MINUTES OF THE REGULAR MEETING OF THE GRYGLA CITY COUNCIL

AUGUST 9, 2004

The regular meeting of the City Council was scheduled to be held in the Civic Building at 8:00 p.m. The meeting was called to order, at 8:00 p.m. by Mayor Klein with the following council members present: Jeff Lund, Robert Thompson and Patti Johnson. Absent: Joy Nordby. Also present were Roy Lunde with Brady Martz, Lynette Jelle, Rose Aune, & Carter Torgerson.

MINUTES OF PRECEEDING MEETING

Motion made by Lund, seconded by Johnson, to approve the minutes of the City Council Regular meeting of July 19, 2004, and special meeting on July 26, 2004. Motion unanimously carried.

MONTHLY BILLS

Thompson made a motion and Johnson seconded to approve payment of all bills, carried unanimously.

Bill school for 2 loads of black dirt and 3 loads for apartment, rest for street.

ACCOUNTANT

Roy Lunde from Brady Martz gave us a bid for $3250 for 2004, $3350 for 2005, $3450 for 2006, with a 3 year contract. City needs to implement GASB34 this year and the cost will not exceed $1500 for the first year and by the third year there should be no expense. There would be an extra fee of $250 for the state reporting form if they do that.

STREET IMPROVEMENT

Make sure Mike Gast, Gary White, & Jim Hest are adjusted for the vacated street. Machinewell needs to be checked, might have to have a surveyor come in and measure Machinewell & MNDOT. Thompson made a motion to deed all city property in that area over to Machinewell and Garden Valley to square up lots for $10, Lund seconded motion, carried unanimously.

Thompson made motion to assess Woodrow Street with end benefits on last remaining 5 lots, on the west side, since there won’t be any additions to the city to the west, because of airport. Approve the Machinewell property along Esplee Street after changes are made to property, seconded by Lund, carried unanimously

COMMUNITY CENTER LEASE AGREEMENT

Community Center Lease Agreement was approved at the July monthly meeting, with the changes of no alcohol sold at CC unless by an establishment in the city that already has a liquor license through the city, and that there is a $100 deposit that will be returned if CC is cleaned to its original state, including the grounds outside.

GRYGLA WEBSITE

Rose put a question on the water bill to see if there would be any interest in either making payments by making it online or with an automatic withdrawal from checking or savings. So far there are a few interested in automatic withdrawal, but not much for paying online.

We can get our Code of Ordinance on CD in Word or WordPerfect for free, if we want to have it on our website we need it in folio and the company that did the ordinance stores it on their website and that would cost a one time fee of about $800 plus $200 per year storage fee. The council does not think that it would be wise to spend the money on that.

GAZEBO

Johnson is going to take some pictures of the gazebo in Mehnaga when she gets a chance.

JUNKED VEHICLES & YARDS

Rose needs to send a letter to James Bockwitz, Denise Cedergren, Peggy Haupt, Gene O’brien, Jackie Kjellberg, Bruce Amsbaug, Willy Smith, Harland Buck, and Owen Hagen to have them clean up their yards, or remove vehicles, or fix up or paint old building, houses, businesses, or storage sheds.

Larry Svenpladsen would like his garage taken down and removed. Johnson has received permission from Harland Buck to do some cleaning in his yard.

FALL FESTIVAL

Carter is getting helpers for clean up Saturday and Sunday morning after the dances.

METH ORDINANCE

Rose is to take a sample ordinance from Cambridge to Brian Rokke to look over and make the changes needed for our city.

CITY TRUCK

Carter has received offer for the city truck. Carter is to look around to see what it would cost to replace it. Lund made a motion and seconded by Thompson that if he can sell this truck for $3900 to go ahead, carried unanimously.

REVOLVING LOAN

Lynette Jelle was here for the Revolving Loan Committee and they have a request from Terry & Kim Cleven to purchase the Grygla Café. The total plan is for $72,000, which includes purchasing the building for $25,000, and upgrading equipment and making repairs with the rest. Committee recommends giving them $32,500 with the city as 2nd, besides bank on mortgage, with a 3% interest rate on a 10 year term. Thompson made a motion and Johnson seconded to go along with the Revolving Loan Committees recommendation, carried unanimously.

Grygla Sporting Goods would like to defer their payments until January 1, 2005 and then bring everything up to date at that time and continue with the normal schedule. Johnson made motion to defer on the conditions that they make payment to get caught up and give penalty if not paid, Lund seconded, carried unanimously.

DRIVING RANGE

City owns the land up to ditch by Tony Moe’s. Some people would like to see a ½ mile line driving range put on the west end of the city. Johnson is to talk to Jean Foss about funds from Beltrami that they might have available from Red Lake Game Funds. Thompson to check with organizations to see if they would be willing to help with getting this started. The city would be in charge of the up keep, since it is on city property.

ANNUAL FINANCIAL STATEMENT

Klein made a motion, seconded by Lund, to approve the annual financial statement, carried unanimously.

BUDGET MEETING

Budget meeting has been set for August 23, at 7:00 pm.

SOLD LOT IN KLEIN ADDITION

Connie Hagen and Hector Gonzalez purchased Lot 3 in Klein Addition. Putting the culvert is up to them and it can’t be plastic. They need to call Carter about the W&S.

DITCHING

We need to contact Duane Lian about ditching in trailer court. Need to feather off at Doris Cleven’s.

Lund made motion and seconded by Nordby to adjourn meeting, carried unanimously.

MINUTES OF THE SPECIAL MEETING & BUDGET MEETING OF THE GRYGLA CITY COUNCIL

AUGUST 23, 2004

The special meeting of the City Council was scheduled to be held in the Civic Building at 7:00 p.m. The meeting was called to order, at 7:00 p.m. by Mayor Klein with the following council members present: Joy Nordby, Robert Thompson and Patti Johnson. Absent: Jeff Lund. Also present Lon Aune & Rose Aune.

Nordby made a motion, seconded by Johnson, to approve the assessment roll as presented, carried unanimously.

Nordby made a motion, seconded by Thompson, to set the hearing date for the Public Hearing for September 13, at 7:00pm and the council meeting to follow, carried unanimously.

Thompson made a motion, seconded by Johnson, to set term of 20 years and 5% interest for assessments not paid in full by November 15, 2004, carried unanimously.

Johnson made a motion, seconded by Nordby, to approve the election judges: Pauline Sistad, Tammy Brateng, Gladys Amundson, Donna Teiglund, MarieAnn Verbout, & Doris Cleven with Glenn Teiglund as a sub, carried unanimously.

Nordby made a motion, seconded by Johnson, to take Jubilee Fund and add to Gazebo Fund, carried unanimously.

Johnson made a motion, seconded by Nordby, to change Code of Ordinance Fund to website use or legal matters, carried unanimously.

Johnson made a motion, seconded by Nordby, to transfer $17,000 from General Checking to Money Market account to bring funds up to date, and carried unanimously.

Nordby made a motion, seconded by Thompson, to pay council members $55 and Mayor $75 per regular meeting with an additional $10 if they show up at meeting, special meetings $10 in town, $20 out of town, carried unanimously.

Budget meeting continued afterward.
