The Commonwealth Games have successfully concluded without any mentionable incident. The Delhi Police had a humongous task at hand given the security scenario in the region and the alarming press reports coming in from time to time, though we had no specific threat per-se.
We made elaborate arrangements at 40 venues which included 12 Competition Venues, 12 Training Venues, CWG Village besides 15 other venues including the Ashoka-Samrat Games Family Hotels. This aside, the police was responsible for boarding/lodging and transportation of almost 200 companies of paramilitary force, transportational security for 600 buses, citywide traffic including maintenance of the Games Lane and citywide policing. What made this arrangement somewhat different was the tremendous attention paid to training, both professional and behavioural as well as briefing down the line. Tremendous emphasis was placed on zero tolerance policing, observation of the security matrix without exception and polite and courteous behavior come what may.
The Delhi Police achieved this task with minimum fuss and maximum results. Traffic is an excellent example. The maintenance of the bus lane for the CWG Lane as well as the smooth flow of traffic have been evident to all motorists. Yet, what we happy about is that only 2291 vehicles have been challaned for Games Lane related violations, notices issued to 315 vehicles and only 29 vehicles impounded. It was extremely heartening and encouraging to see the spontaneous response of the Delhi motorists who showed tremendous maturity and sense of commitment to match with the occasion. There were no mentionable incident in any of the Competition Venue and there were no security glitches.
A huge amount of force was committed to the Commonwealth Games. This included 28483 persons from the Delhi Police directly posted in the venues in four shifts, besides those posted in Traffic, VIP Security, Communications and citywide policing. We were provided with 189 companies of paramilitary force, besides 1450 commandos which work out to roughly 200 companies. We also received support from the Army, Air Force and the NSG. 35 Anti-sabotage teams were made available from the Army and Central Paramilitary and State Police Forces. The entire arrangements involved substantial amount of planning, working out minute details, both logistics and operational, and ensuring that there were no operational slippages.
Besides the successful conduct of the Games Security, that as committed by us, citywide crime remained under control. There was a 46.4% fall in heinous crimes in Delhi with 38 heinous offences being reported against 71 during the comparative period of last year. The incidents of murder itself fell by 52%, from 19 in the corresponding period of last year to 9 this year. The total fall in IPC crime was 24.5%. Fatal accidents fell by 47.1% from 70 to 37 as compared to the corresponding period of 2009 and simple accidents by 14% i.e. 210 as compared to 246.
I am grateful to the public of Delhi for the tremendous amount of cooperation and support that they given us in maintaining traffic discipline and keeping a keen watch under the ‘Eyes and Ears’ scheme. I am grateful to the Traders Associations, Hotels, Cinemas, Mall Managements etc. who helped us most willingly in taking comprehensive measures to ensure security of public places. A large number of mock drills and contingency exercises were conducted which helped to sharpen the reactions to a possible contingency situations and also helped generate a sense of awareness amongst the people.
While we have successfully organized the Commonwealth Games, the Delhi Police seeks to maintain the momentum as far as all aspects of policing are concerned. We look forward to the continual cooperation of the motorists in maintaining lane discipline which has been a great achievement of the traffic management of the Games. Other achievements were observation of road rules, particularly at intersections, observation of parking rules etc. I further appeal through the media to the public of Delhi to cooperate with us under “Eyes and Ears” scheme as we need to continue our vigil against possible threats to the city. Every citizen can help in improving the security scenario. Even securing a house by putting a good lock or putting a GPS system or any other additional security device in the cars are a silent way in which every citizen can contribute his bit for making Delhi a safer city.
We had to face problems. The venues were given much after the deadlines. There were problems with availability of technical services which includes data pertaining to accreditation and ticketing. Nevertheless, we managed to ensure foolproof security. Our success depended on the fact that our system of security was based on conventional policing at its best.

