Questions regarding future status of HAVA funding by attendees related to new administration. Conclusion was that CACEO should formalize concerns and present to new Secretary of State.

VMB (Jana Lean)

·  Next meeting will be January 17 in Sacramento at SOS For more information, see http://www.ss.ca.gov/elections/vma/home.html

·  There is and will be more discussion regarding possibly placing deadlines on funding claims, e.g. regarding phased in approaches to voting system implementation.

·  Second round of funding must be precluded by deadlines regarding first round.

Database (Lee Kercher)

·  Described accomplishments of last six months which resulted in “validation happening” on a broad scale successfully and automatically.

·  Discussion of future “real time, interactive” database processes where counties will soon see real time processes taking place as they interface with state database. (This will result suspension of use of DC HUGE.) Pilot projects have occurred in El Dorado for DIMS and in Sacramento for DIMS.

·  Still confident on estimate for implementation of next phase of database in ’09. Critical paths depend on number of bidders.

·  With close of canvass, will re-start CALVOTER processes.

·  Duplicate processes will be based on unique identification numbers. Expectation is that counties should work these since data is reliable. In effect, counties will be reminded regarding duplications that are not eliminated.

·  NCOA processes will be applied monthly. This does not require that counties alter their processes.

Summer Institute Subcommittee

·  Full range of topics related to Candidates will be subject of next Institute.

·  Theme will be “At the movies”.

·  Cost will be $350 plus.

·  Dates are June 24-27.

Voters with Specific Needs Subcommittee

·  Reviewed general plans for revamping Voters with Specific Needs Manual.

·  Discussed status of Santa Cruz and Kern lawsuits; will keep posted, no conclusion yet.

Military and Provisional Subcommittee

·  Committee has draft of Military Manual.

·  Provisional ballots will be put on back burner, but will be completed before ’08 election cycle.
