NOTICE TO BIDDERS
Notice is hereby given that bids will be received by the City Clerk of the City of Pascagoula, Mississippi, at her office in the City Hall during legal office hours until 2:00 P.M. on Thursday, February 12, at which time all bids will be publicly opened in the Council Chambers of the City Hall and read aloud for the following:
Zinc Orthophosphate – Bid # 350
All bids shall be submitted in a sealed envelope addressed to the City Clerk of the City of Pascagoula, Mississippi. If a bid is submitted by mail, the post office address of the City Clerk is P. 0. Drawer 908, Pascagoula, Mississippi 39568-0908. If a bid is hand-delivered, the street address of the City Clerk is 603 Watts Avenue, Pascagoula, Mississippi 39567-4220.
All bid envelopes shall be marked "SEALED BID TO BE OPENED AT 2:00 P.M., Thursday, February 12, 2015", and if any envelope is not so marked, any bid contained therein will not be considered.
All bid envelopes must contain the bidder's name and mailing address on the face of the envelope and also specify the name of the bid item.
Specifications and bid information may be obtained at the office of the Purchasing Agent at 630 Delmas Avenue, Community Development Building, during legal office hours. The phone number is (228) 9386722.
The City reserves the right to reject any or all bids, to waive informalities and, when multiple items or supplies for a period of time are involved, to award bids on an item by item basis to separate bidders.
No bid may be withdrawn for a period of thirty (30) days after the above bid opening date.

ANNUAL BID #350
The City of Pascagoula is seeking an annual bid on Zinc Orthophosphate for treatment of the City’s water supply treated through our three water plants: Communy Water Plant located at 1103 Communy St., Bayou Casotte Water Plant located at 3604 Scovel Rd., and Criswell Water Plant located at 2511 Criswell St.
GENERAL:
The chemical must be in exact proportions as specified; no substitutes will be accepted or considered. Product must be delivered to specified water plant within a week of placing the initial order without additional charge.
SPECIFICATIONS:
Product Benefits:
Product must form a protective zinc orthophosphate film on mild steel, copper, lead and other metals to control corrosion.
Product Description:
Product must be a clear, colorless liquid with no foreign odor or materials.
Typical Values:
Product must have the following values:
Specific gravity @ 25 degrees C/15.5 degrees C - 1.57
Phosphate Content (as PO4) - 35 – 37%
Zinc Content (as Zn) - 11 – 13%
Zinc to Phosphate Ratio - 3:1
Lbs. per gallon - 13.1 – 13.3
Packaging:
The City of Pascagoula will order the product by the tanker load. Tanker must have ability to hold 3000 gallons.
Labeling Requirements:
The product must be labeled and have DOT CORROSIVE label as required by law.
Material Safety Data Sheet:
Bidders must submit an MSDS for product offered with bid. The successful supplier must provide an MSDS for product with each delivery.
Key Properties:
The product must be relatively non-volatile and stable at elevated temperatures.
Governmental Approvals:
The product must be NSF approved.
Sample Requirements:
A one-gallon sample of material bidding is required with feedrate to obtain a 1.0mg/L PO4 residual and must accompany bid.
Delivery:
Zinc Orthophosphate shall be delivered and pumped into the water tanks at Communy Street, Bayou Casotte, and Criswell Street in Pascagoula, MS, by tank truck as needed.
Contract Term:
The contract term shall be for a one-year period from the date of award, with options to renew, at the City’s discretion, up to four additional twelve month periods. Bid prices shall remain firm for the entire contract period, including any renewals.
All prices shall be F.O.B. destination.
Quantity:
The estimated bid quantity is 21,000 gallons. Approximately 3,000 gallons of Zinc Orthophosphate will be delivered to the Communy, Bayou Casotte, and Criswell Water Plants upon request.
The “estimated annual usage” of the product is expressly agreed to be an estimate only, and nothing herein shall bind the City of Pascagoula to purchase any specified amount of the product. It is also further understood that the City of Pascagoula shall not be obligated to purchase or pay for any product covered unless and until ordered and received by the City of Pascagoula.
Cancellation:
The City reserves the right to cancel the contract with the vendor due to vendor poor performance or vendor breach of contract. Written notice of cancellation of contract shall be made a minimum of thirty (30) days prior to the effective cancellation date.
Award:
Award will be made to lowest responsible and responsive bidder. The City reserves the right to award by item or total bid; to reject any and all bids, in whole or in part, and to waive informalities prior to making the award, whenever it is deemed in the best interest of the City.
Zinc Orthophosphate $______per pound with weight of 13.1 - 13.3 lbs/gallon.
Material delivered and pumped into tanks at specified locations without additional charge.
