OPENING OF MEETING:
Chief Executive Officer: Welcome to the Post Election Meeting of the thirtieth Council of the City of Brisbane. I, Colin Jensen, as Chief Executive Officer, Brisbane City Council, am authorised under section 25(2) of the Meetings Local Law 2001 to conduct and commence this meeting until the Chairman of Council is appointed.
May I especially welcome the newly elected Councillors attending their first Council meeting: CharlesSTRUNK, Councillor for Forest Lake Ward; Adam ALLAN, the Councillor for Northgate Ward; Kate RICHARDS, Councillor for PullenvaleWard; and Jonathan SRI, Councillor for The Gabba Ward, as well as all reelected Councillors.
I also welcome former Lord Mayors and Councillors of the City and other distinguished guests.
I declare this meeting of Council open and call on the Right Honourable the LORDMAYOR to commence the meeting with the civic prayer. Please stand.

LORD MAYOR: Almighty God, we the representatives of the citizens of the City of Brisbane are assembled here to strive and care for the welfare of our city and its people. Lord, we ask that you guide us in the decisions we make today. Amen.

PRESENTATION AND TABLING OF THE RETURNING OFFICER’S REPORT:
Chief Executive Officer: Councillors, I wish to report that in accordance with the Local Government Electoral Act 2011, nominations for the position of Lord Mayor and for 26 ward Councillors were called by the Returning Officer by notice of election for an election date of 19March 2016.
At the close of nominations, at noon on Tuesday 16 February 2016, the number of nominees for each position exceeded the number required. In accordance with the Act and the Local Government Electoral Regulation 2012, a poll was conducted on 19 March 2016.
The Electoral Commission of Queensland has published the declarations of polls on their website, confirming the conclusion of the election on Monday 4 April 2016 and the names of each candidate who has been duly elected. A copy of those results are tabled.

THE MAKING OF DECLARATIONS OF OFFICE:
Chief Executive Officer: Councillors, before taking your Declarations of Office, I wish to point out that I have already taken a Declaration of Office from the LORD MAYOR and I table that declaration.
Councillors who have been unable to attend today's PostElection Meeting will give a Declaration of Office shortly.
In accordance with the provisions of section 169 of the City of Brisbane Act 2010 and section 241 of the City of Brisbane Regulation 2012, I ask that all Councillors, other than the LORD MAYOR, make the Declarations of Office as per the Forms of Declaration distributed on the desks and on the agenda. Councillors, please stand and repeat each line after me.
Making of Declarations of Office - Councillors
Each Councillor, other than the Lord Mayor, then proceeded to make their declarations of office in the following form in accordance with the provisions of the Cityof Brisbane Act 2010 and the City of Brisbane Regulation 2012:
I, having been elected as a councillor of the City of Brisbane, declare that I will faithfully and impartially fulfil the duties of the office, in accordance with the local government principles under the City of Brisbane Act 2010, to the best of my judgement and ability.

If you would now please sign the two declaration documents on your desk and leave them on your desk for collection at the conclusion of the meeting. I will then sign them and return your copy to you.
Councillors, I also advise that Councillor Angela OWEN-TAYLOR has requested that she be now known as Councillor Angela OWEN. This change will take effect from this point forward.

ELECTION OF CHAIRMAN OF COUNCIL, DEPUTY CHAIRMAN OF COUNCIL AND DEPUTY MAYOR:
Chief Executive Officer: Councillors the Meetings Local Law 2001 requires that the Chairman and DeputyChairman of Council be elected at the first meeting of every new Council. I now call for nominations for the position of Chairman of Council.
LORD MAYOR: CEO, I nominate Councillor Angela OWEN for the position as Chairman of Council.

As there is only one nomination, I declare Councillor Angela OWEN elected as Chairman of Council.

Chairman: LORD MAYOR and Councillors, I would like to thank you for your confidence in electing me today as Chairman of Council. I look forward to presiding over a Chamber where each of us, as participants in this civic process, engage in informed political debate, whilst respecting and observing the rules and traditions of this Council Chamber and show respect for all Councillors who participate in the democratic process.
The public expectation is that we, as Councillors serving the people of the Cityof Brisbane, will act with decorum, professionalism and a standard of behaviour which is respectful to the people who we represent and who we have been elected to serve. I intend to fulfil the role of Chairman of this Council in a fair and equitable manner and in accordance with the rules of this Chamber.
I would now like to call for nominations for the position of the DeputyChairman of Council.

