TITLE: Program Officer SHN
LOCATION: Wakiso
GRADE: 4 / CONTRACT LENGTH: open contract.
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The job holder is primarily responsible for planning and ensuring quality and timely implementation of the School Health and Nutrition (SHN) core program within the designated sub counties. S/he is expected to implement the SHN program in a manner that promotes integration with other core programs of Sponsorship and cross cutting themes such as gender, disability, child Protection and rights programming. The Job Holder also implements the SHN program in collaboration with Sub county stakeholders and ensure meaningful active participation of Children. The post holder may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.

Role Dimensions:
The sponsorship programme implements activitities in the central region and currently in Wakiso district in four subcounties of Namayumba, Masulita, Kakiri and Gombe in all the government supported schools. The programme includes core programs: Basic education with ECCD component, School health and Nutrition, Adolecent development, livelihoods and operations activitites supported by SCUS,SC Italy and SC Korea.
KEY AREAS OF ACCOUNTABILITY :
Planning and Implementation of School Health and Nutrition Programmes:
  • Participate in preparation of draft plans and budgets for School-based Health and Nutrition Core programme.
  • Ensure that all the planned School Health and Nutrition interventions are implemented on time, within scope and within budget, and meet the set Quality bench marks.
  • Support the Programme – supported primary schools to participate in government initiatives such as the Child days, World handwashing day etc.
  • Facilitate training of contact teacher for health and nutrition Programmes in the respective primary schools while Liaise with the Health Centre (IV)
  • Facilitate planning and review meetings for all the SHN contact teachers plus the head teachers as well as the Core Groups.
Partnerships (Networking and collaboration):
  • Organizing, facilitate or participate in dialogue meetings, workshops and seminars with community, local government representatives, and partners to share experiences and lessons learnt on SHN programmes.
  • Build and maintain linkages with other agencies involved in SHN interventions in the Programme impact area.
  • Create and sustain positive working relationships internally with other technical staff; externally with the district local government and CSO partners, and other stakeholders, and also maintain an up to date understanding of key development trends in the Programme area.
  • Ensure coordination with the government activities and structures in the implementation of the School-based Health and Nutrition Programs
  • Support the roll out of the ASRH policies as well as identification of areas that require policy advocacy.
Community Capacity Strengthening:
  • Mobilize the local community to participate in the School Health and Nutrition core programme activities.
  • Support the training of the SMCs, PTAs, teachers, health workers on elements of SHN services.
  • Support the participation of the children, community and partners in the process of planning, monitoring and implementation of School Health and Nutrition core programme
  • Support grass root dialogue processes on policies for School Health and Nutrition.
Monitoring, Reporting and Documentation:
  • Monthly reports are prepared and submitted on every 30th day of the month.
  • Participate in the preparation of semi-annual and annual reports.
  • Ensure that activity reports are prepared and filed for every completed activity
  • Undertake the documentation of best practices and synthesis of lessons learned from the SHN interventions.
  • Undertake regular visits to the Schools supported by the Programme to understand the ground situation and take necessary actions for improvement in quality of programmes for the children.
  • Contribute to data collection, analysis and reporting on key SHN core programme indicators.
  • Ensure that the funds requested for the programme activities are spent and accounted for, in line with the SCI financial management procedures and policies.
Child Safeguarding and child participation:
  • Take responsibility to review, understand and declare commitment to observe and implement child safeguarding policy.
  • Closely work with supervisors and or, Child Safeguarding Focal persons to ensure all child abuse or potential risks to children are recorded, reported and filed.
  • Observe confidentiality of all child information that may come to your possession either by virtue of your position as a SCI staff or unintentionally.
  • Ensure that the voices of the children are captured through the implementation of the complaints response mechanism in line with the SC accountability framework.

QUALIFICATIONS
  • Minimum of a Bachelor’s Degree or higher in a health related discipline. Post graduate training in either public health, Health Systems Strengthening, Community Health, Reproductive Health, Gender etc will be of added advantage.

EXPERIENCE AND SKILLS
Essential
  • At least 3 years progressive experience in planning and implementation of school-based health and nutrition programmes.
  • Ability to speak the local language Luganda fluently is a strong requirement.
  • Ability to ride a motorcycle (Honda XL 125).The candidate must be having a valid riding permit and willing to ride a motorcycle.
Desireable
  • Thorough understanding of Save the Children working principles and approaches of Child Participation, Child Rights Programming, Partnership, Child Safeguarding, Zero Tolerance, Monitoring and Evaluation, Programme Integration etc.
  • Demonstrable financial, planning and budget management skills a MUST. Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Demonstrated knowledge of international and local policies and frameworks relating to their thematic area is a must.
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Excellent time management and planning capacity
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Computer literacy and excellent documentation skills are a must.
  • Availability and willingness to work extra hours during times of humanitarian responses.
  • Experience of working with local partners and District Local Government in Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection is an added advantage.
  • Strong analytical skills and strategic planning abilities.
