2016/2017

MISSION: TO PROVIDE A DIVERSE AND QUALITY WORKFORCE THAT BEST MEETS THE NEEDS AND CHALLENGES OF THE SOUTHWEST MINNESOTA REGION.

VISION: TO BE THE ACCOUNTABLE CHAMPION FOR AN EFFECTIVE WORKFORCE DEVELOPMENT SYSTEM THAT IS APPROPRIATELY INTEGRATED WITH EDUCATION, BUSINESS, AND ECONOMIC DEVELOPMENT.

2016/2017 SW MN WORKFORCE DEVELOPMENT BOARD WORK PLAN

(BASED ON THE WIOA REGIONAL & LOCAL PLANS)

The Regional components are based on collaboration and partnership between Southwest Minnesota Workforce Development Board 6 and South Central Workforce Development

Board 7.

The Workforce Development Board (WDB) is responsible to assure that a diverse set of service delivery options are available for job seekers and business, including but not limited to:

  • Education of WDB 6 members and staff on the Workforce Innovation & Opportunity Act and implement/finalize transition to WIOA to meet required timelines, rules and regulations;
  • Develop necessary policies and advocate for resources to maintain the workforce system in WDB 6;
  • Assure that in-person consumer services are value added and cost effective;
  • Continue to explore and implement electronic/online systems to effectively deliver services;
  • Establish/maintain subcommittees to meet the requirements established in WIOA and advance the workforce system in WDB 6.

2016/2017 GOALS

  1. Develop a skilled workforce that supports regional business competitiveness and supports life-long learning.
  • Strategically engage with Regional and local Economic Development professionals to enhance job growth and employee development in Workforce Development Area 6.
  • Continue to be proactive in reviewing and developing opportunities for workforce development/education/private sector partnerships that will lead to the development

of a regional skilled workforce to meet job seeker and business needs.

  • Develop strategies to address employment disparities in Workforce Development Area 6 (WDA 6).
  • Advance career pathways as a system throughout WDA 6.
  • Focus on Adult & Youth services initiatives including: work-based learning opportunities (OJT’s, apprenticeships, transitional jobs; incumbent worker training; and registered apprenticeships); classroom training options; career awareness services; and job placement.
  • Continue to market and implement work-based learning opportunities (OJT’s, apprenticeships, transitional jobs; incumbent worker training; and registered apprenticeships) with businesses in WDA 6.
  1. Promote Southwest Minnesota’s Workforce Development Board/Workforce Center system as a champion and valued partner of workforce related services in WDA 6.
  • Function as a convener to communicate the value and importance of workforce system services, strategies and program outcomes with policy leaders, employers and other stakeholders to enhance their knowledge and support.
  • To have informed, educated and engaged Workforce Development Board members to ensure understanding, effectiveness and efficiency of programs and operations.
  • To actively participate, and as appropriate serve as sponsor/facilitator, in regional and local initiatives such as WIOA Regional Planning, career fairs, career expo, workforce development forums; business groups, etc.

THE PURPOSE OF THE SW MN WORKFORCE DEVELOPMENT BOARD:

  • Provide oversight to assure that the Workforce Center System in Workforce Development Area 6 (WDA 6) is responsive to the needs of job seekers and businesses in the region.
  • Provide policy guidance, exercise oversight and administer the operation, planning, design, and delivery of WIOA and other workforce development programs in WDA 6.
  • Promote partnerships and collaboration with business and other key stakeholders.
  • Develop a region wide strategy for services to youth, through the leadership of the Youth Council.

COMMITTEE STRUCTURE

EXECUTIVE COMMITTEE

Serves as the network of committee Chairs and Board Officers responsible for maintaining overall direction of Board and develop recommendations for the LWDB regarding organization, federal, state and local issues. Oversee the overall operation of the Board. Serves as the liaison to the Chief Elected Official Board.

YOUTH STANDING COMMITTEE

Serves as the standing committee which addresses local workforce development area youth services and partnerships to insure youth have access to the services they need to become self-sufficient and successful. The mission of the committee is to guide the coordination of services that fully develop the employment potential of youth in southwest Minnesota.

MARKETING/COMMUNITY AWARENESS

Serves to promote the southwest area and provide community awareness regarding employment and lifestyle opportunities.

DISABILITIES COLLABORATIVE

Provides a platform for agencies serving individuals with disabilities to share information and develop strategies to address the needs of the consumers.

CAREER PATHWAYS

Comprised of local board representatives, business, partners and other key stakeholders. The purpose of the partnership is to identify needs of business and develop customized training opportunities to address the identified gaps in labor force.

MANAGEMENT TEAM

The Core Partners (SW MN PIC; Job Service: Rehabilitation) make up the Management Committee. The committee is responsible for on-going program review; continuous improvement; and day-to-day operations of the WorkForce Centers. The committee is responsible for the development of the cost allocation plans for the Centers as well as the Memorandum of Understanding between the partners. The CAP’s and MOU’s are reviewed and approved by the LWDB.
