Municipal Auditing Services is the business tax auditors for the City of Hawthorne. We use Paychex for two reasons, (a) outsourced liability, and (b) ADP is too large to provide exceptional customer services, others too small to be effective.

A colleague shared your inquiry regarding outsourcing payroll. We are probably just a quarter step ahead of you – pursuing research along the same path. We are a small municipality of 40 FTE (about 65 paychecks.) I have pursued several potential options including partnering with a larger neighboring municipality, partnering with the county, working through a CPA firm, and outsourcing to a payroll service provider. We’re still in the analysis phase, but I’m leaning more each day toward the independent payroll service provider. Of the two mentioned most often – ADP and Paychex – we are getting much better reviews on Paychex. We recently had them do a couple of demos for us, and I was very impressed by their products and services. Though we are nowhere near a decision yet, my original goal was to explore the viability of outsourcing both payroll and A/P.
I would be interested in the results of your survey – if sharing those results is something you are able and willing to do without much trouble.

We are switching to a Time & attendance system from Novatime with the payroll processed through Payroll Solutions. We are expecting to go live in the first payroll in January. We have 70 employees & are looking to automate our time entry directly into a payroll file which is processed by Payroll Solutions & then fed back into our G/L system.
