Apologies for absence were noted as listed above.Cllr Graves welcomed everyone and introductions were made.
2. / Minutes of the meeting held on 19th September2013
The Minutes were agreed as an accurate record with the following points noted.
Matters arising:
  • A successful visit to the Phoenix Resource Centretook place on 12th November 2013 with those attending being hugely impressed with the range and scale of the work being delivered by volunteers at Phoenix. Rosemary Hadaway advised that since the visitPhoenix had distributed food parcels via other Voluntary agencies including gloves and thermal socks. Phoenix is also the distribution point for all Food Banks across the county.
  • Members were again asked to review the draft Summary of Local Priorities and Activities and to provide Moira with any additions or amendments as appropriate.
ACTION: All members to review the Summary and provide information according to Moira so an update can be carried out of the Summary. Please see hyperlink below.

  • Moira Hope advised circulated the report provided to David Kennedy on behalf of the Health and Weellbeing Forum for inclusion in the combined report to the recent Health and Wellbeing Board meeting in December. Please see links below.

  • Active discussion around concerns with the lack of communication flowing from the Health and Wellbeing Board back to the Forum and indeed the lack of recognition for the work of the Forums with the time resource put in by all the member partner agencies. It was highlighted as a similar concern being felt by other local Fora across the county. Cllr Graves requested an email or letter be sent to David Kennedy with a copy to Cllr Robin Brown, Chair of the Health and Wellbeing Board to this effect.

3. / Presentation:Re-commissioning of Community Health Services for Children and Young People:Sian Heale from Nene CCG delivered a presentation on the proposed re-commissioning of Community Health Services for Children and Young People.Please see hyperlink below.

A group discussion followed the presentationand Stephen Marks advised that the Early Intervention Support Services, which for example includes Youth, Parenting Support and Domestic Violence is due out for tender at the end of this week. Discussion included the positiveness to align services however, the pace of change was perceived as a challenge. It was flagged that a number of small voluntary groups are doing intensive support work with the continuation of which being affected whilst the change processtook place. This would lead to a high risk that the right people would not be in place after the process has finished. Also discussion around the devolvement of funding from Government to schools, which had previously been provided to a central source.
4. / Updates:
16 and 17 year olds: Vicki Jessop provided an update on progress around the issue of parental evictions of 16 and 17 year olds. She highlighted a recent case with a 17 year old youth who had been “bounced” around a number of services before presenting lateon a Friday evening at the council. Due to insufficient suitable accommodation in the local area he was placed in B & B accommodation, which is inappropriate for this age group. A meeting has taken place with the NCC Targeted Prevention Team manager and the need to review the Northamptonshire Joint Protocol for Homeless 16 and 17 year olds has been agreed. Stephen Marks advised escalating the issue to a senior level within NCC stating Alex Hopkins as the person to contact.
ACTION: Vicki Jessop to raise the issue of 16 and 17 year olds and the need for an urgent review of ‘The County of Northamptonshire Joint Protocol for Homeless 16 and 17 year olds’.
Nene CCG Activities: Ruth Colby provided and update to the Forum. Dr Roger Perry, Chair of the GP locality group will be retiring at the end of March with DrAz Ali taking over the Chair.
The list prepared by Natasha Fox on what work areas are commissioned by which organisations was appreciated by the Forum members.
There are still issues with the number of inappropriate attendances at A & E and also the number of individuals with multiple A & E attendances. To assist the A & E pressures there is work on-going around primary care streaming at the A & E access point.
Nene CCG is in financial recovery position with a ‘turnaround’ Director expected to help. The integration with social care over the next year and planning for the further five years will bring significant financial challenges. There will be large scale integration change projects.
Nene CCG had a successful appeal at Christmas on behalf of the Food Bank Service with distributions being made to Food Banks in East Northants, Northampton, Kettering & the Daylight Centre in Wellingborough.
Targets for flu vaccinations are not currently being met. A new idea of catching people as they came into Out Patients was tried. The uptake to date of flu vaccinations for 2 – 3 year olds has not been very good this year.
There are issues with regard to governance that is currently impeding the delivery of Health Checks. Karen Mole informed the discussion about the issues and the work taking place by Public Health to overcome this challenge.
Natasha Fox, Senior Locality Manager since August 2013 is leaving next week to take up an Assisstant Director post with Bedford CCG.

5. / Task and FinishUpdates:
Supported Housing Provision: Andy Miles provided Forum members with an overview of the draft report on future accommodation need for people with learning difficulties in Wellingborough. It is difficult to understand exactly what the future need for housing provision will be, data has be extrapolated for Wellingborough and forecasts made of those aged 18 – 64 predicted to have learning disabilities. There’s a need to look at the supply for the future particularly with the 3000 new homes that are in the Wellingborugh Eastexpansion development. BCW planning need to be advising the projects developers of the type and quantity of housing provision required.
ACTION:Andy Miles to contact the Poppi and Pansi databases to obtain a consistent methodology for the modelling of housing need. / Andy Miles
6. / Any other business:
Rosemary Hadaway provided an update on the ‘Wrapped up ‘ campaign. Good coverage had been achieved this year helped by the advanced planning that preceded it and over 10,000 leaflets have gone out.
Vicki Jessop highlighted Disabled Facilities Grants (DFG) as a significant concern. Funding for these grants which currently is provided to BCW from central Government will soon be provided to NCC. However, the statutory duty will still remain with the local Boroughs and Districts. Funding received for DFG works in the Borough is currently £220k. Will NCC be redirecting this funding back to the Borough?
Northamptonshire Sport has launched the Workplace Challenge in conjunction with the British Heart Foundation. Please see information and links below.