GANG OF BURGLARS BUSTED, 4 ARRESTED, 2 COUNTRY MADE WEAPONS AND STOLEN GOLD WORTH Rs. 2.5 LAKHS RECOVERED. 6 CASES OF HOUSE THEFT/BURGLARIES SOLVED
With the arrest of 1. Aarif @ Mota s/o Babu Khan r/o H. No. 7, Gali No. 2, Brij Puri, Delhi aged about 26 years, 2. Prem @ Kalu s/o Ram Babu r/o D-199, Gali No. 9, Brij Puri, Delhi aged about 24 years, 3. Suraj s/o Manoj r/o C- Block, Yamuna Vihar, Delhi aged about 23 years and 4. Sagir @ Jibbo s/o Illiyas r/o Rajeev Nagar, Khajuri Khas, Delhi aged about 22 years, Special Staff of North East District Police busted the gang of burglars and recovered stolen gold worth Rs. 2.5 lakhs & has solved 6 cases of house theft/burglaries.
TEAM:-
Due to increase in the incidents of house theft/Burglaries in the area of North East District, a team was formed to apprehend this gang consisting of SI Ajay Singh Negi, SI Jai Bhagwan, SI Shailender, ASI Bhisam Singh, HC Dinesh Kumar, HC Rishi Yadav, Const. Gurcharan, Const. Satender, Const. Jitender, Const. Pardeep and L/ct. Birjesh under the supervision of Sh. S. S. Hasan, ACP, Operations/ North East District.
INCIDENT:-
In the recent past, a sudden increase was noticed in the night house theft/burglary cases in the district. A task was given to Spl. Staff of North East District to analyze the pattern of these incidents and to apprehend the gang of burglars. In this exercise, Sp. Staff/NE started door to door verification of district burglars. In this exercise, it came to light that one Aarif @ Mota s/o Babu Khan r/o H. No. 7, Gali No. 2, Brij Puri, Delhi was running absent from his residence and iuts were received that he is running a gang consisting of Prem @ Kalu, Suraj and Sagir above. It also came to light that all the above persons are previously involved in several cases of thefts/burglaries.
On 15.10.10, secret information was received that Arif @ Mota will come to the area of Shiv Vihar and the same information was passed over to SHO Karawal Nagar. Accordingly a trap was laid down and Arif @ Mota & Prem were apprehended and two country made pistols were recovered from their possession. During the course of subsequent investigation, Suraj & Sagir were also apprehended and stolen gold worth Rs. 2.5 Lakh were recovered from their possession. Further investigation is under progress.
RECOVERY:-
· 135 gram Gold worth more then Rs. 2.5 lacs.
· Two loaded Country made revolvers.
· 7 live cartridges.

3. Suraj s/o Manoj r/o C- Block, Yamuna Vihar, Delhi aged about 23 years. He is 7th standard passed. He has joined the gang recently and not involved in any criminal case previously.
4. Sagir @ Jibbo s/o Illiyas r/o Rajjev Nagar, Khajoori Khas, Delhi. He is 3rd standard passed and having 7 brothers and sisters. He is involved in one criminal case of theft previously.

1. Whereas, there have been incidents of explosion in the Cinema Houses in Delhi in the past causing loss of life and property.
2. And whereas I have reasons to believe that circumstances exist where carrying of concealed arms/fire arms/explosives etc. inside any place of public amusement etc. in the Jurisdiction of North Distt. Delhi is likely to cause danger to human life, safety, disturbances of public tranquility or a riot.
3. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police, Delhi by Section 144 Criminal Procedure code,1973 read with Govt. of India , Ministry of Home Affair, New Delhi’s Notification No. F-11036/1/1978 (i) –UTL, 1.7.1978 and further delegated to the under signed vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F.-11036/1/2010-UTL dated 9.9.2010, I, Dr. Rajeev Sharma Assistant Commissioner of Police of the Sub Division Kotwali of North District, Delhi do hereby prohibit the carrying of any Box, including Tiffin box, Bag, Hand bag and any other container capable of concealing any arm/fire arm/explosive material inside any place of public amusement including Cinema Houses in the jurisdiction of Sub. Division Kotwali of North Distt. Delhi.
4. This order shall come into force with effect from 14/10/2010 and shall remain in force for a period of 60 days i.e. upto 12/12/2010 (both days inclusive) unless withdrawn earlier.
5 Any person contravening this order shall be punishable under Section 188 of Indian Panel code.
6. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by Affixing copies on the notice boards of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Offices , all Police Stations concerned and the offices of the NDMC, MCD, PWD, DDA, Delhi Cantt. Board.
