The Peace and Order and Public Safety (POPS) plan formulation

These were the general suggestions and reactions before the workshop:

  1. Key Result Area: Crime Prevention

Concerns:

  1. procure available budget in fuel and patrol car of PNP
  2. symposium of anti-drug abuse and protection of children and women from PNP, DSWD and including SB Committee
  3. the PNP should routinely ongoing and specified every activities
  4. the PNP should have periodic visit to Barangay Tanod Outpost
  5. Police attendance to all barangay assemblies
  6. Tanod and BPAT’s training
  7. The police especially the new must be aware of the municipal traffic ordinance, children code, computer shop ordinance
  8. Seminar to the assigned police

NOTE:

  1. Install mechanism and local ordinance
  2. PNP update of ordinance for enforcement
  3. Upload related ordinances on POPS to Jagna website (
  4. Installation of Local Governance Resource Center (LGRC) in every offices
  5. Installation of legislative tracking system
  6. Orienting police men and barangay tanod on local ordinances and checking
  7. Implementation of local ordinance by local chief and SB
  8. Meeting of kapitan with the LCE in every Monday , 3 pm

Concerns:

  1. Install tracking system
  2. Prepare and submit reports about raid on tokis
  3. Awareness of illegal gambling
  4. Regular seaborne patrol (Mayana, Lonoy, Can-uba and other areas which are distant from town proper), symposium

After this matter, we proceeded to the workshop by grouping and afterwards there was reporting and critiquing of different Key result areas.(This is 1 year plan for 2015 instead of 5 year plan)

  1. Key Result Area: Health and Sanitation

Concerns:

  1. Delivery attended by the hilots
  2. Teenage pregnancy

-Monthly tracking of pregnant women

  1. Absence of CR
  2. Presence of pig pens

-Household inspection

-Barangay ordinance and municipal ordinance

  1. MCP- Maternal Care Package

-MCP accredited, finished construction

Clarifications:

There should be a regulation and provision of barangay and municipal ordinance regarding pig pens.

Technicalities: regulation of pig pen but NOT prohibition due to livelihood of some people but the other has the right to live in clean air so the owner must have Philhealth certificate. The pig pen may be distant (20 meters away)

Main Concern: Presence of crimes in the municipality

Objectives:

  1. Minimize violators

-Regular report in the implementation thru tracking system

-Continuous campaign against illegal activities and report files and cases to court

  1. Tracking systems of implemented laws and ordinances
  2. Publication of local bulletin news paper
  3. Balik Rehistro Program (to be facilitated by LTO)

Main Concern: Presence of crime incidence, illegal activities and others

Objectives:

  1. Weekly visitation to barangays
  2. Sysposium on anti-drug abuse and violence against women and children
  3. Police weekly program over DYJP
  4. Police visibility patrol
  5. Periodic visit to barangay outpost
  6. Police attendance to all barangay assembly
  7. Tanod and BPAT’s training
  8. Regular MPOC meeting
  9. Seminar on BPOC
  10. Conduct best barangay evaluation and award
  11. Conduct intelligence and confidential operations

Clarifications:

The proposed duty hours of tanod– 12:00 m.n. to 3:00 a.m.

Somebody complain about police respondents when crime happen (police visibility)

  1. Key Result Area: Counter insurgency

There is no so much concern about this but still there must be objectives:

  1. Patrol operation
  2. Conduct pulong-pulong
  3. Activate training of BIN’s
  4. Intelligence gathering
  5. Police visibility in the port

Main concerns:

  1. No permanent judge assignment
  2. Lacks technical expertise on Katarungang Pambarangay (KP)
  1. Key Result Area: Fire Prevention and Protection

Objectives:

  1. Fire prevention and education
  2. Monitoring and evaluation
  3. Conduct fire safety
  4. Conduct drills and trainings
  5. Conduct fire planning activity
  6. Conduct pre incident survey to public, commercial establishments

Main Concern: Lack of awareness in climate change, hazards

  1. Key Result Area: Environment Protection

Main concerns:

  1. Grass fire
  2. Illegal logging/ cutting of trees
  3. Illegal treasure hunting

Objectives:

  1. Conduction of fire line
  2. Continuous IEC information environmental campaign conservation
  3. Organized bantay kalikasan
  4. Deployment of kalikasan forest ranger
  5. Strict enforcement of municipal ordinance

Clarification: the DENR is included in this concern

  1. Key Result Area: Community Development

Concerns: presence of illegal drugs, illegal gambling, gangsterism and others

Objectives:

  1. Eradication of drug addiction and gambling
  2. Proper regulation of child safety and security
  3. Reduce gangsterism in the municipality
  4. Educate parents on child rearing
  5. Increase job opportunities
  6. Increase community participation to LGU’s activities

Municipal Peace and Order Council (MPOC) Meeting

Concerns and additions from previous minutes

Matters arising:

  1. Provide signage in the road near the church (“slow down”, “no blowing of horn mass is going on”)
  2. Provide signage (“no loading”) near the CVIF and loading signage

Let’s proceed to the main agenda:

PNP reports:

  1. Jagna is generally peaceful.
  2. Secure two search warrants every month (the result must be positive)
  3. Reducing of gangterism

Business for the Day:

  1. Approval and Endorsements of 2015 IACPSP/ POPS is hereby adopted and approved by the mayor and seconded by somebody.
  2. 2015 Intelligence and Confidential Fund is hereby adopted and approvedby the mayor and seconded by somebody.

Other concerns:

  1. Getting of Clearance from association of transport group is complained because of expensive membership fee and there is no problem about getting mayor’s permit to travel and operate. (this is with regard to jeep/bus operation to travel)
  2. Street Children roaming around waiting in copra truck and they run toward the truck to get copra to be sold. This problem is PNP concern.
  3. Abuse of handed radio operation. (NDRRMC concern)

-Blocking the violator and abuser

-Frequency protection or create another frequency to minimize abusing
