Subject:Quotation for the purchase of Nephelometerwith accessories for the DBT research project

Sir,

Sealed quotation is invited in favor of Principal, UCMS, for lowest rate for the Nephelometer on or before 30-08-2012at 1:00 p.m. inRoom No-220, 2nd Floor,Department of Biochemistry, University College of Medical Sciences and GTB Hospital (University of Delhi), Dilshad garden, Delhi – 110095.

Terms and conditions:

  1. Quotations will beinvited in TWO PARTS duly sealed in separate envelopes for technical bid and price bid in prescribed format
  2. Sealed quotation submitted after the due date will be summarily rejected.
  3. Conditional quotations will be rejected outright.
  4. The technical literature on item(s) quoted must be enclosed.
  5. The certificate of Authorization from manufactures/Principal must be enclosed.
  6. The bidder must enclose attested copies of Income tax clearance/Sales tax/VAT clearance of previous two years.
  7. The quotation must include

a)The period by which the supply can be made if an order is placed.

b)Whether the prices are inclusive /exclusive VAT and other levies as applicable.

c)In case of imported items: CIF values and agency commission in case of prices quoted in foreign currency and/or Indian currency delivered at site should be indicated.

d)The prices should be indicated in figures and words.

  1. The items will be delivered within the college premises at the laboratory i.e. Room No. 220, 2nd floor, UCMS, free of cost and no cartage/freight will be paid.
  2. The rates quoted will be subjected to approval from Project Purchase Committee, Principal, UCMS, and DBT.
  3. The rates quoted will also be subjected to binding for a one-year time after opening of tenders.
  4. If after submitting the quotation the supplier withdraws his offer or modifies the same during the validity period, the full amount of Earnest money deposited will be forfeited.
  5. Warranty: The equipment should be covered by comprehensive warranty on site as per international standard or at least for 5year from the date of installation of instrument.
  6. Performance Security:Performance Security (on Rs.100/- non-judicial stamp paper) of 10% of the cost of the purchase order in the form of Bank Guarantee issued by a Scheduled Bank in favour of “The Principal, University College of Medical Sciences”. The performance guarantee shall remain valid till 30 days after the Warranty period.
  7. Supplier whose quotation is accepted will be required to furnish security money amounting to 10% of the quoted price. The security amount is to be paid in the form of bank draft only drawn in the favor of “Principal, UniversityCollege of Medical Sciences, Delhi”. No other form of payment e.g. bank guarantee, FD will be accepted. The security deposit will be refunded after the satisfactory completion of warranty period of the equipment otherwise security money will be forfeited and action as per rules will be initiated.
  8. A compliance statement showing whether the equipment quoted fulfils the specifications should be enclosed, if not the derivations should be indicated.
  9. The acceptance or rejection of quotation(s) will rest with the authorities of the College/DBT without assigning any reason. The college is not bound to accept the lowest quotation(s) and reserves the right to reject them.
  10. Pre-installation requirements should be clearly indicated. Free installation and demonstration and training of the equipment at site should be provided.
  11. The college reserves the right to change the quantity as per requirement.
  12. In case the date of opening of quotations is declared as holiday for unexpected reason, the quotation will be opened in the afternoon of the next working day.
  13. List of quoted equipment installed in the government organizations/Institutions/Universities is to be provided by the supplier.
  14. Payment will be made through letter of credit (LC) to the principal supplier/firm via nationalize bank (Canara Bank, UCMS & GTBH, Delhi) incase of imported items after obtaining the Invoice from the principal supplier of the instrument. Local firm/Indian agent or supplier will process all the necessary documents/paper/forms etc to be submitted in the nationalize bank after obtaining necessary authorization from the Principal, UCMS in order to open LC in favor of their original principal supplier/company. Merchant forward sell contract to be booked with Canara Bank, Foreign Department, Delhi through UCMS & GTBH branch immediately after releasing the order or at the time of opening the LC to protect any increase in the cost of foreign currency in comparison to INR
  15. Custom duty as applicable for government educational and research institution as per DSIR, Govt. of India; and insurance and other charges should be clearly mentioned and should be included in the total cost of the instruments.
  16. Custom clearance charges will be paid by the supplier or local custom clearing agent appointed by the firm/principal supplier and cost will be reimbursed after the installation of the instrument and submitting the bills. The tentative cost of custom clearance charges should be mentioned in the quotation separately.
  17. All the necessary documents with the signature of Principal/Authority of the institute for import of items as per concessional charges for government educational and research institutions for the import of the instrument should be processed in advance and keep ready at the time of opening of the LC. In case any delay in custom clearance the necessary damage charges will be paid by the local supplier.

The project purchase committee for the project entitled “Role of genetic polymorphisms of renin-angiotensin-aldosterone system on the reno-protective efficacy of angiotensin converting enzyme inhibitors in patients with diabetic nephropathy”sponsored by Department of Biotechnology, Ministry of Science & Technology (Govt. of India), PCN no. MED0712051 hereby decided to invite quotation in two bid system through display in the UCMS website and sending enquiry to reputed vendors for the purchase of a Nephelometer with the following specifications and terms & conditions:

Specifications for Nephelometer:

Bench top Nephelometer for rapid quantitative measurements of specific proteins in blood, urine samples using turbidometric principle.

  • Reaction chamber should be temperature controlled
  • Instrument should be highly sensitive and precise
  • Results should be reported within 30 seconds to 2 minutes
