I took principal responsibility for designing and implementing the law school’s first graduate degree program, the Master of Laws (LL.M.) Program in American Law for Foreign Lawyers, inaugurated in Fall Term 2002. Thereafter, I guided the creation and approvals of four additional LL.M. tracks: International & Comparative Law; Health Law, Policy and Bioethics; Intellectual Property Law; and International Human Rights Law, and I chaired the LL.M. Admissions Committee.
In 2003-04, I designed and obtained approvals for the Doctor of Juridical Science (S.J.D.) degree, the terminal degree in law (offered by approximately 15 percent of law schools in the United States), andI chaired the S.J.D. Graduate Committee.
In spring 2006 I traveled to Beijing and Shanghai, PRC to establish the law school’s LL.M Alumni Association in China.

In 1986 I developed a four-week program of study for law students and lawyers at East China University of Politics and Law, Shanghai PRC. I went to Shanghai in 1987 to inaugurate the program and traveled to Beijing to visit with officials of China University of Politics and Law. I returned to EastChinaUniversity as the program’s Resident Professor in 1990 and 1994
In 1996-97 I visited law schools in China to discuss co-sponsorship of a new summer program: China University of Politics and Law;PekingUniversity; Southwest University of Politics and Law (Chongqing);Renmin (People’s) University of China; and TsinghuaUniversity. Renmin University School of Law was selected as the co-sponsor of the law school’s new China Law Summer Program, which began in 1998 and in which I served as Resident Professor in 1998 and 2007.

I visited six law schools in the People's Republic of China: NingboUniversity; Northwest University of Politics and Law (Xi’an); Southwest University of Politics and Law (Chongqing); Kunming High College of Law; South Central University of Politics and Law (Wuhan); and East China University of Politics and Law (Shanghai). I delivered lectures, discussed prospects for cooperative arrangements with IndianaUniversity, and met with law faculties, judges, lawyers and bar association officials to exchange information about Chinese and American law and legal systems.
