“Information about the work conducted by the Ministry of Internal Affairs and Regional Police Departments: Crime Prevention among Minors for the first half of 2003”

Juvenile delinquency decreased over the period of 5 months of 2003 in 68 out of 89 regions of the Russian Federation, as well as in the country in general (-14,2). There has been an increase in the number of crimes committed by juveniles in 21 regions of the Russian Federation: in Krasnodarskii Krai - 1021, (+9,3%), Astrakhanskaya oblast- 375, (+9,3%), Irkutskaya oblast- 1743, (+11,7%), Pensenskaya oblast - 355, (+25,0%), Sakhalinskaya oblast - 419, (+21,4%) and Ulyanovskaya oblast - 499, (+8,7%), Moscow -1274, (+2,9%).

In 70 regions of Russian federation the number of juveniles, against whom criminal proceedings were instituted decreased (in general in Russia – at 13,3%). On the other hand, in 19 regions the number of such juveniles increased in comparison with the same period of the last year: in the Republic of Karachaevo-Cherkessiya - 93, (+36,8%), Astrakhan Oblast - 372, (+13,1%), Belgograd oblast - 477, (+10,4%) Pensenskaya Oblast - 344, (+21,6%), Moscow - 1645, (+19,0%).

A mechanism for interdepartmental crime prevention among youth is not developed in the Republic of Komi, Mordoviya, Yakutiya, Hakassiaya, Chuvashiya, Belgorodskaya, Lipetskaya, Murmanskaya, Novgoradskaya and Yaroslavskya Oblasts, Nentzskii, Hanti-Mansiiskii, Chukotskii, Evenkiiskii and Yamalo-Nenetskii regions. In the above-mentioned regions the percentage of juvenile crime (60,0% - 90,0%) is much higher then that of Russia (52,4%).

There is need to change the way work on group crime prevention is organized. In 8 regions of the Russian Federation the number of juveniles, that committed crimes in a group, increased at 1,9 %. (In Russia decreased at 22, 1 % ) The number of such juveniles has considerably increased in Tiva Republic -105, (+54,4%), Pensenskaya Oblast, (-201, +24,8%) and Sverdlovskaya oblast -1546, (+15,3%), Taimitrskii region, -19, (+533,3%) and Moscow -799, (+7,2%).

The problem of alcoholism among juveniles also deserves attention. In 33 regions the number of juveniles-accomplices of the crimes committed under the influence of alcohol increased at 0,3% (Russia – decrease at 11,1%) with the most considerable increase in Kabardino Balkariya (increased three times), Karachaevo-Cherkessiya (+66,7%), Ulyanovskaya oblast, (+104,3%) Agino-Buryatskii (+166,7%), Komi-Permyatskii (+54,5%), Koryakskii (+71,4%) and Taimirskii (increased two times) regions.

In Moscow there have been registered 31 crimes committed by juveniles under alcohol (+34,8%), that is 72,1% of the number of such type crimes in the central federal region, and 25,0% - in the country in general.

Recidivism prevention work among juveniles is not effective. In 11 regions the number of repeat offenders increased at 6,5% (Russia - decrease at 20,9%). Krasnodarskii krai (+92,1%), Belgorodskaya oblast (+51,3%), Aginsko-Buryatskii (+233,3%), Koryakskii(+233,3%) and Taimirskii (+216,7%) regions.

Recidivism among juveniles is especially alarming. In the rebulic of Dagestan, Kalmikiya, Karachaevo-Cherkessiya, Mari-El, Mordoviya, Tatarstan, Tiva, Chuvashiya, Kaliningradskiya oblast, Magadanskaya oblast, Orenburgskaya oblast, Saratovskaya oblast, Smolenskaya oblast, Aginsko-Buryatskii, Koryakskii, Ust-Irdinskii, Buryatskii and Yamalo-Nenetskii regions practically each juvenile offence is a repeated commission. At the same time the percentage of repeat offenders in the country in general is 76,8%.
