The SCCA meeting was called to order by SCCA President Raymond Zeh, at 7:10 PM with 20 in attendances and with 5 clubs represented. A motion to accept the September’s Treasure report was made by Dewey Irving, second by Gene Maiello. A motion was made by Bill Nelson, second by Joe Hough to accept the August newsletter. A vote of the SCCA members approved both reports.
Corrections to last month’s newsletter. 1. (NYSCC) Harold Palmer was not voted in as 2nd Vice President. He was voted in as Legislation Vice President. 2. (NYPA) The New York Power Authority does not have control of the Cannonsville, Neversink, Pepacton, Gilboa Reservoirs. They are controlled by the New York City Watershed (DEP).
Outstanding Bill: Received a bill in the amount of $508 from Gordon Emerson for expenses incurred for himself & Willi Karlu who attended the NYSCC two-day meeting in September. This bill needs to be voted on for payment at the October meeting because no prior motion was made in advance. Gordon & Will are the SCCA representatives for the Schoharie County Conservation Association.
By-laws: The vote on the SCCA by-laws has been postponed for another month. By law committee, Carl Stefanik, Britton, Charles Olsen and Gordon Emerson will continue review. Big concern over who can run for office and who has a right to vote on issues brought before the SCCA Membership. Some members feel that only club delegates have the right to vote, others feel that any SCCA individual member who pays $10 annual dues should also have the right to vote. This a major concern because many club delegates don’t show up to represent their club, some delegates are delegates for more than one club. How many votes can a delegate have? If the delegate is a club delegate for three different clubs, should that delegate get more than one vote, two votes, or three votes? Maybe we will have an answer at the October meeting.
Communications: A request for a donation from Hospice needs to be reviewed at October meeting. It was tabled until after fair raffle. Forgot to bring up issue at September meeting.
Election of Officers: Still no one interested in Secretary Position (Mike Zeh filling in). Mike will be stepping down after December. He has continued to do this newsletter for quite some time and it’s time to let someone else take a turn. Hopefully someone will step up to the plate. The newsletter is one of the communication tools, which keeps this organization going. I will help who ever with the label program along with the e-mail addresses which receive this newsletter.
Dorwin Hamm Scholarship Fund: The winners of the raffle were: 1st prize $250 – Jacalyn McKinney from Cobleskill. 2nd prize Golf Club Driver – Charles G. Rion from Prattsville. 3rd prize $50 – Mike Zeh from Central Bridge. We have received close to $1200 in ticket sales. This special raffle was to help raise funding for this special account. Between the profit from this raffle and the recent changes in the stock market the fund has a total value close to $10,000. Last spring we awarded two $250 scholarships. We’re sure we will get more requests from SUNY Cobleskill this fall.
Pheasant Release: The NYSDEC pheasant released 26 boxes (7 in a box) within Schoharie County on September 30th. There were 9 sites, which received birds. There will be another 2 stocking over the next month.
NYPA: SCCA did setup for the NYPA Wildlife Festival on Saturday 09/26. Bob Britton, Walt Zeh, Carl Stefanik and Mike Zeh answered questions and provided information to the public. There were over 3000 in attendance according to NYPA security.
Youth Pheasant Hunt: CANY will again sponsor the youth pheasant hunt. Dewey Irving was the POC for the youth pheasant hunt which took place on September 26th. The event was held at the Mace Farm, which is located in the town of Gilboa, on the Guinea Road. The hunt started at 8:30 AM and DEC supplied 50 birds. A motion was made at the September meeting by Dewey, second by Ed Zamjohn for an additional 50 birds @ $9 each to be paid for by SCCA. There were 17 youths who took advantage of the pheasant hunt. The Conservation Alliance of New York State did co-sponsor the event by supplying liability insurance.
Fishing Access: We have received permission to burn the house, which sets on the property located in the town of Esperance. Before this can be done we need volunteers to help remove the shingles on the roof. Dave wood is the point of contact. Cell number is 944-8926.
