Proposed Area Background:

Targeted District Rajan Pur is one of the remotest and most backward districts of the Southern Punjab region of Pakistan. Inhabited by a large population living below poverty line, almost 70% of the population lives in rural areas in mud houses. The socioeconomic indicators characterize low level of human development in the region. Subsistence crop, livestock and poultry is the major source of livelihoods with off and on employment of skilled and/or unskilled labor on daily wages in the surrounding areas. Majority of the population living both in urban and rural areas faces extreme poverty and lack of access to basic life facilities for essential and dignified survival includingeducation, health, WASH, and alternate economic opportunities. The region is a worst example of discriminatory cultural and social norms enforced by the feudal few who consider themselves born to rule the rest of the population giving rise to high incidence of human rights violation. The vulnerable majority of marginalized groups particularly women folk is a rampant victim of protection cases. There prevails a sheer lack of awareness among masses regarding their basic human and social rights what to talk of humanitarian rights. There are social, cultural and economic barriers which prevent the vulnerable population to access development opportunities

The district on the whole is highly vulnerable to natural disasters particularly floods mainly hill torrent floods. UC Fetehpur is one of the UCs those are prone to hilltorrent flood in every year. SWRDO has been working with these communities since 2008.Proposed areas are located on the Suleman Mountain Rang (Koh-e-Suleman) in the west with an average height of about 10,000 ft. (3000 meters). Unoin Council Fetehpur is located on the border of Dera Bugti of Balochistan province. The government has not conducted a proper census after 1998 although analysts say that the population of proposed UC is 26471 people who live in more than 35 Chacks and 175 villages withTotal Households are 3276. Project will target to one Mouza/ big village of union council Fetehpur of Tehsile and District Rajanpur which usually affects once-twice yearly in a year by hill torrent floods, continuous floods increased the level of vulnerability of the area. people are living below poverty line & Poor of the poorest community is living there.

Proposed intervention will target to seven hamlet of one Mouza/village . Baloch tribes casts are living over there like Thurkhlani, Shalwani,Ghurkhani, Nehlani, Lund, Gurmani, Shekari and other . Due to cultural barrier people are living in cast wise and scattered living style . Each hamlet is specific to not more than one cast family/tribe. no girls school is existing Literacy rate of the area is 05% out of 100% and girls education rate is 0.5% out of 100%. only one non functional health center based for 26471 population. Residential of the area usually visit to government headquarter hospital and private health center when diseases are at extreme level.

As it is mentioned earlier that UCs situated in the west,UC Fetehpur is one of those most vulnerable UCs facehill torrents on annual bases the community of the said UC does not have capacity to mitigate risks or recover effectively, 2013 flood which added to the miseries of already vulnerable, deprived and marginalized communities who live in a vicious cycle of poverty.

Objective of the project:

  • Project will Assist 500 ultra poor family and specially focused to families headed by Widows, Orphan, disables, older through the provision of small livestock, swining mahince and poultry
  • Project aims to provide small live stock to 100 families and Pultry items to 300 and swining machine to 100 vulnerable families/women to develope small scale business to generate income for their economic empowerment.
  • The project will assist the family sector /women to recover from flood-induced small livestock losses and strengthen the capacity to maximize livestock production
  • Proposed activity aims to sustain economic assets of 500, Households through the restocking of small livestock, poultry & capacity enhancement on livestock management.
  • Project will assist to 500 vulnerable families / flood affected families in the Prevention of the spread of animal diseases through improved veterinary services, surveillance and awareness raising

Project Back Ground / Area Problems:

1: keeping in view the vulnerable situation of the area, Rapid need assesment and validiation exercise was conducted by SWRDO respectively inJan ,2015 . it is found communities had not yet recovered from the disastrous impact of the flood 2010 and 2012 that the flood 2013 played havoc with the lives and the livelihoods of the affected population. It posited gravest damaging impact on the most vulnerable population including female headed households. Flood washed away almost all the standing subsistence and cash crops rendering the rural farmer, tenants, sharecroppers and agricultural labour highly food insecure with damaged livelihood sources. 100% of the mud houses were completely destroyed. The available water resources along with other infrastructure were badly affected. This deprivation aggravated the prevalent protection issues for the most/extremely vulnerable households particularly those headed by women, embedded in the socio cultural and economic system of the society in this part of the region.

