2. The minutes of the Parish Council meeting held on 11 July 2017 were agreed and signed.

Cllr Sally Davis stated that as both District and Parish Councillor, any views she expressed on
planning matters would be based on the information in front of the Parish Council.

6.1 TO CONSIDER THE FOLLOWING APPLICATIONS:
a) Holly Farm, The Green, Farmborough – 17/03186/VAR – Variation of condition 15 (plans list)
of application 15/04085/FUL (Erection of 2 no. new dwellings to the rear of the plot and
conversion of existing barn and cowshed to create 2 no. dwellings with associated works.
(Resubmission)
The Council’s decision is to provide comments only for this application. (9 voted in favour,
with 1 abstention)
b) Welbeck House, Bath Road, Farmborough – 17/03471/FUL – Erection of a garage extension
and a single storey front extension to the dwelling.
The Council’s decision is to SUPPORT this application, with comments. (9 voted in favour
with 1 abstention)
6.2 TO NOTE THE FOLLOWING RESULTS:
a) The Coach House, Kingwell Hall, Hayeswood Road, Farmborough – 17/02712/FUL – Erection
of ground floor extension to west elevation, north and south elevations, new hip-roof to
garage building and associated internal alterations and landscape works. (Revised
submission 16/01000/FUL).

6.3 OTHER PLANNING (referrals, enforcement, appeals etc.):
a) Crossway Stables, Bath Road, Farmborough – 17/00065/ENFAPL – Without planning
permission, the unauthorized erection of a timber glazed building, workshop and
basement.
An appeal has been made to the Planning Inspectorate on the following grounds: In the
event of this appeal being upheld, it is open to the Inspector appointed by the planning
Inspectorate to grant permission/consent for the development. It has been agreed that
the appeal should be dealt with at an Inquiry, date and venue to be notified.
b) Stop Notice – Land at Parcel 7259, Hayeswood Road, Timsbury with effect from 11
July 2017.
7. MEETINGS ATTENDED BY COUNCILLORS AND CLERK:
The Parish Clerk had attended the Parish Liaison Meeting on 12 July 2017 at The Guildhall
Bath. An update on the new Parish Charter had been given and request made for comments
from the Parishes. The Clerk has collated and provided a response. The Housing & Economic
Land Availability Assessment (HELAA) was discussed – workshops and briefing sessions are
being organized for September and an assurance made that Parish Council’s will be listened
to. The Community Infrastructure Levy (CIL) is being reviewed and streamlined. Paperless
Planning was discussed at some length, training and information sharing sessions had been
held in 2015 and a support web page created, which some Parish Council’s, including
Farmborough had not been made aware of, hence considerable problems. The main issues
across the county are the lack of broadband provision, downloading and accessing the
relevant planning documents, viewing and measuring plans on screen, and the poor
quality of many of the plans and drawings. There were requests from clerks for the intro-
duction of zip files and a clerks’ log-on facility but these are not possible due to the set-up
of the current system. BANES are working to ensure the web-site is more stable. The advice
from Dunkerton Parish Council, who have been using electronic planning for some time is to
not use the on-line measuring facilities as they are not accurate and there is usually a
disclaimer. Contact the architect or agent to request copies of the plans instead. (It was
agreed the clerk will request copies of plans if required.)
8. PLACEMAKING PLAN/HOUSING DEVELOPMENT BOUNDARY/OPEN SPACES:
The Green Space has been adopted.
9. FINANCE:
a) The following payments were approved:

The Council voted unanimously in favour of all payments.

10. MEMORIAL HALL:
An update was given on the work currently in progress. A grant had been received for £6,253.
The new heating system is being installed and an electrical upgrade taking place, both in
August 2017. Quotes have been obtained for re-decorating the Hall and having the floor
restored it is anticipated that both will be completed shortly.
The new Caretaker took up post on 1 August.

11. RECREATION GROUND/PAVILION/PLAY AREA MATTER:
a) Inspection report of Play Areas. Completed in July 2017, copy of report is now available.
b) Second clear up day at the Rec has taken place, including painting of the Pavilion ceiling.
An over-flowing septic tank was discovered which will need emptying, quotes to be obtained.
The new lawn-mower is a big success. One of the Cricket teams are interested in helping
with the tennis courts as a Project in October.
The Pig & Perry Event for the Community Shop had made £800.
12. HIGHWAYS/RIGHTS OF WAY/ALLOTMENT MATTERS:
Notification is expected for the closing of Old Lane for drainage works from 04 September
for the maximum of 6 weeks.
13. REPORTS BY COUNCILLORS/CLERK:
An update was given on the request for Kissing Gates.
The advert for Wailway Sleepers at the junction of Timsbury Road with the A39 needs to be
reported to Planning Enforcement.
The bench in memory of Graham Dall was discussed, and it was agreed to get the bench
ordered.
14. PROJECTS:
The list will be updated and circulated to all. Some progress is now being made.
15. NEIGHBOURHOOD PLAN:
A discussion was held following a request to re-vist the Neighbourhood Plan. It was agreed
an article should be drafted to go in the Flyer to ask for volunteers to form a working group.
The Council will whole-heartedly support the group, but the concept of the Plan is that it
should not be led by the Council, but should be a community effort.
16. CORRESPONDENCE/COMMUNICATION:
Thank you letter received from the Memorial Hall for the Section 137 Grant.
The Contract has been received for the red telephone box.
Notification from AON that they have decided to cease involvement with local Councils and
will therefore not be sending out renewal notices for insurance cover.
Correspondence received from the Land Registry confirming that the four areas of land
owned by the Council remain un-registered. They are no longer offering any assistance
with voluntary first registration of Parish Council land and advise that appropriate legal
advice should be sought. The Clerk will look into this.
