1. CALL TO ORDER:
At 3:00pm Chair Bruce Wiseman called the Port of Ridgefield Commission meeting to order.
2. PLEDGE OF ALLEGIANCE:
Chair Wiseman led the Pledge of Allegiance.
3. APPROVAL OF THE MINUTES AND AGENDA:
Commissioner Joe Melroy made a motion to approve the September 10, 2014 meeting minutes. Commissioner Scott Hughes seconded the motion. The motion was carried.
4. CALENDAR AND CORRESPONDENCE:
Ridgefield National Wildlife Refuge Birdfest: The annual event is October 4& 5.
APEX (Annual Planning Expedition): Our annual planning meeting is scheduled for October 6 from 8:00am -5:00pm.
Pacific Northwest Waterway Association: The 2014 Annual PNWA convention will be held at the Vancouver Hilton on October 15 – 17. Commissioner Hughes will attend.
WPPA Small Ports Seminar: The seminar is scheduled for October 23 – 24 in Leavenworth. Commissioner Joe Melroy will attend.
WPPA Annual Meeting: This year’s annual meeting is scheduled for December 10 – 12 in Bellevue.
This is also the same week for our first monthly meeting, it was decided there will be one Commission meeting in December. The meeting is scheduled for Wednesday, December 17 at 3:00pm.
WPPA Annual Spring Meeting: This meeting is scheduled for May 13 – 15, 2015 and will be held in Spokane at the Old Davenport Hotel. Wonder Baldwin will make reservations early to ensure all staff are staying at the Old Davenport Hotel.
Correspondence
Chair Wiseman received a flyer from the Washington State Department of Natural Resources regarding public informational meetings on the department’s proposed draft Aquatic Lands Habitat Conservation Plan. He noted that the 90-day public comment period began on September 5, 2014.
The closest public meeting to Ridgefield is scheduled in Longview on Thursday, October 9 from 6:30 – 8:30pm at the Cowlitz County PUD located at 961 12th Avenue.
5. PUBLIC COMMENT:
Allene Wodaege asked what was the white tent at the end of Division Street and the large hole beneath the tent. Commissioner Melroy explained that the tent is a temporary shelter to keep rain off the soil during the dredging and de-watering process. The hole is a contained area that holds the clean soil after the de-watering process is done until its place back into Lake River.
6. PORT BUSINESS:
- Finance Report
Cash Graph – Jeanette Ludka stated the cash graph for the week is in the commissioner’s dropbox.
- Executive Report
Ridgefield School District Hall of Fame – Brent Grening stated that the school district is forming a hall of fame committee and is seeking representation from the Port to be a part of the selection process for this committee. He asked the Commission to let him know if anyone is available to serve on the section committee.
Shoreline Master Program Meeting – Chair Wiseman stated this meeting will take place on tomorrow, September 25 from 10am – 12pm here at the Port. The meeting will discuss plans for the shorelines of Carty Lake.

Old Business
Port Newsletter - Brent distributed the Port’s Fall 2014 newsletter to the Commission and stated the newsletter is scheduled to be inserted into the October 1 issue of The Reflector and delivered to all Ridgefield 98642 zip code residents.
Laurie Olin stated that on phase 2 of the Railroad Overpass Project, the curb is done and the paving of the new road is scheduled for next week. The contractors confirmed that Mill Street will be open for use for the annual Friends of the Ridgefield National Wildlife Refuge Birdfest and Bluegrass event.
On the Port’s 11th Street project the contractors will pave the road this Friday.
The Carty Lake Project is continuing to move forward on the construction.
The contractor is waiting for permit approval on the Lake River Project, once approved, the work will begin.
7. TOPICS FOR NEXT MEETING:
Chair Wiseman will be out of the office and unable to attend the October 8 Commission meeting.
8. PUBLIC COMMENT:
There will be a ground breaking event on Friday, September 26 at 2:00pm at the Sportsman Bar and Grill. The Sportsman is planning to start construction soon.
Senator Curtis King and other legislators will be visiting Ridgefield on Tuesday, September 30. There is a good possibility they will have time in their schedule for Brent and Commissioner Melroy to showcase the construction of Phase 2 of the Railroad Overpass Project.
Merrilee Lee announced that the Ridgefield Arts Association meeting is scheduled on September 25 at 7:00pm at the Pickled Heron.
Chair Wiseman stated that Senator Maria Cantwell’s representatives and Chris Lapp from the U. S. Department of Fish and Wildlife service toured the site last week to look at the Carty Lake project as it relates to the Wildlife Refuge.
10. ADJOURNMENT:
The meeting adjourned at 3:53pm with no further business or public comments. The next regular Commission meeting is scheduled for Wednesday October 8, 2014 at 3:00pm. The meeting will be held at the Port of Ridgefield office in the downstairs conference room located at 111 West Division Street in Ridgefield.
