1.Confirmation of Minutes
Confirmation of Minutes of the SeptemberMonthly Meeting of the Navan Electoral Area Committee held on Monday 9th September, 2013 at 9.30am in the Council Chamber, Navan Town Council, Town Hall, Navan, Co Meath.
The Minutes of the September Monthly Meeting of the Navan Electoral Area Committee held on Monday 9th September, 2013 at 9.30am in the Council Chamber, Town Hall, Watergate St, Navan, Co Meath, were adopted on the proposal of Cllr F. Deane, seconded by Cllr J. McHugh.
2.To consider matters in respect of Protocol Committee in relation to
Planning (in committee)
The Members considered matters in accordance with the Protocol Committee in relation to Planning (in committee).
Cllr. F. Deane asked for an update on the application for placing a KFC in Brews Hill. He was advised by D. Caffrey that a decision was due this week.
Cllr. J. McHugh asked about the application of Meath Accessible Transport Project Ltd. trading as Flexibus. D. Caffrey advised that the application had only been received and therefore he had limited information on same but would be happy to discuss the application further with Cllr. McHugh if she wanted to call to the Planning Department.
3.Correspondence & Matters raised by the Area Manager.
There was no correspondence or matters raised by the Area Manager.
4.To consider and if thought fit to recommend to the full Council the disposal of lands described in the Statutory Notice circulated pursuant to the provisions of Section 183 of the Local Government Act 2001;
Disposal of lands comprising of 11.595 hectares in the townland of Ferganstown and Ballymacon, Navan, Co. Meath to the Housing Agency/Housing & Sustainable Communities Ltd.
This matter was debated at length by the Members who were informed by Brendan Fulham, Administrative Officer, Housing, that the land in question had been bought in 2007 with two HFA loans totalling €20,552,422. Both loans are due to mature in 2014 and this would result in principle and interest repayments of approximately €1 million per annum. B. Fulham advised the Members that through the Land Aggregation Scheme, if approved by the Members, the lands would be transferred to the Housing Agency and the loans fully funded by the Department, therefore saving Meath County Council approximately €1 million per annum on loan repayments. He advised that the loans would remain in the name of Meath County Council and that the lands would still be available for public use in the future.
The land in question is currently being leased which is a requirement to avail of the Land Aggregation Scheme and the Members were advised these lands would continue to be leased.
The Members commented that it was with regret that they had to hand over control of lands that had been intended for Social Housing however, the current economic climate left them with little choice.
On the proposal of Cllr. F. Deane, seconded by Cllr. S. Jamal, it was resolved by the Members to recommend to the full Council the disposal of lands comprising of 11.595 hectares in the townland of Ferganstown and Ballymacon, Navan, Co. Meath to the Housing Agency/Housing & Sustainable Communities Ltd.
5. Notice of Question
5.1Notice of Question – Cllr. Francis Deane
“In relation to the Cairne Hill Reservoir when will the booster pump be installed on the Harristown Road?”
Cllr. Deane said that he had received a phone call from John Gilsenan, Executive Engineer, Water Services and was advised that these works were currently being costed.
6. Notice of Motion
6.1Notice of Motion – Cllr. Jim Holloway
“Considering the large volume of vehicular traffic passing through the village of Robinstown, Meath County Council will in the interest of safety for pedestrians, residents and motorists, provide significant traffic calming measures within the built up area of the village.”
This Notice of Motion was deferred due to the absence of Cllr. J. Holloway.
6.2Notice of Motion – Cllr. Francis Deane
That the two roundabouts on the N3 at Garlow Cross be names Dillon’s Bridge Roundabout and Soldier Hill Roundabout, following representations made to me by local residents.
This Notice of Motion was proposed by Cllr F. Deane and seconded by Cllr J. McHugh.
The Area Engineer advised the Members that he would refer this motion to the Transportation Section who in turn would send it to the NRA seeking approval for same.
6.3Notice of Motion – Cllr. Francis Deane
As there is considerable overgrowth in the vicinity of the river at WalterstownChurch which could potentially cause flood damage, I call on Meath County Council, Navan Area, to carry out clean up works before the onset of the winter.
This Notice of Motion was proposed by Cllr F. Deane and seconded by Cllr T. Reilly.
The Area Engineer advised the Members that he was aware of the issue and would act on same.
7. Any Other Business
- Right of Way at Blackcastle, Belcourt Estate is rat infested. Can this be cleaned up by the Council? (JMcH)
- Welcome to Navan sign on the Trim Road needs to be replaced (JMcH)
- Any update on Traffic Warden for new Educational Campus? (JMcH) – Will follow up with HR to see if they can give him a timeframes on when Dept. might respond (AR)
- Sign at Curtis’ Cross for Greenstar is impeding the view of motorists. Can this be moved back a little? (SJ)
- New ramp put down in St. Oliver’s Estate Kentstown is causing an issue (TR) – Works not complete as yet (MK)
- Request for report on recent fire in Tailteann (TR)
- Ongoing issue in BlackwaterPark with dog fouling and dogs not on lead (FD) – Signage has been erected and further signage will be erect at the entrance. Council have no authority over dogs not being on a leash. (MK)
