1. General approach and framework:

The general aim of the training activities of the Pestalozzi Programme is to train education professionals to become multipliers for Council of Europe standards and values in education.

The work is based on three main pillars

-  Content: standards and principles as well as project results of the Council of Europe

-  Methodology: learner-centred, peer-training, collaborative work on issues of common concerns to find fit solutions for diverse contexts

-  Four-fold concept of competences development: developing sensitivity and awareness, knowledge and understanding, individual practice, societal practice

The Council of Europe has a long standing experience in looking into policies and practices, as well as developing teaching materials, setting thus a framework for facilitating learning and living together in a democratic environment. 10. Focus of the training activity:

Public awareness and information strategies are necessary on a general level, as well as are training mechanisms for the actors involved in that process. Implementing recommandations and policies (Council of Europe Convention on Human Rights, UN convention of children’s rights, etc.) implies a change of attitude.

The role of parents is crucial for the development of the child; parents should give the support their children need. In order to allow them to develop the skills and competencies they need, parents must be given the necessary support to assume their role (on-line training, networks, meetings, partnerships).

This seminar will set the framework for the presentation of examples of functioning partnerships in the educational field. This is crucial in our increasingly multicultural and multilingual societies. It will examine the issue of how to set up and maintain an effective and functionning partnership and dialogue between schools and parents, planting the seeds for a strategy of life long learning.

The concept of positive parenting will be developped; positive parenting contributes to the children rights dimension within the Council of Europe human rights imperative to abolish corporal and other psychological damaging punishments.

Seminar participants, one parents’ representative and one school head per participating country, will discuss these issues in order to come up with concrete methodological and didactic training approaches that can be used back home, especially in the field of social integration in the interest of the child in order to grant equality from an early age.

11. Objectives of the seminar and expected results:

Objectives of the seminar:

o  to get to know – in general terms – the school structures and bodies of parents’ school participation in different countries;

o  to explore the influence of other factors (cultural, religious, socio-economical…) playing a role in the participation of parents in the school life;

o  to understand the complementary roles of parents and education professionals;

o  to reflect and explore the values associated with the notion of Democratic Citizenship

o  to identify the necessary roles, responsibilities and communication mechanisms between parents and school structures in order to implement “Democratic Citizenship” in schools.

In particular this seminar aims to improve interaction between parents and education professionals in order to

-  analyse how policies can be carried out to favour children’s development and how to set up effective partnerships between education professionals and parents;

-  identify the complementary roles of parents and education professionals;

-  present examples of good practices from member States on cooperation related to the life within school, mainly the school climate;

-  explore different training mechanisms and approaches supporting parents (on-line parents training; family education as a support for positive parenting);

-  set up training materials on related issues.

12.  Outline of programme:

The following topics will be discussed at the European Seminar:

o  what are preconditions to install a positive school environment, favouring exchanges amongst the different educational actors (pupils, teachers, school administration, parents), thus raising educational standards of the school and of teaching

o  how favour intercultural dialogue in the school and in the classroom in particular

o  which competences can parents implement in order to favour a positive school environment

o  positive parenting: what help do parents need to set up and maintain contact with the school administration and teachers, as well as amongst pairs

o  the role of elected parents’ representatives in maintaining an efficient link between school and the out-of-school context

o  what communication mechanisms and networks can favour a permanent cooperation between parents and the school

o  exchange of good practice, etc.

Travel expenses:

Participants from the signatory States : travel expenses of those participants are covered by the Council of Europe according to the rules. Participants benefiting from reimbursement of their travel expenses are advised to consult carefully on the website the section about “Rules”.

Participants from Baden-Württemberg (8.ii): travel expenses of those participants are covered by Baden-Württemberg.

Participants from the Anna-Lindh-Foundation (8.iii): Travel expenses are covered by the Foundation.


Subsistence expenses:

Participants are the guests of the Academy of Bad Wildbad for the entire duration of the European Seminar. Any travel or activity, included in the programme of the European Seminar, will also be taken in charge by the host country. Participants will be provided detailed information on the trip to and the stay at the Bad Wildbad Academy together with their invitation letter.

16. Other information:

The success of the training activities depends on the commitment of all the participants. By accepting to participate in the Pestalozzi programme, participants and facilitators agree to participate actively and assiduously in all the phases of the activity.

Application form:

Candidates must send their application form duly completed to the National Liaison Officer of their country, who will, after approval, will send them to the Council of Europe. All information is available on the web site of the Pestalozzi Programme.
