a. INTRODUCTION:
This position is located in the Joint Forces Headquarters—State, Logistics Directorate (J-4), Surface Maintenance Facility. The primary purpose of this position is to perform a variety of welding in support of maintenance activities.
b. DUTIES AND RESPONSIBILITIES:
(1) Performs welding duties using electric, acetylene, and/or inert gas shielded welding processes, pre-heating, brazing, head welding, tack welding, flame cutting, pressure welding, and heat treating.
(2) Uses templates, jigs, blueprints, and other guides to repair, modify, or fabricate metal items including repair of light or intricately made mechanical parts, which must fit in assemblies where close tolerances are required. Makes numerous types of joints using flat, vertical, horizontal, and overhead positions on light and heavy equipment such as axles, frames, gun mounts and components, carriers, tanks, metal decks constructed of a variety of weldable metals. Welds or reinforces heavy armor plate. Performs precision welding on jigs, dies, engineering and automotive equipment.
(3) Brazes dissimilar metals; flame cuts metal to size for fabrication, using regular welding equipment. Utilizes basic sheet metal tools and equipment such as a bender, press, roller, shear, and band saw to repair and/or fabricate a variety of equipment air conditioning and heater duct units, storage cabinets, and components for armored personnel carriers.
(4) Reads and interprets blueprints and sketches. Lays out, positions, and clamps work; selects type of rod and size of tip to accomplish weld. Determines heat necessary; adjusts equipment accordingly. Manually maintains proper speed, flame motion, tip and angle, and position of the welding flame to produce desired pattern.
(5) Performs other duties as assigned.
c. SKILL AND KNOWLEDGE:
-- Knowledge of a variety of manual welding processes (e.g., several different gas torches, various electric arcs including inert gas-shielded arcs or a number of both kinds of processes) to weld all types of commonly used metals and alloys.
-- Knowledge of a wide range of manual welding processes to accomplish difficult welds. This includes welds in hard to reach places that must meet close tolerances, strength, and other requirements; gas welding torch processes that involve oxyacetylene, oxyhydrogen, and other industrial gases; and arc and inert gas shielded processes using methods such as metal-arc, gas tungsten-arc.
-- Skill in making welds that require complete penetration and fusion of base and filler metals.
d. RESPONSIBILITY:
Works under the general supervision of the Allied Trades Supervisor who assigns work through verbal instructions, work orders, and inspection reports. Relied upon to determine work to be done and steps needed to accomplish the work. Plans and lays out work, determines working techniques to use, and selects proper materials for type of weld required. Work is reviewed upon completion to insure work meets specifications and accepted trade standards. Welds may be subject to tests and inspections. The supervisor is available for advice regarding unusual problems.
e. PHYSICAL EFFORT:
Work involves standing, walking, stooping, bending, kneeling, climbing, and crawling. Work may be done in awkward and cramped positions such as when welding in hard to reach places. Frequently handles objects weighing up to 40 pounds and, occasionally, objects weighing up to 50 pounds. Lifts and carries heavier items with assistance.
f. WORKING CONDITIONS:
Work is performed inside and outside, sometimes in bad weather, and in areas that are noisy, dirty, and smoky. Exposed to fumes, infrared and ultraviolet radiation, heat, flying sparks, and the glare of torches and heated materials. There is possibility of eye injury, electrical shock, burns, broken bones, and the chance of cuts when working with sharp objects. There is also discomfort when wearing protective clothing, gloves, and flash shield or eye goggles.
g. OTHER SIGNIFICANT FACTS:
Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORI/UCI/MEI/OCI/IG, etc.), mobility exercise participation, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws.

C. Background: This package results from significant changes in Department of Army maintenance doctrine and impact of the Army Maintenance Transformation (AMT) on the Army National Guard (ARNG). This has resulted in a reorganization of four-level to two-level maintenance, which has driven the redescription of this PD.
D. Pay Plan, Series, Title, and Grade Determination:
1. Pay Plan: This position has as its paramount requirement, experience, and knowledge of trades and crafts work. Therefore, it is covered by the Federal Wage System (FWS) and assigned to the Wage Grade (WG) pay plan.
2. Series: The primary purpose of this position is to perform welding which is characteristic of work covered by the Welding Series, WG-3703. Infrequent sheet metal work is also required but does not constitute the primary purpose of the position. Therefore, this position is assigned to the WG-3703 series.
3. Title: IAW titling instructions contained in the cited reference, jobs graded at WG-10 and above are titled, Welder.
4. Grade: The cited reference is used to grade work as follows:
a. Skill and Knowledge: This position requires a variety of manual welding processes (e.g., several different gas torches, various electric arcs including inert gas-shielded arcs or a number of both kinds of processes) to weld all types of commonly used metals and alloys. This requires applying knowledge of a wide range of manual welding processes and accomplishing difficult welds. This includes gas welding torch processes that involve oxyacetylene, oxyhydrogen, and other industrial gases; and arc and inert gas shielded processes using methods such as metal-arc, gas tungsten-arc. This position also requires skill in making welds that require complete penetration and fusion of base and filler metals. This meets the WG-10 level of the cited reference. This position does not meet the WG-11 level as welding does not require experimental welding applications with newly developed metals such as those utilized when welding on prototype models; welding involving high pressure piping systems and pressure vessels; nor does the position require extremely radiographic welds. Therefore, WG-10 is the grade level assigned.
b. Responsibility: Work is assigned by verbal instructions, work orders, and inspection reports. The incumbent determines work to be done, steps needed to accomplish the work, and plans and lays out work, determining techniques to use and materials for weld required. Work is reviewed upon completion to insure the work meets specifications and accepted trade standards. Welds may be subject to tests and inspections.
