The Board of Trustees of the Village of Spring Valley convened in regular session pursuant to adjournment of October 23, 2012 meeting.
A Roll Call being taken, the following were present and answered to their names:

The invocation was delivered by Deputy Mayor Desmaret.
Mayor’s Report
I would like to thank the Board Members, especially Trustee Delhomme, Trustee Gross and Deputy Mayor who were in transit during the storm Sandy. We worked diligently to bring services back to the residents of Spring Valley, and I would like to take this opportunity to thank the Police Department, we have Chief Paul Modica who almost got fried by a transformer. In Spring Valley it was very bad, no one expected that storm, so unfortunately some of the residents spent seven to a maximum of ten days without power. From day one I was on the phone with O&R constantly yelling and screaming for power to be restored, Trustee Gross was there with me and Trustee Delhomme was on the other side, helping people during the storm. I would also like to thank DPW for the job that they did during the storm and I thank them so much for that. We also had other organizations that helped with food, with coordinating shelters within the Village. We had HASCO, Konbit Neg Lakay, we also had the Red Cross at the William “Bill” Darden Center, and they helped serve over 300 people warm milk and provided blankets for them. This room was also utilized for a shelter, and we had a couple come, also at the St. Joseph Church across the street we had volunteers there helping serving meals to the needy. We will continue to assist them, at this point we are working with FEMA and I will encourage people out there if they have any damages to keep a log and whatever you feel that you should claim to your insurance company or through FEMA and we will assist you with that. With that being said we don’t hope for another storm; however I will present to the Board that we need another generator. Thank God that the Police Department purchased one earlier this year, and they were able to stay open. Even us in Village Hall lost power and were down for three or four days if I recall. So that is something as a Board I think we need to think about getting another generator for Village Hall itself, and also to start moving towards a proper shelter in case anything like this happens in the future, so people can have a proper shelter that they can go with their family members, not coming here or to the Civic Center. A decent place where people can go, I am hoping for that in my agenda and working with the Board to get that done for our community. I feel that it is desperately needed. To all of the residents of Spring Valley, thank you so much for your patience. I have had tons of calls from you and you were very understanding to work with me because you know that I am dedicated to serve and you were very patient with me. Although O&R took a lot of time before they could restore power, but I was with them every single day, even at 2:00 and 3:00 in the morning I was calling them on your behalf, and I thank you so much.

First, I would like to thank the Police Department also for doing such a good job. They took down the lines that could be utilized for some people, but not for others. There was a blackout for a couple of days, but all in all they did a great job. On behalf of myself and my neighbors who could not attend this meeting, I would like to publicly thank the Mayor and the Village Administration for following up on the issue of excessive large school bus traffic in our neighborhood. We have already seen a marked decrease in the amount of buses that are illegally using our streets as a cut-through to avoid traffic on Routes 45 and 59. We sincerely appreciate the Mayor’s and Village Administration’s dedication to enforcing these laws, laws that were designed to protect the residential nature of our streets, the safety of our children, and the air they breathe. We understand that these laws often cause inconvenience to the operators of these vehicles. For suffering this inconvenience, and dutifully following the Village Code, we would also like to extend our appreciation and thanks to the various bus operators for their commitment to ensuring safe and healthy neighborhoods in the Village of Spring Valley. I recently moved back to Spring Valley and I am very proud to see a growing vibrant Village. However, we must remember that with growth comes the responsibility, to grow responsibly. There has been a dramatic increase in the population of the Village from the time I was a boy growing up here. The traffic issue in our neighborhood and others like it is merely a symptom of that growth. The root cause of symptoms such as ours is the inadequacy of the State and County roads, such as Routes 45 and 59 to handle the increase in traffic. Several examples of this inadequacy can be found within the Village limits as well as in municipalities surrounding it. It is for this reason that I petition the Mayor to request the applicable State and County level resources to study this infrastructure problem and identify and execute corrective actions that will alleviate the burden on our businesses while protecting our neighborhoods.

I spoke to you later about putting sidewalks down, some kind of thing to keep the water from coming on Sherman Street and flooding our houses and I haven’t heard anything.

Well I did that and we approved the money. We need the gas company to mark the street. So they can’t do anything until they mark the street, but I am going to ask you to do something. Can you call them tomorrow?

Yes, that ‘s the gas company, because there is a lot (inaudible) for the past two weeks. They were extremely busy, so that’s why I didn’t bother with them. There were more important things for them to do. Therefore, I think for Spring Valley we are okay for now, but we can always call, can you come to Market Street, and they will come. The company is going to install the curbs. They can’t do anything until something happens. So that’s the reason for it.
