Job Purpose:
Working as an independent craftsperson and lead operative of a two person masonry team, the postholder is required to plan and prepare all works associated with the re-building and repair of highways, pavements and footways in both urban and rural environments. Determining the appropriate masonry methods, materials, site set up and health and safety methods to be utilised.
Principal duties and responsibilities:
1.  Undertake all associated works in relation to:
-  Re-building or repair of areas of the carriageway and footpaths using various materials i.e. hot or cold bituminous tarmac, cement, concrete, paving flags, block paviours, kerbs etc.
-  Installation and maintenance of street furniture i.e. railings, bollards, signs and sign posts.
-  Re-bedding or setting of all types of kerbs and ironworks.
-  Repairs/rebuilding of walls using different materials i.e. blocks, bricks, masonry etc.
-  Works or repairs required to all forms of surface water drainage systems.
2.  Ensure that the works for which this responsibility is retained are undertaken in accordance with all relevant method statements and risk assessments.
3.  Interpret instructions issued in relation to works required and assess the overall site to determine appropriate methods of work, materials and tools to be utilised in relation to the work to be undertaken and any associated additional requirements necessary in order to complete the works.
4.  Read drawings and plans. Identify underground services and plan and mark out services on site. Set out and erect tubular fencing where required.
5.  Be responsible for setting up the site, undertaking site specific risk assessments and establishing traffic management and safe routes for vehicles and pedestrians as necessary, by means of the erection of appropriate signs and barriers, together with their removal on completion of the works.
6.  Responsible for the overall planning and completion of the required works reporting any deviations required to the Supervisor.
7.  Provide solutions to adapt work to accommodate any problems which arise whilst on site.
8.  Undertake other such activities as may be reasonably requested by manager or supervisor.
Relationships: Responsibility for People – Supervision/Management:
The post does not have full responsibility for supervision, however as lead operative of a team of two, the postholder would plan the work for the team and instruct their work colleague to carry out tasks and undertake on-site training as appropriate.
Impact and Advising: Decision making, Planning requirements and Procedural context:
1.  Due to the nature of work, the post holder will be required to plan and prepare the workload for the team in accordance with timescales for certain works – works categorised on time limits i.e. Category 2 work to be completed within 7 days.
2.  On a day to day basis the post holder will be expected to rectify any difficult situations or problems encountered on site within given guidelines and specification.
3.  As lead operative, the post holder will be trained and have the authority to make on site decisions on all Temporary Traffic Management based activities. There are set legislative guidelines for this activity, failure to interpret this correctly could lead to road traffic delays/accidents.
4.  The postholder will undertake all site specific risk assessments and plan how to organise the work to be completed
Relationships: Communication / Nature of Contacts:
1.  As a member of front line staff the postholder will be expected to answer non contentious questions from members of the public and possibly town, community and county councillors. Contentious issues would be noted and forwarded to supervisor/manager.
2.  Liaise with public utility officers on site regarding location of utilities in work area as appropriate.
Job Working Environment:
1.  The post undertakes manual work requiring regular intense physical effort i.e. manual handling, manual excavation, constant use of hand and vibratory tools.
2.  There is occasionally a requirement for physical dexterity for the use of small tools to adjust and maintain electrical/vibratory tools.
3.  Working conditions will involve being outside exposed to all weather conditions and surroundings which are unpleasant – noise, dust, traffic etc.
4.  Work involves operating on live carriageways and dealing with materials and chemicals.
Person specification – Qualifications, Knowledge, Experience & Skills: / Essential / Desirable
1.  NVQ level 3 in Bricklaying/Masonry Work and post qualification work experience or equivalent practical experience within the building/highways construction sector.
2.  Possession of a clean driving licence (Any person passing test after 1997 would need Class ‘C’ licence)
3.  Relevant Traffic Management qualification to Sector Scheme 12D (T1 & T2)
4.  The possession of a relevant ‘Streetworks’ and CSCS card qualification
5.  Self motivated with the ability to work un-supervised.
6.  The postholder is required to be able to carry out such manual tasks as are associated with the role.
7.  Good communication and people skills.
8.  Experience in the use of plant and equipment relevant to construction and highway based activities.
9.  Ability to read drawings and plans in order to identify underground services, mark out services on site and set out steel tubular fencing if required.
10.  Ability to act independently and assess and decide on the best method of carrying out work
11.  Welsh language skills are desirable for all posts. / X
