Transition Arrangements
This qualification has been reviewed and replaced by the New Zealand Certificate in Bituminous Surfacing Construction (Level 4) with strands in Bituminous Mixes, Chipseal, and Slurry [Ref: 2686] and the New Zealand Certificate in Bituminous Product Manufacturing (Level 4) with strands in Binder Manufacturing Operation, Bituminous Mixes Operation, and Bitumen Spraying Operation [Ref: 2687].
The last date for entry into training programmes for the replaced qualification is 31 December 2015. The last date of assessment for the replaced qualification is 31 December 2018.
People currently working towards achievement of this qualification may either complete the requirements for that qualification or transfer their results to the replacement. However there are substantial differences between the new and the replaced qualifications, and it is recommended that candidates complete the qualification in which they are enrolled.

This qualification contains standards that replace or are used as substitutes for earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement or substitute standards – see table below.

Please note in addition to the above exemption for standard 1495, people transferring from the replaced qualification will be required to gain credit for standard 20449, and those holding credit for 13512 will be required to gain credit for standard 20445.

This national certificate is designed for experienced people responsible for operations at a batch mix or a drum mix asphalt production plant. The holder of the qualification is able to operate the plant, unsupervised.
The compulsory section recognises knowledge of asphalt production plants, materials used in hot mix asphalt production, safe procedures for handling, transferring, and modifying bituminous materials; and competence in first aid, emergency control, planning a confined space entry, and operating an asphalt production plant.
This qualification contains an optional standard that is not required for completion of the certificate. However, it may be necessary in some workplaces.
This qualification shares some standards withthe National Certificate in Pavement Surfacing (Bulk Bitumen Equipment) with strands in Gangbar Sprayer, Handbar Sprayer, and Tank Wagon [Ref:1427], the National Certificate in Pavement Surfacing (Single Site Supervision) (Level4) with strands in Asphalt, and Chipseal, and an optional strand in Temporary Traffic Management [Ref:1430], and the National Certificate in Pavement Surfacing (Hot Mix Asphalt Design) (Level5) [Ref:0467].
Special Notes
Award of this qualification may be used as evidence of competence for operators of asphalt production plants registered under the Roading New Zealand Asphalt Plant Accreditation Scheme. Roading New Zealandalso recommends this qualification for people who operate unaccredited asphalt production plants.
