Job Description and Duties
This is one of two technical staff positions within the California Environmental Quality Act (CEQA) Unit in the ARB Legal Office. Under the supervision of an Assistant Chief Counsel, the incumbent will work closely with the other Air Pollution Specialist within the CEQA Unit and assigned attorneys to ensure ARB meets all requirements of the California Environmental Quality Act (CEQA) for all ARB proposed actions (regulatory and non regulatory proposals). The position acts as CEQA lead for multiple project proposals each year, working directly with ARB division staff to ensure that all procedural and substantive requirements of CEQA are met. This includes working with ARB division staff and assigned attorneys to determine the extent of environmental analysis required, researching and analyzing potential adverse impacts of a project, evaluating significance of any impacts, assisting staff with writing technical portions of environmental documents and responding to CEQA-related public comments, and ensuring all project timelines are met. For more complex projects, this position coordinates and manages a contract with an outside contractor that assists with preparing the environmental documents. The CEQA Unit lead also prepares all CEQA required notices, CEQA related presentation materials, and other required documents (e.g., no effect determinations from the CA Department of Fish and Wildlife or CEQA Environmental Filing Fee). The CEQA Unit also works closely with the Board Administration & Regulatory Coordination Unit (BARCU) within the Legal Office to integrate the CEQA process into the rulemaking process under the California Administrative Procedures Act.

Working Conditions
This position is located on the 23rd floor in a high rise building. Travel between ARB headquarters and other offices (including Southern California) may be required. Must be available to work overtime as necessary and when business needs warrant.

Candidates should have a desire to advance the underlying objective of ARB to protect and enhance California's air quality and address climate change. Candidates should have experience in dealing with members of the public, technical staff, and other public agencies, and should be familiar with the functioning of administrative agencies in State government.
Among other qualities, the most highly desirable candidates will have:
- Background experience or knowledge of the requirements of the California Environmental Quality Act.
- Experience preparing or reviewing environmental documents, ideally including analyzing the potential for adverse environmental impacts resulting from proposed regulations or plans.
- Strong analytical skills and ability to analyze scientific and technical data.
- Strong computer, organizational, written, and verbal communication skills.
- A demonstrated ability to work independently in handling multiple projects with tight deadlines and to respond appropriately to technical problems.
- An enthusiastic attitude, strong interpersonal skills, and be a strong team player.
