EPSD SPORTS MEDICINE
EMERGENCY ACTION PLAN
The following Sports Medicine Emergency Action Planhas been carefully designed as a guide for use in athletic emergencies. Although intended for all school district facilities, it is recognized that site location and Athletic Trainer coverage, may create situations where it cannot be followed as suggested.
MEDICAL STAFF AVAILABILITY
To ensure appropriate coverage of 58 Interscholastic Athletic Teams, TheEast Penn School District (EPSD) Sports Medicine Department has designed coverage system based on cell phone communication.
EMERGENCY COMMUNICATION
A certified Athletic Trainer (ATC) will be available during all practices and/or competitions.

NOTE: The cell phone system is an EMERGENCY/SPORTS MEDICINE
COMMUNICATION SYSTEM. Cell phones are operational 24/7 for athletic department
needs. It is not to be used for general questions/conversations unless special
arrangements have been made with the Athletic Office.
These numbers should also be saved in each coach’s cell phone memory.
This system will prove itself invaluable. It will enable EPSD Sports Medicine to
provide efficient, timely management for injuries and emergencies. However,
it is up to the coach to use the system correctly and wisely in order to continue
the system’s effectiveness.
This system will be in effect on the first day of fall pre-season and will beutilized
throughout the entire academic year.
To better understand which Athletic Trainer is covering your practices and at what times services are available; please refer to the handout regarding the pre-season schedule given at the first staff meeting of the year.

IN-SEASON
The EPSD Athletic Trainers are on site during the academic year, Monday through Friday, starting at 2:00pm at the high school and 2:30pm at LMMS. Our athletic trainers are usually available to each individual training/practice site until the completion of the final practice/competition of the day. EPSD Sports Medicine has arranged for a team physician and ambulance to be on site at all home football games and on-call for all other interscholastic contests.
This system will be in effect on the first day of fall pre-season and will be utilized throughout the entire academic year.
Following the conclusion of daily events, the Athletic Trainers’ cell phones may be turned off. If you need to contact them please leave a voice mail and they will return your call at their earliest convenience. If you are involved in an emergency, call 9-1-1 to have the student transported to the ER.

EMERGENCY HEALTH INFORMATION
All insurance information is kept in the Athletic Office with a copy given to each Athletic Trainer and respective coach. Information is carried on ALL road trips by the coaching staff and/or athletic trainer. Please remember that this information is to be safeguarded at all times and is covered under Laws of FERPA and in some instances HIPPA.
EMERGENCY PROTOCOLS
In the case of an EMERGENCY (Head, neck/spine, dislocation, or fracture):
- Remain calm.
- DO NOT move the injured person.
- Call one of the athletic trainers.
- If an Athletic Trainer is not available, call 9-1-1 and give the dispatcher your name, location and specific directions to site (address), phone number of caller, exact nature of the injury, condition of athlete, and care being provided
- Stay on the line until you are sure the dispatcher has summoned an ambulance for you.
- Follow the dispatcher’s directions exactly as stated.
- Notify the athletic administrator.
- Take personal notes afterwards.
STEPS FOR EMERGENCY SITUATIONS WHEN YOU NEED TO CALL EMS

EMERGENCY EQUIPMENT

All athletic trainers are certified in CPR/AED. EPSD Sports Medicine has 7 AED’s available for use. Each Athletic Trainer carries a portable unit at all times, one (1) unit is located in high school sports lobby, another in the EPSD Stadium Field House, one (1) in the Eyer Gym Lobby and one (1) in the LMMS Auditorium/Gym Lobby. It should be noted that oxygen tanks are located in the AED boxes as well.

- TRANSPORTATION
Should an injury requiring emergency transportation be sustained during an event, priority will be given to ensure the appropriate medical staff remains on-site. An identified person (coach, administrator, or parent) will accompany injured student-athlete to the emergency facility. If an “identified person” is not available, an Athletic Trainer will accompany the injured person.

- NON-STUDENT-ATHLETIC MEDICAL CARE
Should a medical condition requiring emergency transportation occur to someone other than a student-athlete during an event, notification to appropriate event management and/or medical personnel is critical. The decision making process will take place as a joint effort between the Event Management Staff and Sports Medicine (when possible).
TYPES OF EMERGENCIES
MINOR:
Defined as ankle sprain, muscle strain, etc.
1. Ice the injured area at 20 minute intervals every hr for first 24 hrs.
2. Keep the injured part elevated (when possible).
3. DO NOT HEAT THE AREA!!!
4. Call one of the Athletic Trainers.
5. Ice the affected area (20 minute interval every hour for the first 24 hrs.
SERIOUS:
Defined as knee ligament, severe ankle sprain, etc.
1. Remain calm.
2. Ice the injured area: 20 minute intervals every hr for the first 24 hrs.
3. Call one of the athletic trainers.
CATASTROPHIC INCIDENT GUIDELINES:
The East Penn School District Athletic Department Catastrophic Incident Guidelines will be activated when the following incidents occur:
1. Sudden Death of a Student-Athlete, Coach or Athletic Staff Member
a. Death during competition, practice, or conditioning.
b. Death during travel (team or personal).
c.Non-athletic accidents (e.g. falls at home).
d.Unknown medical anomalies (e.g. heart attack, stroke, illness).
e. Victim of a crime (e.g. homicide).
f. Suicide.
2. Disability/ Life Altering Injuries
a. During EPSD Athletics participation and/ or travel, or non-athletic
activities.
b. Spinal Cord Injury resulting in partial or complete paralysis.
c. Loss of Paired Organ.
d. Severe Head Injury.
e. Injuries resulting in severely diminished mental capacityor other
neurological injury that results in inability to performdaily functions
(e.g. coma, post concussionsyndrome).
f. Diminished/or loss of speech, hearing, sight.
g. Loss of one extremity.
h. Loss of both extremities.
SUDDEN CARDIAC ARREST
DEFINITION/BACKGROUND INFORMATION:
Sudden Cardiac Arrest (SCA) is the leading cause of death in exercising young athletes and is defined as “sudden and unexpected loss of heart function”. The heart stops beating, the student-athlete stops breathing and collapses. The student-athlete may lie motionless or be convulsing. The underlying cause of SCA is usually a structural cardiac abnormality such as hypertrophic cardiomyopathy, “Marfan’s Syndrome” or coronary artery anomalies. “Commatio Cordis” is also a cause of SCA.
PREVENTION:
SCA prevention can be very difficult due to the fact that most student-athletes do not exhibit signs or symptoms until SCA suddenly occurs. The pre-participation examination can be helpful because it includes the completion of a standardized history form and attention to episodes of exertional syncope or presyncope, chest pains, a personal or family history of sudden cardiac arrest or a family history of sudden death, and exercise intolerance. Further research is needed to understand whether additional tests such as electrocardiograms and echocardiograms can be performed with acceptable cost-effectiveness and an acceptable false-positive rate.
RECOGNITION
Although SCA happens unexpectedly, some student-athletes may have
some of the following signs and symptoms:
- dizziness, fainting (syncope)
- unexplained shortness of breath, chest pains
- racing or fluttering heartbeat (palpitations), unexplained seizures
- fatigue (extreme tiredness)
Sudden Cardiac Arrest (SCA) should be suspected in any athlete who has
collapsed and is unresponsive. The student-athlete’s airway, breathing, and
circulation must be assessed immediately and heart rhythm must be
assessed using an Automatic External Defibrillator (AED). All EPSD Athletic
Trainers have portable AED units with them at all indoor/outdoor
practices/games. In addition, AED units are strategically placed inside
school district buildings (see p. 14)