Councillors, the next item of business is the appointment of a Councillor to be the Deputy Mayor of this City, pursuant to section 177(2) of the City of Brisbane Act 2010, and the Meetings Local Law 2001. I now call for nominations for the position of Deputy Mayor.

LORD MAYOR: Thanks Madam Chairman. I nominate Councillor AdrianSCHRINNER for the position of Deputy Mayor.

ADDRESS BY THE LORD MAYOR:
Chairman: I now call upon the Right Honourable LORD MAYOR of Brisbane, Councillor Graham QUIRK, to address the Chamber. LORD MAYOR.
LORD MAYOR: Well thank you very much, Madam Chairman, Deputy Mayor, Councillors, LadyMayoress, former Lord Mayor of Brisbane, MrsSallyanne Atkinson, the former Aldermen and Councillors, including current State Member, TimNicholls, to the CEO and officers of Council and ladies and gentlemen. Can I commence, Madam Chairman, by thanking the people of Brisbane for their support on 19March. The democratic process has been played out and we are humbled by the support that the people of Brisbane have given to this Administration.
At close of counting the lord mayoral vote for myself rested at nearly 60 per cent and LNP Team Quirk have been elected to the tune of 19 of the 26 wards. But regardless of majorities, regardless of the clear mandate that is there, we have a comprehensive program that has been outlined and it is designed to take Brisbane forward. I have always said that each administration must add to and build on the successes of previous administrations, regardless of their political colour. We live in a great city; we can be proud of where we live. We, as an Administration, will continue to strive to make Brisbane an even better city.
I want to congratulate all Councillors who have been elected by the people of Brisbane in their 26 wards across our city. So I wish each and every one of you great satisfaction and great success in the work that you undertake over the coming fouryear period. I particularly welcome to the Chamber our four new Councillors: Councillor Adam ALLAN in Northgate Ward; Councillor KateRICHARDS in Pullenvale; Councillor Charles STRUNK in Forest Lake; and Councillor JonathanSRI in The Gabba. I trust that you will find your time in Council both satisfying and fulfilling.
As someone who has been here for a few years, I would say to you that there is nothing more honourable that I can think of than to serve the people of this city. You will not please everyone, but as long as you serve to the best of your ability, you will serve our city well.
I congratulate those Councillors who will assume special responsibilities. We will be voting on these matters soon: the Civic Cabinet, the Chairman of Council, that we have elected, as well as the Deputy Chair of Council, the Deputy Chairs of committees, and I congratulate Councillor CUMMING on his appointment as Leaderof the Opposition. It is a role which carries with it a significant responsibility in this place and I wish you well over your coming term.
I want to take this opportunity also to thank all of those who stood as candidates, either for the lord mayoralty, or in one of the 26 wards. It is an Australian custom and tradition to knock those in public office, but having said that, when it comes to actually putting up your hand for public office, the number is often few. So I say to all of those people that have undertaken this very big commitment and in lots of cases putting their life on hold for the period of the election, thank you for standing up and being prepared to serve our great city.
I want to take this opportunity also to thank my Director of Strategy, GregBowden and also the whole of the campaign team. They did a tremendous job in difficult circumstances and I also thank my Chief of Staff, Cris Anstey, and my team in the Lord Mayor's Office for their service and commitment over the last four-year period.
I want to also take this opportunity today to thank LNP Team Quirk workers and supporters who put in an enormous effort throughout this campaign and election day. It was a great effort by many, many people and the result we achieved is in no small way due to your efforts and I thank you.
Finally, I want to thank my family. My wife, Anne, as Lady Mayoress of this city, she spends an enormous number of hours in a voluntary capacity. She is out there mixing with all of those not-for-profit organisations, many of which we don't hear about, the less profiled not-for-profits and charities in this city and spends a lot of time devoted to looking through applications and making the grants available through the Lord Mayor's Charitable Trust and I thank her for that voluntary commitment.
