Policy Objective
(A)To insure children in all sports offered by West Kempsville Youth Athletics (WKYA) receive a minimum amount of playing time.
(B)To insure consistency with the association philosophy of placing participation ahead of competition.
(C)To override the policy of the City of Va. Beach Recreation Department when WKYA policy affords the child more playing time.
(D)To set guidelines for reducing playing time as a form of discipline.
Policy
All children, as participants of West Kempsville Youth Athletics (WKYA) will be afforded the minimum amount of playing time as directed in the following guidelines:

WKYA assigns the minimum number of players to a team in an effort to allow coaches flexibility instituting the minimum play policy, provide more playing time for the children, and provided the coach enough players to field a team with a reasonable number of absentees.
Responsibility
All coaches are responsible to manage their contests while implementing the minimum play guidelines as described below. Failure to follow these guidelines is considered misconduct, not in the best interest of the children, and is grounds for expulsion from WKYA. In the event a coach is removed from WKYA as a result of not enforcing minimum play guidelines, the WKYA Misconduct Notice will be forwarded to the City of Virginia Beach Department of Parks and Recreation for a matter of record.
Minimum play guidelines
Division: Tee Ball
Players will play the entire game in the field and in the batting lineup.
Division: Coach-Pitch Baseball
Players will play three (3) consecutive innings in the field. All players in attendance are included in the batting order. Insert tardy players at the end of the batting line-up if they arrive after the game begins. Coaches will make field substitutions no later than the 4th inning.
Division: Jr Farm Baseball
Players will be included in the batting lineup for the entire game and two (2) complete innings; six (6) consecutive outs in the field. Players on the bench must be placed in the field no later than the 3rd inning.

Division: Sr Farm Baseball
Players will be included in the batting lineup for the entire game and two (2) complete innings; six (6) consecutive outs in the field. Players on the bench must be placed in the field no later than the 3rd inning.
Division: Pigtail Softball
Players will be included in the batting lineup for the entire game and two (2) complete innings; six (6) consecutive outs in the field. Players on the bench must be placed in the field no later than the 3rd inning.
Division: Midget Baseball
Players will be included in the batting lineup for the entire game and two (2) complete innings; six (6) consecutive outs in the field. Players on the bench must be placed in the field no later than the 3rd inning.
Division: Intermediate Baseball
A player must play a minimum of two complete innings (6 consecutive outs) in the field and bat at least once. Must be placed in the lineup no later than the 4th inning.
Division: Senior Boys Baseball
A player must play a minimum of two complete innings (6 consecutive outs) in the field and bat at least once. Must be placed in the lineup no later than the 4th inning.
Division: Pre-teen Softball (Slow and Fast Pitch)
Players will be included in the batting lineup for the entire game and two (2) complete innings (6 consecutive outs) in the field. Players on the bench must be placed in the game no later than the 3rd inning.
Division: Junior Girls Softball (Slow and Fast Pitch)
A player must play a minimum of two (2) complete innings (6 consecutive outs) in the field and bat at least once. Must be placed in the lineup no later than the 4th inning.
Division: Senior Girls Softball (Slow and Fast Pitch)
A player must play a minimum of two (2) complete innings (6 consecutive outs) in the field and bat at least once. Must be placed in the lineup no later than the 4th inning.
Minimum play guidelines (cont)
Division: PeeWee Flag Football
A player must be in on an entire sequence of plays on either defense or offense. This also applies to the kickoff and receiving teams. At the change of possession any players on the bench must rotate into the game for an entire series.
Division: Jr Flag Football
A player must be in on an entire sequence of plays on either defense or offense. This also applies to the kickoff and receiving teams. At the change of possession any players on the bench must rotate into the game for an entire series.
Division: Sr Flag Football
A player must be in on an entire sequence of plays on either defense or offense alternating. This also applies to the kickoff and receiving teams. At the change of possession any players on the bench must rotate into the game.
Division: Tackle Football (Midget and Intermediate)
All players must participate in four plays during the game.
Division: Volleyball (All Levels)
All players must compete in one complete game no later than the second game of the match.
Division: PeeWee Basketball
Every player must play at least two (2) full quarters, one (1) per half.
Division: Farm Basketball
Every player must play at least two (2) full quarters, one (1) per half.
Division: Pigtail Basketball
Every player must play at least two (2) full quarters, one (1) per half.
Division: Pre-teen Basketball
Every player must play one (1) full quarter, first available quarter.
Division: Jr Girls Basketball
Every player must play one (1) full quarter, first available quarter.

Discipline Procedure
In the event a coach feels it necessary to discipline a player for non-attendance or other violation of team rules he/she should consult the Seasonal Sports Coordinator and receive approval before the game begins. The Seasonal Sports Coordinator’s decision will be final. In event of tardiness, the published rules for each league will address the remedy.
Medical Disqualification
Any player who is injured in a WKYA game must sit out at least one play. A suitable substitute may be inserted per game rules. In the event the coach wishes to ask for a disqualification of a player for injury the coach must get parent agreement. The game official will rule on the disqualification and that decision will be final and non-appealable.
