MPS SELECTION PROCESS FOR BAND A - PRINCIPAL ANALYST

Background Information

The selection process for this role is structured around the Integrated Competency Framework (ICF) Role Profile shown for the role of Principal Analyst. Irrespective of the seniority of current position, all internal and external applicants will be required to successfully pass the MPS Corporate Selection Process for Band A - Principal Analyst.

The selection process will consist of the following elements, which after submission of the application form are all discreet elements that may lead to an application being rejected.

Application Form:

  • All internal and external applicants will compete similar forms, which include the same four questions based upon the ICF Principal Analyst competencies.

Initial Paper-Sift:

  • The aim of the Initial Paper-Sift is to identify and reject applications that have failed the basic requirements of the advertisement (E.g. nationality, incorrectly completed forms)

Full Paper-Sift:

  • The Full Paper-Sift involves the Service assessing candidates’ response to the four questions submitted within their application against the ICF positive and negative indicators shown for the selected Behaviours.

Presentation/ Interview Board:

  • Prior to the actual Interview Board, all applicants for the position of Principal Analyst will be required to provide a presentation. The presentation will last 10 minutes, and will be based upon a specific question forwarded to candidates at least five working days prior to interview
  • Upon completion of the presentation, all applicants will be required to undertake a formal ICF Competency Interview Board. The interview will focus upon the behaviours outlined within the Information Pack.

Vetting/ Health Declaration:

  • It should be noted that the Vetting Level for this post will be above Counter Terrorism Check (CTC).
  • For this appointment you must be able to give regular and effective service. You will therefore be asked to complete a Health Declaration.
  • Subject to successfully passing the MPS vetting procedures and Health Declaration, the selected candidate will be offered the post of an MPS Band A’ Principal Analyst

BAND A - PRINCIPAL ANALYST- ROLE PROFILE

Role: The Principal Analyst will act as Head of Profession for the Intelligence Analyst and Intelligence Researcher roles across the MPS. The role holder will be responsible for delivering corporate change programmes to the intelligence analysis and research professions in line with the MPS Intelligence Strategy. This will include recruitment, training, professional development and ensuring delivery of the required products to corporate and national standards.

BAND A - PRINCIPAL ANALYST- PERSON SPECIFICATION

Candidates must be able to demonstrate a proven track record of managing and developing corporate Intelligence Analysis within a law enforcement environment. The role holder will also be expected to demonstrate the experience and ability to influence and ensure compliance with National Intelligence Model (NIM) and Management of Police Information (MoPI) Codes of Practice. Candidates will also be expected to have significant experience and proven ability to implement business change at a corporate level to deliver the required business benefits.

Information Communication Technology (ICT)

Computer and software skills are a core requirement of the Principal Analyst role. Training will be given in using specific software packages, but intermediate level ICT skills are assumed.

Job Purpose:

As police work increasingly gathers information to support deployment, monitor activity and understand success, so the requirement for researched and analysed data grows. Research and analysis is at the forefront of operational, tactical and strategic aspects of police work. A Principal Analyst will support the development of the intelligence analyst and researcher professions to ensure increasing demands can be met.

The Principal Analyst will act as Head of Profession for the Intelligence Analyst and Intelligence Researcher roles across the MPS. The role holder will be responsible for delivering corporate change programmes to the Intelligence Analysis and Research professions in line with the MPS Intelligence Strategy.

In order to undertake this role the Principal Analyst will work closely with the Director and Deputy Director of Intelligence to manage, develop and promote both the intelligence analysis and intelligence research professions within the MPS.

The role holder will have responsibility for managing, developing and promoting these roles, including recruitment, training, development and ensuring delivery of the required products tocorporate and national standards.

A Principal Analyst will be responsible for setting and implementing MPS research and analytical standards across the organisation, in line with national guidance and legislation. The role will be crucial in ensuring the MPS meets and works to National Intelligence Model (NIM) Codes of Practice. They will be responsible for gathering and promoting good practice within the intelligence research and analysis areas. In addition, they will be responsible for leading on an inspection and review function to ensure such staff across the organisation, work to MPS and national standards.

The role holder will provide advice and guidance to intelligence units and intelligence professionals in the use and development of research and analysis to meet local and corporate priorities.

The role holder will set corporate recruitment standards for intelligence analysts and researchers and coordinate the recruitment process alongside Workforce Planning to ensure all vacancies all filled. They will also be responsible for setting the training requirements and professional development for these professions. They will be responsible for coordinating the National Vocational Qualification (NVQ) in Intelligence Analysis and the retention strategy.

The role holder will be responsible for supporting the IT requirements of the MPS analytical and research communities by representing them as a customer of IT products to DoI and also the IT Training School to ensure training needs are addressed.

The role holder will be required to provide advice and quality assurance in the production of MPS intelligence products, notably the Corporate Strategic Assessment (CSA).

The role holder will be required to promote the effective use of intelligence research and analysis to inform tasking and coordinating processes in the MPS.

The role holder will also represent the MPS and engage at the national ACPO level to drive and support developments in the intelligence research and analysis professions across the country.

Knowledge, Skills and Experience:

Essential requirements of the role holder:

  • Must demonstrate a proven track record of managing and developing corporate Intelligence Analysis within a law enforcement environment
  • Demonstrate the experience and ability to influence and ensure compliance with National Intelligence Model (NIM) and Management of Police Information (MoPI) Codes of Practice
  • Demonstrate significant experience and proven ability to implement business change at a corporate level to deliver the required business benefits.
  • Knowledge of local and corporate analytical issues affecting policing at a National Level.
  • Experience and understanding of intelligence processes and the contribution of intelligence to tasking and coordinating processes and prioritisation of operational intervention.
  • Experience and understanding of the NVQ Intelligence Analysis process.
  • Have proven experience and ability to negotiate with internal and external stakeholders.
  • Experience and ability to form working relationships across command areas to meet objectives.
Communications and Working Relationships:

Senior MPS staff (predominately Cmdr to Assistant Commissioner/ Band B and above)

  • The role holder will devise, create, agree and communicate a strategic plan for the Principal Analyst role with senior members of the MPS that supports the MPS Intelligence Strategy. The plan will include responsibility for managing, developing and promoting, including recruitment, training, development and ensuring delivery of the required products to corporate and national standards.
  • Required to communicate on a regular basis with stakeholders such as the Assistant Commissioner SCD (Director of Intelligence) and Commander MIB, OIS and Training (Deputy Director of Intelligence) concerning analytical matters and the MPS Intelligence Strategy
  • Regularly liaise with ACPO Intelligence Leads for each Business Group who are responsible for supporting the implementation of the MPS Intelligence Strategy within their Business Group.
  • Responsibility for developing necessary Business Cases/ Funding for ACPO agreement for non-ISU resources required for the role.
  • Support the MPS Strategy Unit with quality assurance of the Corporate Strategic Assessment (CSA), which influences the MPS Control Strategy.