NYS DEC - Public Meetings on Deer Management - Jeremy Hurst –NYS DEC Bureau of Wildlife: Dave Wood & Doug Handy attended the meeting, which was held in Oneonta. Mike Zeh attended the meeting which was held in Delmar. At the Oneonta meeting there were about 35 in attendances and at the Delmar meeting there were about fifty three where Jeff Peil gave an overview of how DEC tries to manage the deer herd in New York State. They estimate that during the last decade there has not been must of a change in the deer population within NYS. NYSDEC is interested in changes to the deer program that will enhance our ability to manage deer considering the many differences in regional deer populations, habitat conditions, and social interests. They recognize that there are many stakeholders interested in New York's white-tailed deer resource and that there are many challenges to successful population management. To help DEC prioritize the issues that are most important to NYS deer hunters and the public, DEC is holding a series of public meetings across the state. Next Steps:
DEC will summarize the input received during these meetings and focus management attention on the key issues identified. We intend to craft a survey for deer hunters to get additional feedback on specific ways to address issues related to potential hunting regulation changes. Results from the survey will help guide DEC in future changes to the deer program.
Fish & Wildlife Management Board – Region 4:The next meeting will be held at the Middleburgh Rod & Gun Club on 11/18.The Conservation Fund will pay travel reimbursement and there will be a $10 fee charged (estimate) for each attendance to cover the cost of the pizza, wings and soda. The State Meeting will be held on Oct 29 & Oct 30 in Ithaca, NY.
NYPA: New York State Power Authority hosted The Wildlife Festival on September 26 with over 3000 visiting the festivities. There were several vendors along with all kinds of wildlife including a wolf, several different birds, turtles, reptiles, horses, and many other farm animals. All kinds of food were also available too.

Conclusion: Between the big increase in lifetime license sales and the license fee increases the total sales between the two years is almost $22 million. What’s the numbers going to look like next year? With all the lifetime licenses sold these people won’t have to purchase a license next year. One positive note is that all lifetime license sales go into a special account and only the interest can be used.
SUNY Cobleskill: The College is offering some new classes this fall. Archery class, a Fishing Class and for a 4-hr course entitled "Basic Deer Processing" on Friday, Nov 13 from 6-10PM. The cost is $60. It is described as a hands-on training to process your deer for storage and cooking. Schoharie County Chapter of Trout Unlimited: TU meetings are held in the Wedgewood Inn at 7:00 PM located in Schoharie on the last Tuesday of the month. Dues are $35 for regular and $20 for Youth (under 18) or seniors (62 or older).
Whitetails Unlimited: The banquet was held on September 27th with close to 170 dinners served. We had over 80 items auctioned off plus there was about 15 silent auctions items. There were quite a few new faces there this year and everyone seemed to have a good time. The food was excellent! We had a hunter’s raffle where everything on that table went to one winner. There was a children’s raffle, a general raffle, a ladies raffle and a shotgun key ring raffle. The Schoharie County Chapter will split 50/50 over $3200 with the Whitetails Unlimited National Organization. The National Organization continues to grow with over seven new chapters in NYS by offering great merchandise at a great price, entertaining banquet and with returning 50% of the net banquet proceeds to fund projects in the local areas. Since 1982 Whitetails Unlimited National Organization has generated over $40 million in support of our goals. Education 20%, Habitat 34%, Hunting Tradition 33% and Research 13%. Summit Conservation Club: The clubhouse is located at 109 Club Rd. Summit, NY 12175 – phone 287-1710 (located just off Bear Gulch Rd. by the lake). The meetings are held on the third Sunday of each month.
Middleburgh Rod & Gun Club: There were 49 members present at meeting. There was an issue brought up concerning the renting the club. This issue of stopping alcohol consumption on club property was voted down at the July meeting. Members can still bring beer to meetings and rent the club with alcohol being consumed on the club property. There was an important change. Any member wishing to serve alcohol at a party must use a vendor who has a license with insurance. A contract must be signed which makes the renter responsible. The new person in charge of the club’s calendar is Allan Coby, 295-6076. The club can not be rented from 10/01 to 04/01 because of snow/ice issues and because members want the club open so the ranges can be used during hunting season. Tickets are available from Bob Britton for the December Raffle. Bob still has quite a few tickets to hand out to sellers. His phone number is 827-7024. This raffle is what pays the bills so we can have all the free youth events. The club’s Christmas party will be held on December 12th. Peter DeBartolo, 827-5344 will again be the POC this year.
West Fulton Rod & Gun Club: The next meeting will take place on November 3rd. The Tim Murphy Run was held on 10/10. The club’s motto “Put Back More Then They Take” continues because of the strong membership and the local business support.
