RECOMMENDATION:
That the City Council, by Resolution, adopts and/or approves the following:
(1) Adjusted rates of compensation for classifications designated as Unrepresented Part-Time.
(2) Amendments to Personnel Rule 23.6 (Pensions) and Personnel Rule 6.6 (Bilingual Pay) for classifications designated as Unrepresented Part-Time.
DISCUSSION:
In conjunction with the recently concluded Anaheim Municipal Employees Association Part-Time Unit labor agreement, it is appropriate to create new classifications, delete classifications, adjust rates of compensation, and/or amend personnel rules for Unrepresented Part-Time classifications.
Rule Changes
With respect to pension benefits, the recommendation is to extend provisions recently negotiated with the Anaheim Municipal Employees Association Part-Time Unit to employees classified as Unrepresented Part-Time.
Effective July 3, 2015, the recommended Resolution provides: (i) a seven percent (7%) salary adjustment to certain Unrepresented Part-Time classifications; (ii) adjustments to employee PERS contributions bringing all employees covered by the 2.7@55 benefit to a full twelve percent (12%); and (iii) adjustment to employee 457P plan contributions bringing all employees mandatorily enrolled in the City’s deferred compensation plan, in lieu of Social Security, to seven and one-half percent (7.5%) of his/her compensation earned.
With respect to bilingual pay, the recommendation is to extend provisions recently negotiated with the Anaheim Municipal Employees Association Part-Time Unit to employees classified as Unrepresented Part-Time. Effective the first full pay period after City Council approval, Unrepresented Part-Time employees who are required to speak in Spanish or other languages (including sign language), as well as English, as part of their regular duties of their position will be compensated at the rate of seventy cents ($.70) per hour in addition to their regular pay.
Unrepresented Part-Time employees who are required to speak, read, and/or write in Spanish or other languages (including sign language), as well as English, as part of their regular duties of their position will be compensated at the rate of ninety cents ($.90) per hour in addition to their regular pay.
IMPACT ON BUDGET:
There will be no additional costs to the General Fund this fiscal year. The cost of the recommendations for Unrepresented Part-Time classifications is approximately $160,000 to the General Fund, and an overall cost of $175,000.
