Meeting Minutes
September 2, 2014
OPEN: The regular meeting of the Atlanta City Council was held on Tuesday September 2, 2014 at the Atlanta Golf Course. The meeting was called to order by Mayor Fred Finchum at 7:30pm.
ROLL CALL: Mayor Fred Finchum, Billie Cheek, Matt Clemmons, Bill Moore, Amber Finchum, Bob Polley and Adam McVey were present.
Motion by Billie Cheek second by Amber Finchum to approve minutes as presented.

Motion by Bob Polley second by Matt Clemmons to pay all bills approved by their respective chairmen or as far as money allows.

Melanie Blankenship wanted to speak later when the Zoning Board of Appeals comes up.
Several residents were at the meeting to explain situations where Police were needed at night. Each resident explained the situation they had encountered recently with no officer on duty.
The Mayor explained that the City had a part time Police Department. He explained that costs would be very high to have full time coverage.
The question was asked if day time officers could work nights. The school was mentioned as a daytime need.
Dale Colaw reported on progress with the Water Easements. Progress was being made but it will be slow.
The Hildebrand property was the one where the most work was being done at the present.
Randy brooks gave his Golf Course report to the council. He was asked questions about course care, fertilizing and outings. These were addressed.
Mike Harrison reported on several projects that were taking place. Sidewalks, mowing, patching and drain work, was on going.
169 new signs and posts have finally arrived and that project will begin.
The Council took up the topic of the recent Zoning Board decision on the Babineaux variance.
The Mayor outlined the reasons for review of the action.
Greg Tucker explained the actions of the Board. He outlined the stipulations set forth by the Board. These included eave height and living quarters while the old house taken down.
Greg Tucker felt that changes needed to be made to update the code. It needed to be modernized in several areas to help growth.
Several issues unique to Atlanta were gone over by the City Zoning Officer.
Melanie Blankenship asked why this issue even came to the Zoning Board, it should have come to the Planning commission and the Council.
Dale Colaw objected to the decision and felt parts of it were illegal.
Alderman Bob Polley felt changes should be made to the Zoning code and that would help several areas of concern.
Several comments were made concerning the aldermen requesting more information.
The mayor reported on some changes with the railroad plans for the city. He was concerned that some previous commitments were not being adhered to.
The incubator project was entering its final phases. Final adjustments will be made to the project.
Alderman Adam McVey stated that he was glad that the Zoning Board came in.
The Mayor reported that Police Chief Pinney had been off for 2 weeks due to an injury.
Several properties were brought up that needed cleaned up.
Alderman Bill Moore asked who was responsible for ordinance changes. Zoning changes had to go through Planning Commission. He also asked that code books be up dated and given to the council.
Motion by Matt Clemmons second by Bob Polley to adjourn.
