Overall Purpose of Job:
To provide data and management information services to adult social services for the completion of statutory returns and management reporting. To support the integration of data capture into routine business processes and expand the effective use of reliable information within adult social services and the Council.
Main Responsibilities:
1.  / Use appropriate IT applications including specialist products to:
·  Collate data from multiple sources
·  Assess data quality, accuracy and validity
·  Manipulate data
·  Analyse and present as information to non-specialist staff
·  Provide health check and credibility, forecasting and trend analysis
2.  / Design presentations and reports in the most relevant format appropriate to the target audience
3.  / Support the development and implementation of systems to improve data quality thereby increasing confidence in the information upon which business critical decisions are made
4.  / Assist with the interpretation of the frequently changing statutory and other information requirements to ensure data capture is adequate to meet the likely reporting needs
5.  / Provide support to adult social service managers and operational staff to help them to make effective use of the information provided by the team.
6.  / Contribute to the enhancement of data capture, data quality and information reporting in support of the transformation agenda and the on-going development of adult social services.
7.  / Develop reports specified by adult social services to enhance the web reporting strategy that extends the accessibility of published information
8.  / Support the exchange of information with partner organisations, external agencies and other council service area to fulfil the commitment to integrated systems
9.  / Provide day-to-day help and guidance to temporary, agency or seconded staff in undertaking their designated duties
10. / Maintain relationships with adult social services staff, partner organisations and key stakeholders to deliver an effective service using appropriate communication strategies and behaviours
11. / Identify own training needs, fully participate in own supervision and employee development review to support development of the team
12. / Manage own workload to deliver an effective service to adult social services and provide cover for co-workers in order to maximise operational effectiveness
13. / Ensure compliance with the Council’s policies and procedures and support adult social services performance management systems
Knowledge, Skill and Experience:
·  Be competent in statistical and data analysis
·  High level of IT skills and understanding of effective IT systems
·  Good literacy and numeracy skills
·  Work is meticulous and accurate
·  Skilled in the use of information systems and databases, ability to use and navigate these systems to produce reports, interpret data, review and manipulate to produce the required output in an attractive, clear concise manner appropriate to engage the target audience.
·  Ability to understand central government returns and monitoring processes, able to interpret complex external monitoring requirements and apply locally.
·  Specialist knowledge of complex reporting tools (e.g. Business Objects)
·  Knowledge and understanding of adult social care business practises in order to interpret requirements into management information.
·  Knowledge of team and personal performance management techniques, establishing and maintaining quality performance monitoring systems.
·  Good knowledge of Freedom of Information, data protection and Caldicott guidelines.
·  Ability to use various methods to ensure effective communication with other adult social services and Council staff, partner organisations, customers and other stakeholders.
·  Ability to develop and maintain successful relationships with others.
·  Demonstrates continuous development and learning to enhance and maintain technical competence and keep up to date with legislative and procedural changes
·  Able to address concerns and respond effectively to comments from internal and external customers.
Creativity and Innovation:
·  Ability to formulate solutions using own initiative
·  Work within complex legislative guidelines to support methods of gathering data and presenting information to integrate with the business processes.
·  Under the guidance of senior staff be able to design imaginative high quality management information and appropriate solutions to business problems.
·  Use developed technical skills and innovative presentation methodologies to produce complex reports that are appropriate to the knowledge level of the intended recipients.
·  Act as part of a team to analyse and evaluate new technologies to support adult social services to deliver legislation in line with the council’s policies and procedures
Decision Making:
·  Make decisions in relation to own priorities and workloads within predefined timescales.
·  When monitoring outcomes determine when apparent variances are considered significant and escalate senior manager.
·  Decides on bespoke content and format of presentations, which may be presented to individuals or groups of staff.
·  Decides on the appropriate reporting tool to maximise effectiveness of information
·  Make decisions in relation to small project management activities.
Contacts and Relationships:

Daily contact

·  A varied range of staff and managers including partner organisations who use or record data on Information systems. Routine professional and technical advice and support occasionally contentious.
Weekly or monthly contact
·  Contact with staff in partner and external organisations in order to collate all the information required for both the statutory returns and local information requirements.
·  Contact and promoting a good working relationship with central government departments in the course of producing the statutory returns.
Occasional contact
·  Assistant Director of Adult Services, Heads of Service, Service Managers and other senior managers in partner organisations to explain Government or regulators requirements and how the data presents local performance.
·  Represent Adult Services with internal and external auditors and external regulators/inspectors for proving of information. Routine queries on submitted returns or the council’s data quality.
Responsibility for Resources: (to include approximate value, sole or shared responsibility and for what percentage of their working hours away from their designated base)
·  Has sole responsibility for personal laptop and related electronic devices (approx £500). Work away from main base 25% of time.
WORK ENVIRONMENT
Work Demands:
·  Will have to work to tight and nationally set inflexible deadlines to meet central government requirements.
·  Re-prioritisation of work due to changes in business needs and policy.
·  Prioritisation of work for self to meet unexpected changes in circumstances move to work demands including requests for impromptu advice and presentation of information
Physical Demands:
·  Will be required to work at a computer
Working Conditions:
·  Normal office working conditions
·  Visits to local health and council offices locally
·  The post will involve flexible working, hours and place of work to include hot-desking and home working with requirements to visit and work within remote locations with teams, services and partners.
