Sealed bids for the construction of MSUSouth Entrance Road From

Poor House Road To Blackjack RoadFederal-Aid Project No. TIP-0500-00(010)LPA/104857/801000for Mississippi State University shall be received in the Office of _Procurement and Contracts__at_Mississippi State University__, Starkville, Mississippi, _254 Barr Avenue, 610 McArthur Hall, Mississippi State, Mississippi, 39762__ until _2:00_pm., _August 19, 2015____. The bids will be publicly opened and read aloud at that time. The Bid Number is 15-60

The work generally consists of the following items:

  1. New construction of two-lane roadway;
  2. Water and sewer installation;
  3. Electrical power distribution;
  4. Fiber optic communications;
  5. Roadway lighting;
  6. Bridge construction;
  7. Subsurface drainage structures.

The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.

The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.

Mississippi State University hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Copies of the Instructions to Bidders, Bid Forms, Contract Drawings and Contract Specifications (with the exception of the Mississippi Standard Specifications for Road and Bridge Construction) may be procured at the office of the Engineer between the hours of 8:00A.M. and 5:00 P.M., Local Time, Monday through Friday, upon payment of $400.00 for each set, which will not be refunded. Checks are to be made payable to the Engineer. Mississippi Standard Specifications for Road and Bridge Construction, 2004 Edition and the Mississippi SupplementalSpecifications as referred to herein, may be purchased from the Mississippi Department of Transportation.

Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in an amount equal to five (5) percent of his bid, payable to Mississippi State University, as bid security. Bidders shall also submit a current financial

statement, ifrequested by Mississippi State University. The successful bidder will be required to furnish a

Payment Bond and Performance Bond each in the amount of 100 percent of the contract amount.

3. The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited with the _Office of Procurement and Contracts__ prior to the hour and date above designated. No

bidder may withdraw his bid within sixty (60) days after the date of actual bid opening, without the Owner’s consent.

Work to be performed shall be in accordance with the “Mississippi Standard Specifications for Road and Bridge Construction, 2004 Edition”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.

The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