2: Almost more than one year passed to flood but the loss of animal has rise to the increased food insecurity , loss of income for most poor women. Most vulnerable households (female/child headed families ,those having elderly at risk, disable or a person with chronic medical situation) poorest of the poor farmers have received much larger shock of income and food insecurity due to distruction thier livelihood sources and loss of animal , as per findings 80% of the total population and 100% women are engaged with small livestock business at small scale level. Revival of these resources for the vulnerable and female headed families is the biggest challenge yet.

3.As per findings of the conducted need assesment peopleof the area is facing with two main acute problems and issues i.e non availability of safe drinking water & acute poverty including non availbility of sources to meet basic livelihood .They need external support to recover , they prioritiesed considered it essential to rehabilitation of their livelihoods & livestock and uninterrupted supply of irrigation water for income generation.

4.In the continuation of already conducted need assesment a validation exercise arranged in August, 2014 it is find out that local community adopted an alternative mode of drinking water and

use stored water through water pond source although it is not durable solution, and few of women got small livestock from landlords on 1/4th profit basis but it is nothing to generate thier income unless earning some hundred rupees after a long period i.e six month or year. there is no alternative way to initiate income generation activities untill unless external support to take step forward. it is essential to provide support for income geneation to meet thier basic livelihood

5.On the basis of above mentioned identified need by community, SWRDO collected returnable donation from individual donor and started credit program to start small scale business intervention for income generation ,project provided credit loan an amount of 15000 PKR to each family to run thier business whatever they are running agriculture , livestock, tickshops etc, credit is provided to 80 deserving families headed by male persons. For the implementation of credit project a proper mobilization and CO formation process was adopted at the moment follow-up meetings are continued to achieve desirable results of the project.

6. As 80% population of proposed project area is depended on Livestock and 100 % women of this area are affiliated with small livestock (Goats and Poultry) business, as per local practice these women get the animals/livestock from land lords on share basis, after the selling of these animal these women get their profit 1% out of 4%. which is not ecumenical.

7. Still There is highly need to work for the income generation of poor families and women.Proposed project would be part of credit project for the income generation of women and project will delivere stuff like small livestock or tick shop sale items would be not returnable.

Summary of the project:

project will target to selected villages of UC Fetehpur and its more than seven small hamlet of one mouza/village.

Proposed activity aims to sustain economic assets of 155 vulnerable families those have been affacted from flood affected Households through the restocking of small livestock & capacity enhancement on livestock management.

Project would be initiated through existing community organizations , female committees would be formed ,communities would be sensitised in regard to detail of project intervention its objectives and beneficiaries selection criteria , communities involvement and thier equal participation would be ensured and highly encouraged at every step and every stage, by following beneficiary selection criteria long list of beneficeries would be collected from community committees with the endorsment of community organizations, further verification of identfied beneficiaries will be done furhter validitation of data by door to door verification and random checking through different offical social mobilizers and monitoring officer. 07 one day trainings on livestock mangment and tick shop management would be provided to selected benficereis.

The proposed project will facilitate and support the most marginalized and extremely vulnerable families with full emphasis on women headed families. Project will also target those families who have been facing some sort of social, cultural and ethnic discrimination and or lack of mainstreaming in collective community development initiatives .project will exclusively target to women beneficereis through the provision of following assistance packages: i. Small livestock (2 pregnant Goats or goats with baby-ies), ii. Support for the establishment of Tick Shops.( sale itemsas per local need), capacity building training would be important part of assistance package.

The proposed project will be a great opportunity for neglected population of the area. It will provide a launching pad to SWRDOfor addressing the cultural, social and humanitarian project

Assistance packages along with technical training on improved livestockmanagement will directly benefit the extremely vulnerable households for income generation and revival of their livelihoods.

This project will leave fruitful impacts on women's income generation to fullfill livelihood need, freedom from violence. through small businesses and income-generating activities they will gain greater control over marketing.

By follwoing implementation plan monitoring of project will be ensured to get desired objectives. duration of the project would be six month. community organizations and community committees would be responsible for sustainability of project. SWRDO ensured follow-up and monitoring visits to beneficereis till one year .
