Post:Data Protection Officer to the Police and Crime Commissioners in Wales
Based at:Agile working supporting the four Police and Crime Commissioners in Wales.
Salary:£27,680 - £32,124
Responsible to:Chief Executive/Chief of Staff
Term:Fixed term for 12 months. This post is suitable for a secondment.
OVERALL PURPOSE OF JOB:
To ensure the four Police and Crime Commissioners in Wales meet their statutory obligations with regard to the General Data Protection Regulation.
DUTIES AND RESPONSIBILITIES:
1 To advise the Police and Crime Commissioners in Wales as to their obligations in respect of the General Data Protection Regulation.
2 To prepare the Commissioners teams for the introduction of the General Data Protection Regulation.
3 To make formal recommendations to each Commissioner as to whether their arrangements for complying with the new regulations are appropriate and to recommend further action as required.
4 To work with and advise the Commissioners teams to monitor compliance with the GDPR and other data protection laws, data protection policies, awareness-raising, training, and audits.
5 To advise the Commissioners in respect of their oversight arrangements of the four police forces in Wales as they apply to the General Data Protection Regulation.
6 T act as a contact point for the Information Commissioners offices
7 To represent the Police and Crime Commissioners at regional and national level in relation to matters relating to the General Data Protection Regulation as directed by the Chief Executive.
8 To engage with other Commissioners teams on key issues relating to General Data Protection Regulation.
8Work co-operatively with team members and colleagues, contributing positively and constructively to the achievement of team and organisational objectives.
9 Promote and comply with the Commissioner’s policies on equality, diversity, Welsh Language and health and safety both in the delivery of services and the treatment of others.
10Carry out any other duties as directed consistent with the nature, responsibilities and grading of the post.
MINIMUM CRITERIA FOR THE ROLE
The role requires applicants who can demonstrate (with evidence) skills in the following areas:
1 Educated to Degree level or equivalent, or have comparable practical experience
2 An appropriate level of knowledge, skills and experience to plan and manage the introduction of the General Data Protection Regulation to the four Police and Crime Commissioners teams in Wales.
3 Ability to interpret policy and legislation relevant to the General Data Protection Regulation.
4 Demonstrable IT skills including effective keyboard skills and computer literacy and proficiency in the use of Microsoft packages such as ‘Word’ and ‘Outlook’.
5 Ability to communicate clearly and concisely at all levels within the organisation
6 Be able to apply agile working principles and travel to various locations across Wales.
SKILLS REQUIRED:The successful candidates must be fluent in the Welsh language to level 3 as defined by the Welsh language Competency Framework.
The ability to fully utilise modern office technology.
Ability to work with minimal supervision.
Ability to work under pressure and meet challenging deadlines.
Ability to work as a member of a small team, but also alone when necessary.
Ability to interpret complex reports and associated outcomes

SPECIAL ATTRIBUTES:The postholder will have access to material of a secret, confidential and sensitive nature and accordingly will be the subject of security clearance status. The vetting procedure will involve enquiries of the applicant’s personal and private circumstances.
The postholder may be required to work occasional unsocial hours and should have flexibility and access to reliable transport to meet this requirement.

3 Staff employed directly by the Office of the Police and Crime Commissioner (under the direction and control of the Chief Executive), are, like those under the direction and control of the Chief Constable, employed under the Police Staff Council Terms and Conditions of Service. Any variations in policy and procedure operated within the Office of the Police and Crime Commissioner in comparison to the Police Force will be explicitly documented and approved by the employer in consultation with Unison.
4 In accordance with section 2(1) of the Local Government and Housing Act 1989 this post is a politically restricted post.
5 The post holder will be expected to demonstrate a minimum level of Welsh language skill to Level 3, as defined by the Welsh language Competency Framework.
