UCD SUPERLEAGUE

LIST OF RULES FOR SEASON 2010/2011

1.The affairs of the Superleague ("the League") shall be vested in and under the control of the Superleague Committee ("the Committee") who shall be responsible for the ongoing organisation and decision making process of the League.

2.Registration

(a)Players shall be registered only on forms to be supplied by the League. A bona-fide player of a team is one who has signed a League Registration form, has paid the appropriate registration fee and is otherwise qualified. A player is eligible for a match if his registration form has been in the hands of the League Secretary two clear days prior to the official time of "kick off" of such match. ANY PLAYER WHO HAS NOT SIGNED AN OFFICIAL REGISTRATION FORM WILL NOT BE ELIGIBLE TO PLAY IN THE LEAGUE.

(b)No player can be registered to play (or play if not registered) with more than one team in the League or for any other Club affiliated to the Leinster Football Association if registered with the Team in the League. In the event of a breach of this Rule, the Player(s) shall be suspended for a period of up to four matches and/or fined a sum of up to a maximum of €25.00 for a first offence. In the event of more than one breach of this Rule the Committee may impose whatever sanction it deems fit.

(c)Any team which fields a player who is not registered on an official registration form for the current season may be subject to whatever sanctions, including expulsion, the Committee shall deem appropriate.

3.Applications to register additional players will not be accepted after the 31st of January 2011.

4.Applications to register a team in the League will not be accepted unless there is at least 16 players registered with the team in question.

5.Transfers

A team wishing to transfer to another League at the end of the season must obtain a transfer on an official form (supplied by the Leinster Football Association) and it must be signed by an authorised team official and by an authorised official of the League the team proposes to enter. Such request must be made on or before the 1st of May in any Season.

6.Affiliation

All teams in membership of the League must pay an affiliation fee to the Leinster Football Association. The amount of this affiliation fee shall be determined at the Annual General Meeting of the Football Association of Ireland every year.

7.Punctuality, Suspensions etc

Any team which fails to show up for its allocated match without the prior permission of the Committee may, at the discretion of the Committee, be expelled from the League. In the event of the offending team not being expelled they shall be liable to a fine to be determined by the Committee.

8.(a)In the event of a team not being out on the pitch ready to commence it's game any later than 15 minutes after the scheduled kick-off time, the Referee may at his discretion award a walk-over to the other team. The Referee's decision in this regard shall be final. The offending team shall be liable to a fine of €50.00 together with the payment of the Referee’s fee.

(b)In the event of a walk-over, half the Referee's fee must be paid by the team who receives the walk over and the offending team will be fined €50.00 in addition to having to pay the other half of the Referees fees.

(c)Any team which is found guilty of unruly or unsportsmanlike behaviour shall

account to the Committee and may be subject to a fine or expulsion at the discretion of the Committee depending on the gravity of the offence committed.

(d)In the event of neither team being on the pitch 15 minutes after the scheduled kick-off time and if the Referee, whose decision in this regard will be final, refuses to allow the game to proceed, neither side will be awarded the points but the match will be deemed played.

In this situation, the referee's expenses will be met by both terms in the normal fashion and both teams shall be liable to a penalty to be determined by the Committee.

9.In the case of an alleged assault on a referee or an official linesman the player in question shall stand suspended from the moment the alleged offence is committed. He shall not play or take part in any match organised by the League until the matter is dealt with.

10.Protests

Protests must be received by the Secretary of the league to Diarmuid McNally, 18 Granville Road, Blackrock, Co. Dublin by registered letter bearing post mark within four days (Sunday excluded) after the cause of the protest accompanied by a deposit of €30.00 which shall be forfeited in all cases where the protest has been withdrawn or rejected. A copy of the protest must also be sent to team concerned post marked within four days (Sunday excluded) after the cause of the protest. All protest fees must be forwarded by postal order, money order or cheques to cover the amount and they must be fully crossed otherwise the protest will not be entertained.

11.Appeals

All decisions of the Committee may be appealed to the Executive Committee of the Club by forwarding the Appeal together with a cheque/postal order for €25.00 to the Secretary of the Club Richard Shakespeare, 99 Foxrock Park, Dublin 18 by registered letter, bearing post mark within four clear days after the date in which the notification of the Committees decision was sent to the Appellant. A copy of the Appeal must be forwarded by registered post within the same period to the bodies against whom the Appeal has been lodged. All decisions of the League or/and the Executive may be appealed directly to the Leinster Football Association in accordance with the Rules and procedures laid down by that Association.

12.If, through any cause whatsoever, a match has been abandoned before the completion of the full ninety minutes, the Committee shall have the power at it's discretion, to allot the points according to the goals scored at the time of such abandonment or to order the match to be replayed in it's entirety, on a date convenient to the League.

13.Suspensions

Any player sent off the field of play by the Referee will incur an automatic one match suspension which shall apply to his teams next game played in the Superleague. However, the Committee, having read the Referee's Report may at it's discretion, decide to impose a further penalty. In the event of the Committee deciding to increase the automatic suspension and/or fine, the player concerned or his Captain will be informed as soon as possible.

Any player suspended may appeal his suspension to the Executive Committee by submitting his grounds for an appeal together with an appeal fee of €25.00 by cheque or postal order (which shall only be refunded if the appeal is upheld) for the attention of the League Secretary within four days (Sunday excluded) of the sending off and the decision of the Committee and ultimately to the Leinster Football Association. The decision of the Executive Committee can be appealed to the Leinster Football Association.

14.Any team requesting a postponement of a fixture must inform the League Secretary or a member of the Committee of this at least 10 days prior to the match in question. Each request for a postponement will be considered on its individual merits. Postponements may not be granted if this procedure is not followed.

15.General

In the event of the two or more teams in first position being level on points at the end of the season, a play-off/series of play-offs will determine the winners of the League. In the event of a playoff between two teams finishing level a period of ten minutes each way extra time and penalties (if necessary) will be played to decide the outcome unless the Committee and both teams are in unanimous agreement to play another match to decide the outcome. In the event of two teams finishing on the same number of points in second position, the result of the match between these two teams in the League shall determine which team finishes second. In the event that the result of the match between the two teams was a draw, goal difference shall be used to decide the team that finishes in second place. In the event that goal difference is identical, the team which has scored more goals shall be deemed to have finished in second place.

In the event that two or more teams finish equal on points in second position, goal difference shall be used to determine which team is deemed to have finished second. In the event that goal difference is identical the team which has scored most goals will finish in second place.

16.All matches shall be of ninety minutes duration. However, in the event of a tie after ninety minutes in a knock out competition there shall be a 20 minute period of extra time followed, if necessary by penalties in accordance with F.I.F.A. regulations.

17.A team may nominate five substitutes, the names of whom must be stated on the match card and handed to the Referee before the game, of which five may be used during the course of the game. Once a player has been substituted he` may take no further part in the game.

18.Three points will be awarded for a win and one point for a draw in all League matches.

19.In the event of a walk over being granted in respect of any fixture, the score shall be declared as a three-nil win in favour of the team being granted the walkover.
