Minutes of the Parish Council Meeting held at 8pm on Tuesday 4th July, 2017

In the absence of the Chairman (Cllr Christensen), the Vice-Chairman, Cllr Whitlock, was asked to chair the meeting.

1.  Apologies for Absence

To receive and accept apologies for absence notified to the Chairman or Clerk

RESOLVED: That apologies received from Cllrs Christensen (prior commitment) and Berry (work commitment) be accepted.

2.  Declarations of Interest

To receive any pecuniary or non-pecuniary declarations of interest

To receive and agree any Dispensations

3.  Minutes of the previous meeting held on 6th June, 2017

RESOLVED: To accept and sign the minutes of 6/6/17 as a true record.

4.  Clerk’s Report

To receive a report/update from the Clerk on matters not on the agenda

·  The fair raised the sum of £2,447.50 which will be used to off-set overall costs.

RESOLVED: Chairman to suspend Standing Orders (adjourn meeting) to enable questions from the public and any reports from councillors.

5.  Questions from the Public & Reports.

To receive any reports from Parish, County and District Councillors.

·  Mr Andy McDougall (BCC Senior Infrastructure Co-ordinator) attended the meeting to give a report on his work and how he can assist the council with specific projects they may have. Discussion centred around highways improvements and also £80,000 available for a suitable project in connection with highway safety.

In terms of the 80k and the A413 crossing, the parish councillors will discuss options/alternatives regarding this funding at the next meeting in September. Another officer will also attend the September meeting with Andy McDougall. He has putting together BCC S106 project program and has also been closely involved with the crossing and TfB to ascertain deliverability and costs.

·  Cllr Crowhurst offered help to the parish council via his church organisation and asked members to speak to him if they had any thoughts on this.

·  Cllr Jones reminded everyone of the next addition of the Park News and asked for contributions for articles.

·  Cllr Whitlock reported on the work for the 20isPlenty initiative and plans are in place with the school to agree a suitable date within the next 2 weeks to promote the work.

·  Cllr Mrs Netta Glover sent the following report for the minutes:

National Award: Buckinghamshire County Council has been shortlisted for a national award following the introduction of a digital waste permit scheme. In Autumn 2016 postal waste permits were phased out and replaced with an innovative digital permit scheme. The new digital permits are projected to save £35,000 per year and remove the need to mail out 18,000 paper permits, which took up to three days to arrive. The new digital permit scheme is also expected to stop 79 days’ worth of calls to the Council’s contact centre. The County Council has now been shortlisted in the ‘Best Use of E-Forms’ category at theNational Paperless Awards 2017. The winner announced at on Thursday 6th July 2017 at an awards ceremony being held at the Royal Garden Hotel, Kensington, London. The digital permits waste was the first in the country to make innovative use of QR codes. Using the new digital system residents now instantly receive their permit via email and can present it on their smart phone to waste site staff, who simply scan the QR code. Grenfell Tower. No BCC buildings are affected. BCC held a two minutes silence in sympathy with the victims. Fly Tipping: Another person fined £5,000 – one caught on concealed camera fined £10,000 plus a suspended prison sentence for dumping asbestos. Aylesbury Garden Town: Interesting seminar last night at AVDC. The slides and documents are available for Anders to consult including one on the Vision which members might like to see. Ask Tracey Aldworth (AVDC) for copies.

6.  Co-option of Councillor

Council to consider any applications for the co-opted vacancy.

An application was received from Mr Brad Lemmon (a resident of Buckingham Park)

It was proposed by Cllr Whitlock and Seconded by Cllr Jones that Mr Lemmon be co-opted as a parish councillor.

RESOLVED: Unanimously, to co-opt Mr Brad Lemmon as a parish councillor for Buckingham Park.

7.  Developer Updates

To receive any updates from the Developers regarding adoption or maintenance

No update report but works continue

8.  Transfer of Open Spaces

To receive any updates on the transfer of open spaces via Developer/AVDC to BPPC

No update report but works continue

9.  Councillor Training

To consider arranging councillor training and who should provide this.

RESOLVED: That the Clerk (Keith Gray) carry out the Councillor Induction Training for new councillors and any current councillors that wish to attend. To agree a date in September 2017.

10.  Finances and Orders for Payment

RESOLVED: To agree and authorise the following orders for payment:

·  SWARCO MVAS Brackets £69.60

RESOLVED: To receive and agree the Councils Financial statements, income / expenditure report – Cash & Investment Reconciliation 31/5/17 copied to all councillors.

11.  Planning Applications

To receive, comment and to either object, support or oppose the following planning

Applications. To consider late applications presented by the Clerk.

All applications are sent to councillors electronically and cllrs should look at the AVDC website for details of all applications prior to decision at parish council meeting.

There being no further business of the Council, the Chairman closed the meeting at 8.50pm
