6.Implementation of COOMET projects

6.1Finding out the needs of COOMET member-countries in training and probations (СООМЕТ 510/KZ-а/10)

­toperformin2015 theworkshoponcalculationandmeasurementsuncertainty (BelGIM, Belarus), the seminar within TC 2 “Legal Metrology” and the workshop within TC 4 on training on the basis of the modular approach.

6.2Training of specialists of measuring, calibration and testing laboratories. Module approach in training the specialists of calibration and testing laboratories: prospective of development and implementation of new training modules and broadening of cooperation between COOMET member-countries (СООМЕТ 518/UZ-а/11)

Decisions and actions:

­to ask the co-coordinator of the Project 518/UZ-а/11E. Ramazanova-Stopkinatosendthetrainingprograms for specialists of measuring, calibrating and testing laboratories with application of the modular approach to the TC 4 Members for information;

6.3Development and administration the database of COOMET RM (СООМЕТ 543/AM-а/11)

Decisions and actions:

­to take for consideration the information about completion of works on creation of the database of COOMET RM;

­toappoint the COOMET site administrator V. Bugaev (VNIIFTRI, Russia) in charge for technical support of the database of COOMET RM;

­torecommendtotheChairpersonofТC 1.12 “Referencematerials” (UNIIM, Russia) to appoint the TC 1.12 Secretariat in charge for the information filling of the RM database;

­to consider the Project 543/AM-а/11 constantly;

­toaskV. Bugaev (VNIIFTRI,Russia) to prepare the User’s Manual on the database of COOMET RM by15 February 2015;

­to support the offers of TC 1.12 about:

  • thenecessityofworkingoutoftheCOOMETDraftRecommendationR/RM/__:20__ “Rulesof filling-in of the COOMET RM DB Form” by the co-coordinators of the Project 543/AM-а/11 О. Kremleva (UNIIM, Russia)and representative of NIM(Armenia)by15 November 2014,with taking into consideration the proposals ofthe Working Group on the Project 543/AM-а/11 and the TC 1.12Members;
  • presentation of the final revision of the Recommendation for approval at the
    25th COOMET Committee meeting according to the set up procedure;
  • furtherinformationfilling of the COOMET RM DB with taking into consideration the provisions of the Recommendation;

­torecommendTC 1.12 “Reference materials” to consider the possibility of development of the COOMET RM classifier within a separate project at coordination from the end of TC 1.12 and participation of TC 4 “Information and Training” and TC 1.8 “Physical Chemistry” for the following application by the COOMET member-countries.

6.4The development of competencies and qualifications within COOMET for specialists and metrologists of measurement, calibration and testing laboratories on the basis of the modular approach. Intermediate results, the register of certificates (СООМЕТ 553/UZ-а/12)

6.5Development of recommendations for preparing documents certifying results of training, study course or upgrade of qualification within COOMET (СООМЕТ 597/BY-а/13)

­toapprovethedevelopedprojectoftheRecommendation “Procedure for preparing certificates of training, study visits and up-skilling within the framework of CООМЕТ” within the project 597/BY-а/13with taking into consideration the discuss;

­to recommend for approval at the 19thmeeting of the COOMET President’s Council and 25th COOMET Committee meeting the Recommendation “Procedure for preparing certificates of training, study visits and up-skilling within the framework of CООМЕТ”.

6.6Development of the Document on the procedure of using the COOMET logo(СООМЕТ 631/UA/13)

Decisions and actions:

­toasktheProjectcoordinatorP. NeyezhmakovtopreparetheFormof the coordinated Project 631/UA/13 and submit it to the COOMET Secretariatto carry out the procedure of transferring of the Project into the rank of approved one;

­toaskthecoordinatoroftheProject 631/UA/13 P. Neyezhmakov to develop the Draft COOMET Document of about the procedure of application of the COOMET logo in term till February 1, 2015;

­tochargetheTC 4 Secretariat to send the Draft Document to the TC 4 Members for approval, to actualize the obtained informationand to submit the approved Draft Document by the 12thTC 4 meeting.

7Metrology in medicine. Training on the basis of module approach of specialists-metrologists: medical clinical laboratories in accordance with ISO 15189:2012;on operation of items of medical use in accordance with ISO 13485;on operation of clean premises and environments related to them in accordance with ISO 14644 in order to provide traceability and reproducibility of the researches results

Decisions and actions:

­toasktheTC 4.3 MemberfromUkraineE. Ramazanova-Stopkinatoopena new project about training on the basis of the modular approach for the metrologists-specialists of medical laboratories;

­to charge the TC 4 Secretariat to include this Project into the TC 4 Work Program
for 2015-2017.

8DevelopmentoftheCOOMET web-portal for the purposes of e-learning. Presentation of the developed on-line training module to the standards series ISO 17000and the video-course for on-line editors of the COOMET web-portal

Decisions and actions:

­to work out the issue of responsibility for writing of the on-line training courses and technical support of their posting at the COOMET web-portal;

­to ask the Communication Expert, PTB Consultant J. Biere to finish the video-course for online-editors and post it at the COOMET web-portal.

11Preliminary results of the РТВ–CООМЕТ project “Support of the regional cooperation of member-countries of the RMO COOMET” and discussion of possible topics that are of general interest for the future project
